The Armed Republic of Voyna Zver 2018 Armed Forces Report

Voyna Zver is an island nation in the Southern Pacific, a combination of the United Kingdom and Russia. Cold and ruthless, the island has created a people tough, unforgiving, and absolutely doesn't care about your political correctness. The people are a cold, emotionless collection of fishermen, miners, and technologists that place great pride and faith in their armed forces, especially their Fleets.

While the Fleets is by far the largest of the branches, it is not alone; the Arctic Guard is a combination of the Coast Guard and National Guards, tasked with protecting the island from all forms of invasion, espionage, and internal crisis. Following them are the Marines, a subdivision within the Fleets. Soldiers dedicated to the defense of their ships, crew, and nation, the Marines are the infantry divisions of the Fleets. Finally, the smallest but most dangerous are the Kill Teams. The purest and most lethal of the branches, the Kill Teams are the black ops offensive branch, made up of the deadliest and best Voyna Zver have to offer.

While the military is growing at a rapid pace, that is not to say they are not weak individually. each soldier and member is valued and is trained and armed appropriately with some of the best wargear the factories can equip them with, from automatic gauss rifles and carapace armor to powered exo-suits and the dreaded Deathstrike defense network.

Though new and relatively small, the ARVZ is more than willing to fit anyone who think they can take what they want.

The Suongo Basic Law

Preamble:-
Suongo all who have united on this day, resolved to further our liberty, break free from the influence of demagogues, promote peace and harmony within a united Eurasia, and give power to all citizens of our Empire to command their own lives as they see fit, do firmly establish this basic law for the government by its people;

I. Basic Rights

Article 1, Human Rights:-

  1. Human Dignity, respect for its own sake, shall never be infringed upon Humans. It is the duty of the government to uphold this principle and protect it at all costs.

  2. It is the duty of the government and Suongo all to understand and acknowledge that this respect is the groundwork for all fair and just societies and to seek to achieve such a society.

  3. Said Dignity is inherent in all people, it is the duty of the government to receive all who lack this Dignity and grant it to them as any other.

  4. All people are equal before the law. No considerations of race, cultural background, personal faith, sex, gender, or country of origin shall be made when judging an individual, nor shall any of these factors play a role in deciding what Rights an individual has. Human Rights and Personal Liberties apply to all Humans.

Article 2, Personal Freedoms:-

  1. Suongo all are entitled to the right to freedom of expression.

  2. Suongo all are entitled to the freedom to make their own decisions, insofar as said decisions do not restrict the Human Rights or Personal Freedoms of others.

  3. The right of Suongo all to maintain their physical and mental health and integrity shall not be infringed.

  4. The government does not reserve the right to censorship. Suongo all have the right to freely express their opinions through speech, writing, and pictures, and to be informed without hindrance.

  5. Marriage is a legal institution, the right to which shall not be infringed by the government.

Article 3, Freedom of Assembly:-

  1. Suongo all have the right to assemble freely and without permission.

  2. Suongo all have the right to form corporations and other associations.

  3. The right to associate with the aim of safeguarding and improving working and economic conditions is protected by law.

  4. No state maintains the right to form its own union. Unions of government employees are not part of the government itself.

Article 4, Freedom of Choice:-

  1. The right to choose whether to associate with the aim of safeguarding and improving working and economic conditions is protected by law. No citizen shall be forced, coerced, or leveraged into joining a union against their own will.

  2. The right to move freely within the territory of the Empire shall not be infringed, with restrictions only given pursuant to a law.

  3. Suongo all may choose, without persuasion, to remain silent before court or an officer of law.

Article 5, Mandatory Military Service:-

    The government reserves the right to require citizens above the age of 16 to serve in the military during times of war.
    Conscripts are not required to finish their term of service if times of defence end before they finish.

II. Des Ferbunds-Riik

Article 6, Constitutional Principles:-
  1. The Federal Empire of Finswedeway is a democratic state for the defence and welfare of Suongo all.

  2. Government authority is derived from Suongo all. It shall be exercised through elections in specific legislative, judicial, and executive bodies.

  3. The legislative and executive shall be bound by the Basic Law, the judicial by peace, law, and justice.

Article 7, Political Parties:-

  1. Political Parties shall participate in the formation of the political will of Suongo all. They may be freely established.

  2. Parties whose adherents aim to undermine or abolish the democratic traditions of the state or endanger the sovereignty of the Federal Empire of Finswedeway shall be unconstitutional. This judgement shall be made by the Federal Court.

Article 8, The Capital and Flag:-

  1. The Capital and seat of government shall be in Central Chotyo, from which the Federation shall seek to represent the whole of the nation to its utmost ability, derived from Suongo all.

  2. The Federal flag shall be black, white, and crimson.

Article 9, International Unions:-

  1. The Federal Empire, with the aim of establishing a united Eurasia, shall seek to participate in transcontinental unions that are committed to Republican values, democratic and social federal principles, the rule of law, and that guarantee a level of Basic Rights comparable to that afforded by the Basic Law.

  2. International Unions may only infringe on national sovereignty insofar as, in the interest of common welfare for Suongo all and Eurasian Peoples, common good is upheld, rather than in the interests of multinational corporations, aspirational rival Empires, or conspiratorial factions with the aim of undermining the Federal Empire.

  3. Within these International Unions, no debts may be incurred more than twenty-five per cent of Suongo Gross Domestic Product.

Article 10, Confederation:-

  1. The Federal Empire, as consisting of States that are United, may confederate with a supermajority of popular and legislative support.

  2. The details of this confederation shall be laid out by a meeting of state legislature.

Article 11, New Delimitation of Federal Territory:-

  1. The executive must convene to organize newly added territory to the Empire.

  2. The legislature must approve the proposed organization by a simple majority.

  3. The legislature can move to turn the organized territory into fully incorporated States of the Empire with a two-thirds majority and executive assent. New States must have no fewer than 50,000 inhabitants and must be economically self-sufficient as defined in Article 11(a). The Federal Court may also make a judgement on economic self-sufficiency of a state or territory.

  4. There shall be 100 constituency or prefectures of equal population throughout the entire Empire, each represented by a member of the Bunedes-Dag. Each constituency or prefecture shall elect one member to the Bunedes-Dag.

Article 11(a), Economic Self-sufficiency of states:-

  1. States may take no debts. Budget deficits of States must be assumed by the federal government if not resolved within ten months.

  2. The Gross Domestic Product per Capita of States shall not be dependent on government funding or state oversight of the economy.

Article 12, State powers:-

  1. Any provisions not specifically laid out in the Basic Law as responsibilities for the federal government are matters of the states.

Article 13, Federal Supremacy:-

  1. Federal laws take precedence over state laws.

Article 14, Foreign Relations:-

  1. The executive shall be the seat of the chief diplomat of the Federation.

  2. Treaties must be ratified by the legislature with a simple majority.

Article 15, Citizenship:-

  1. Every citizen shall have the same political rights and duties within all States, foreign and federal.

  2. Every citizen shall be equally eligible for public office according to their aptitude and professional accomplishments.

  3. Members of public service exercise, to the extent appropriate to their position, sovereign authority, and are subject to the Constitutional regulations thereof.

Article 16, Federal Execution of Powers:-

  1. If a state fails to comply to federal regulations, the government reserves the right to, with the approval of the legislature, take steps necessary to ensure their compliance.

  2. The executive may, with the force of the Elites or Mother Earth’s Corps, exercise federal power during times of emergency with the approval of a simple majority of all legislative Representatives capable of convening peaceably.

III. Des Ferbundes-Dag

Article 17, Elections:-
  1. Members of the Bunedes-Dag shall be elected in general, direct, free, equal, and secret elections. They shall be representatives of their whole constituency or prefecture, and as such will act in their conscience.

  2. The Bunedes-dag shall convene no later than thirty days after elections.

Article 18, The Consulate:-

  1. The Consulate shall be part of the Eiligbunedes-nakt, which shall make up the executive (as defined in Article 19), and shall be elected by the Bunedes-dag.

  2. The Konesul shall act with Royal Assent and be the Head of State. They may exercise all due powers of the executive not specifically endowed to the Kanesler or the Denka-Dai, as defined in Article 19.

Article 19, Des Eiligbundes-Nakt

  1. The Kanesler shall be appointed by the Denka-Dai or elected by the Bunedes-Dag with Royal Assent. They shall be the chief diplomat and Head of State to the Federal Empire.

  2. The Kanesler has the authority to appoint all members of the Eiligbunedes-Nakt cabinet, which includes the Marshal, the Beriti, the Head of the Federal Intelligence Agency, and the Iingshen Radgiafi

  3. The Marshal shall handle all matters of the military and shall serve as a military advisor to either the Denka-Dai or the Kanesler.
    The Beriti shall handle all matters of finance and shall work with the Bunedes-Dag to ratify budgets for the federal government and the states
    The Iingshen Radgiafi shall be the chief guru and representative of all faiths to the Eiligbunedes-Nakt.

Article 20, Dī Keisar:-

  1. The Keisar is the Royal Sovereign of Suongo All. They are the Commander-in-Chief of the Suongo Armed Forces, and the Chief Executive of all Suongo.

  2. The Keisar shall be responsible for providing Royal Assent to all government actions wherein Royal Assent is necessary.

  3. The Keisar is a hereditary title, passing down to a child or relative of the holder of their choosing. Should no heir be appointed, the title shall go to the oldest member of the previous holder’s dynasty.

  4. All children of any Union of the Keisar shall be members of the their dynasty, or shall form a joint dynasty between the parents.

Article 21, Term limits:-

  1. Members of the Bunedes-Dag serve a six-year term or until a general assembly is called in the constituency or prefecture which they represent.

  2. The Konesul serves until they are voted out by the Bunedes-Dag.

  3. The Kanesler serves for four years until they are required to be re-appointed

  4. The Keisar serves until death or abdication, and can hold no other titles within the government.

Article 22, Incompatibilities:-

  1. Members of government may only have one office in the government.

  2. The Konesul may not hold belong to the management or supervisory board of any enterprise conducted for profit.

Article 23, Vote of No Confidence:-

  1. Members of the Bunedes-Dag may express its lack of confidence in the elected Konesul by electing a successor.

  2. The Konesul must comply with the request and appoint the person elected

The nation is divided into 100 Constituencies or Prefectures of equal population, which elect from among its citizenry in general, direct, free, equal, and secret elections one member to the Bunedes-Dag. Candidates each belong to a formally organized party. The following are the parties that have seats in the Bunedes-Dag, but are not necessarily all Suongo parties on the ballot;

The Suongo Patriot's Party - Aigo Zhe-to

This party is based in pride in one's country, upholding the country's liberal and inclusive traditions, and right/centrist realism. The Patriot's Party is focused on defence of the Suongo people and their freedom and Market Liberalism. Their mission statement is to ensure security and liberty for Suongo, with all else being secondary. They have a distaste for the monarchy, which is the subject of many political debates, but has never actively opposed it. The AZT is the main opposition party to the FST

Their popularity has fallen greatly since the 80s, with 17 seats in the Bunedes-Dag as of 2098.

The more liberal party, the FST advocates for the eventual implementation of a welfare-based market state. Among their goals, they hope to reform the justice system, which is currently extremely corrupt and tied in with politics, as well as advocating European-style social democracy. The party holds 52 seats in the House of Representatives. It belongs in a coalition with the VVT as the senior partner, and as such holds a 2/3s majority within the Bunedes-Dag.

The Peoples' Liberation Party - Volks Vonind To

Rooted in the left, the VVT places a heavy emphasis on equality and worker's safety. Their primary mission is to have a stable government, in which all are both secure and free. Though this has parallels with the Old Guard's mission, they have many different ideas about how to accomplish these things. Among these ideas, they propose that government nationalize banks and transportation.

Born out of contempt for constant imperialism and pointless wars, as well as a skyrocketing cost of living as a result of these wars, this party has grown significantly in popular in recent months. They hold 24 seats as of 2098

The Phoenix Front - Eniks-to

The Phoenix Front is a movement formed as a reaction to the nuclear war which nearly destroyed the world in 2094. Promising national salvation, the Phoenix Front is a highly authoritarian movement with some cultural-supremacist pretenses. Their main ideology and doctrine is known as Cultural Nationalism, believing that nations should be united by their culture and language. Cultural Nationalism, referred to as Phoenixism by the Suongo, is highly anti-imperialist, as it, according to them, imposes on a peoples' right to unite with others like them and has caused most of the problems faced by the postmodern world. Despite having socialist and authoritarian policies, the Phoenix Front strongly opposes Communism in most of its forms, as they are the ones responsible for the destruction of the world's ecosystem in the Nuclear War.

The Front is a shadow of its former self after the resignation of its main ringleader, Ping Li. As of 2098, it holds 7 seats.

Knock on wood, right now in our Community, crime is totally unknown thanks to a pervasive police force and progressive social policies in education and welfare.

Of course, I'm always terrified that I'm one mis-directed issue away from teetering into an authoritarian hellscape but, for now, we have peace without brutality or repression.

What's wrong with brutality and oppression?

EDIT: I just encouraged children to carry knives with them everywhere, and my pacifism went up, my weather went down, and my basket weaving industry grew dramatically. I've seen some WTF issue results before, but I think this one takes the cake.
