They are both closely tied to the Civil Rights stat; reducing Civil Rights will decrease them both.
Aside from that, there are a few issues that are explicitly related to dress codes, nudity, and drug use. It's straightforward, just answer them by cracking down on drug use, banning public nudity and restricting liberal dressing.

It grows randomly from 5-7 million/day, and isn't affected by anything else (so the only way is to keep your nation alive and have it grow a bit each day).

There's no rule against having puppets as long as you only have one nation in the WA and don't double post on the RMB using your puppets.

EDIT: The issue "A Taxing Dilemma" is such a good one for fixing stats.
