I can only assume but I think it's because he wasn't winning the elections. He also went to other regions and began spamming them with vote for him messages. One region had someone who didn't care for it too much.
It's in the constitution. But you're in charge of embassies. So you actually go and find regions who would not mind being embassied with us and get embassies constructed. Also, if you notice an embassied region is not good for us to be friendly with, you remove them as an embassied region.
