The sole legislative body of the region shall be vested within the Ministry, who shall be composed of a set number of Ministers.

Section One

  • The Ministry of Gaudium Aeternum shall be composed of able nations who are appointed by the Emperor, and shall be titled as Ministers of the region.

  • The set number of Ministers serving at any given time shall be fixed at a minimum of four nations, who serve until resignation, death, or removal at the discretion of the Emperor.

Section Two

  • The Ministry, vested with the legislative duties, shall consider legislative proposals regarding the administration of domestic policy, regulation of foreign policy, confirmation of international treaty, and that which is necessary and proper for the governance of the region.

  • Proposals, presented as Lawful Resolutions, shall be presented to the Ministry by the Prime Minister for debate, lasting a time that is at the pleasure of the Ministry. Lawful Resolutions shall then be held for a vote on the floor of the Ministry.

  • Lawful Resolutions shall proceed to the hand of the Emperor if the vote has achieved a simple majority of the total number of serving Ministers. Passed legislation can be by 'Tested At-Large' which puts it to a public vote. Should is pass by a simple majority of citizens gathered, it immediately becomes law without passing through the hands of the Emperor.


The Prime Minister, serving as the Head-of-Government, shall oversee the operations of the Ministry and the domestic policy of the region.

Section One

  • The Prime Minister, who is vested as the Head-of-Government, shall be elected by the many citizens assemble of the region of Gaudium Aeternum.

  • The Prime Minister shall be selected by a simple majority of citizens gathered in the election poll. With this mandate the Prime Minister shall serve faithfully a term of sixty days, limited to three terms served consecutively.

  • The Prime Minister can be removed from office through the following methods:

    • By resignation, as submitted to the Emperor and People of the region.

    • By being inactive for a period of time longer than 10 consecutive days, as officiated by the Lord Protector.

    • By a vote of two thirds of the total number of Ministers in a Vote of Confidence.

    • By a vote of two thirds of the total number of citizens in a Vote of Public Confidence.

    • By the order of the Emperor, backed by a simple majority of Ministers assembled.

Section Two

  • The Prime Minister is charged with being the leader of the Ministry of Gaudium Aeternum, overseeing and administering the legislative process. The Prime Minister is a Voting Member of the Ministry. The Prime Minister should accept legislative proposals, and see them through for debate and vote properly as Lawful Resolutions.

  • As Head-of-Government, the Prime Minister should faithfully ensure that laws of the region are enacted, protected, and preserved. The Prime Minister has the power to appointed a prosecutor against those who have violated the law, deliver passed legislation to the hand of the Emperor, regulate the immigration and security of the region, regulate the methods of communication at-large in the region, and delegate power of the executive branch into dependent departments as approved by the Emperor.

  • The Prime Minister is required to deliver a State of the Region address to the region every thirty days of his term being served.


The region of Gaudium Aeternum shall be governed by the Crown of Gaudium, vested in the Royal House of Fulvius.

Section One

  • The Emperor of Gaudium Aeternum is Anatrova, co-founder of the region. The Emperor is the sole Head-of-State for the region.

  • The remaining founder shall be granted the title of Emperor Emeritus until his eventual return. Should he arrive in the region, the remaining founder shall receive the title of Emperor and the powers that accompany the title.

  • The Emperor shall be granted with the authority to appoint nations as special Royal Officers, who shall become a member of the Crown. The Emperor can dismiss these Officers at his discretion.

Section Two

  • The Emperor shall hold sole executive authority over the region, subject to the approval of the Ministry and the People.

  • The Emperor shall hold sole authority over foreign representation and communication, with authority to delegate this power through the Royal Commission for Foreign Affairs.

  • Lawful Resolutions passed by the Ministry are delivered by the Prime Minister. If the Emperor signals his disapproval, the Lawful Resolution fails. If the Emperor approves, or fails to signal his decision for five days, the Lawful Resolution becomes law.

  • Executive decisions from the Emperor, including the refusal to approve Lawful Resolutions, can be overturned by a two thirds majority vote in a regional poll, as called by the Prime Minister or the Lord Protector.


The sole power of the judiciary shall be vested in the Lord Protector, a life-termed member of the Crown.

Section One

  • The Royal Court of Gaudium Aeternum shall be lead by the Lord Protector, and the deputy justices he may appoint at the pleasure of the court.

  • The Lord Protector may take up cases through the following methods:

    • Cases brought to the court by the appointed Prosecutor of the Prime Minister

    • Cases filed by the citizens of the region

    • Cases brought to the court by the Crown through the Emperor

  • The Lord Protector through the Royal Court as the power to hear cases regarding constitutionality of lawful resolutions, criminal cases, civil cases of regional significance, and all cases that can be properly resolved by the judiciary.


The enumerated rights of this document are guaranteed to the citizens of Gaudium Aeternum, and can not be infringed upon by any law, decree, or official of the region, as guaranteed by the Crown and God.

Charter of Guaranteed Rights

  • Nations whose residency in the region is longer than five consecutive days with the proper approved citizenship form are considered citizens under the Crown.

  • Citizens have the right to speech, expression, press, petition, and self-determination without penalty or interference.

  • Citizens have the right to religious expression, political expression, and ideological organization.

  • Citizens have the right to due process under the law, the right to a speedy and fair trial, and the protection from disenfranchisement from the courts.

  • Citizens have the right to Amend the Constitution through a public vote with the amendment proposed prevailing with a two thirds majority of the total number of citizens.
