And it doesn't change that much. Triumvirate still exists. Tom is just not explicitly an fa guy anymore and Senate doesn't have to be elected (but it could be).

One time I unintentionally deleted the entire court system in my country. I don't even know how justice functions anymore, but apparently it does (low crime).

You can undo those changes if a relevant issue comes up, but sometimes it takes a long time. It would be cool if you could influence it somehow.
