It's one of the harder categories to get, around the same level as Benevolent Dictatorship, which is basically the opposite of TBM (high civil rights, high economic freedom, low political freedom).
TBM is the second rarest classification with 0.33% of nations, second to Benevolent dictatorship (0.31%), in third place is Iron Fist Socialists (0.40).
Most common is Inoffesive Centrist Democracy (23.69%), NYT Democracy (8.44%), Democratic socialists (7.32%)

Simply put, the game checks three freedoms (Civil Rights, Political Freedom and Economic Freedom) and classifies your nation based solely on that. The game considers each stat "High", "Mid" or "Low" (unofficial names) and each combination is a different category.
For example, in the order given above, Inoffensive Centrist Democracy is Mid / Mid / Mid, Democratic Socialists is Mid / Mid / Low, Tyranny by Majority is Low / High / Low and Benevolent Dictatorship is High / Low / High.
Running a state-planned economy adds an artificial -100 to your Economic Freedom but is not considered when classifying a nation.
