January 2018 Prime Minister Election

January 2018 Prime Minister Election
Empire of Selene

Basic Information

We will be holding an election for Prime Minister of Selene. This election will determine who gets to run the government, promote our regional roleplay, enforce realism standards, encourage members to get involved in the community, establish ties with foreign regions and overall help the Emperor grow Selene into an active and engaging region. The Prime Minister will serve for a term lasting 3 months, after which they may run for reelection.

Qualifications

In order to run for Prime Minister, all candidates must meet the following qualifications:

  • Have a nation in Selene

  • Declare their candidacy or accept their nomination on the Regional Message Board

  • Have a disposition to work hard for the region and its members

Any member of the region may nominate qualified individuals for Prime Minister by posting on the Regional Message Board. Those who are nominated can accept or decline their nominations.

Election Officials

Emperor Justinian Kalominos will serve as the Election Commissioner, and will oversee all aspects of the election, from the nominations period to the counting of votes. Any questions or disputes related to the election must be addressed to him.

Schedule

The election will adhere to the following schedule:

  • Nominations: January 14 to January 16

  • Campaigning: January 14 to January 21

  • Voting: January 18 to January 21

Once a candidate has declared their candidacy, or accepted their nomination, they may begin campaigning; this involves explaining their vision for the region, answering questions from members, and making their case for why they should be elected Prime Minister. There is a 2-day period between the close of nominations and the start of voting, devoted entirely to campaigning.

Voting will be held through a regional poll, open to all residents. Additional details will be provided when voting starts.

Candidate Information

There are three candidates running for office. What follow are their names and some quotes from their platforms.

Parthenopias

Parthenopias is a Roleplay Councillor and a regular member of the forum and the chat. He is running on a platform of increasing activity by establishing an orientation programme, being more proactive in helping members establish realistic nations, retaining members and establishing a functioning government.

Parthenopias wrote:Hello all! Thank you for your patience on waiting to see what my platform for the upcoming election will be. I was just asked by Crowlonia a great question on regional discord. His question pertained to why I thought I would be a great Prime Minister and this was my question. Mind you that it also ended up being a description of my platform.

--Begin Answer--
I think that I would make a good Prime Minister of the Region because of my dedication to help it move forward into a brighter tomorrow. I have not been in Selene since the beginning and while I have heard good things about it, I tend to think that our region's best days are actually ahead of us. Not tomorrow or next week but a time after the effort put in exceeds the apathy that is rather rampant in the region. This apathy is far reaching and I would be remiss to say that it only exists on the game side area. Selene has gone through two lull periods since I arrived and in these periods I will openly state that I firmly looked at moving to another region, one more active and more realistic than Selene. Something about that though made me think about what I would be leaving behind. The relaxation, camaraderie and overall feel of Selene kept me in a mindset that I would be moving Parthenopias away from something that could be great and certainly already felt like home.

Now as I'm sure Justinian could tell anyone, I rather constantly come to him with ideas on how to better the region or just general thoughts. He usually urges me to go to the Senate section on our forum and make a proposal to officially change regional policy though I admit that with the apathy in the region and the general type of discussion to be had I have so far abstained from doing this. No more! Regardless of if I win the election for Prime Minister I will be proposing several pieces of legislation in the regional Senate that will have far reaching impacts.

More to come

First and foremost I am running on a platform of Reform. I wish to reform the general requirements to become active in the region's RP community so as to help boost the overall quality and experience of our members. My first step in doing this will be to have an Orientation of some kind to help introduce new RP members to our rules and expectations that we have. For example not many could actually say they know for sure that we don't actually allow Nuclear Weapons in our region's RP canon. Weapons of Mass Destruction such as Bio and Chemical weapons are allowed but their use should only be done with the consent of the regional government under the most extreme, well thought out and reasonable circumstances since their impact is far reaching. In addition to these I hope to have the Orientation section include our GIS (Global Information Survey) so that the RP Councillors and Regional Government can see the details of a nation such as their GDP, Population, Military Figures, etc. This would allow the Regional Government and in particular the RP Councillors to know who they need to work with to bring into the more realistic and fair fold. Our regional members should feel free to create their nations but should also be helped and guided to bring that national idea into a realistic mold of sorts. This ensures that when we RP, we know that it won't be blindsided by something preposterous.

After the Orientation program then I hope to encourage more longterm RP's rather than just Flash News and brief singular individual RPs so as to foster a more unique and fulfilling experiences. This will also help with retention as we have long seen that members will join our Regional RP Map but don't ever really become active. There are also dozens of nations in the Region that are not active here in the chat or in the RP World and I hope to bring some of them into the community proper. For those that wish to be in the region but not in the RP Community portion (forum) I say welcome to them and that I hope they would join us on our regional discord channel to hang out, talk about a multitude of topics and to hang out on the region's RMB.

Yeah that about sums up my ideas right now.

I've got long term goals for the region that include activity and such but I'm more concerned with the short term member retention, activity increase/quality and such.

Parthenopias wrote:Justinian Kalominos asked a couple great questions on the Regional Discord that I have answered. They are as follows:

Question 1: Hopes and Ideas for the Senate

Answer 1: Well the Senate currently is uncharted territory for Selene. We have not quite had the activity or the overall interest in a regional legislative body on the non-rp side. I hope to have us run some kind of election for the head of the Senate who would be a Speaker of sorts to propose legislation, oversee the debate and help people craft legislation who perhaps have never made a formal proposal before. The Speaker would not be part of the Privy Council since they would nominally head the legislature. I also don't believe they should be regionally elected (like the PM) but instead be nominated and then elected by their fellow Senators. That said I do think that anyone who wants to be a Senator should be allowed to be as that could and possibly would encourage involvement in the affairs of the region and may give those who don't want to be in the RP community a sense of purpose that they may otherwise not have in Selene as of right now. I would ideally like the Senate to act as a governing body for the region to deal with issues such as reforming the requirements in various areas of the rp community such as whether or not one must complete the Orientation before joining officially on the map or the RP community and the likes. I believe the Prime Minister and others in the Privy Council can work in tandem with the Senate to take a overall feel of the region when introducing new policies by having the Senate act as an advisory and potentially consensual body, who's approval would be necessary to implement far reaching policies. Overall admittedly I'm not exactly sure how we should operate the Senate in the region and perhaps having a referendum on that would be good, let alone a good way to get ideas of what the Senate should be out there.

Question 2: The Privy Council

Answer 2: As it stands the Prime Minister and RP Councillors are in fact the only positions I can see the Council having for now. During this term as Prime Minister my goals and agendas are going to focus internally for Selene. To garner activity, increase quality and retention of members. That means I'm not really looking to expand Selene's influence abroad through alliances or cooperatives with other regions currently. I won't be proposing a Foreign Councillor as of now. As a whole I believe that the Council beyond RP Councillors and the Prime Minister can shift and change as necessary. If our region finds ourselves in a situation that we have been infiltrated then a Defense or Security Councillor is necessary. When we begin to have outward looking policies for the WA or cooperation with other regions then a Foreign Councillor is necessary. Just as the Ministries and Departments of IRL governments ebb and flow with time, so too should the Privy Council's number beyond the PM and RP Councillor.

I believe that the Privy Council should only consist of one elected official (The PM) but that they should then appoint their fellow Councillors for approval through the Emperor (Justinian) and when the Senate is up and running have the Senate hold a confirmation hearing to determine whether the Senate believes the person for the position is appropriate though I won't be naive and say there aren't regions bogged down by politics and as such for now at least Senate Confirmation hearings should be non-binding.

Parthenopias wrote:Now to answer Justinian Kalominos's questions:

First Question: What do you think needs to be done to ensure more members get active in the region?
Answer: More members becoming active is to ensure information about upcoming roleplays, the chat and our forum are all disseminated through TG's, Here on the RMB and of course in the Regional Discord Channel (which we strongly encourage our members to join regardless of wanting to RP). Now on the flip side those really only apply to the people wanting to engage in our Roleplay Community, for those here on the game side not wanting to directly partake in that I think it would be fun to see if we have similar gaming devices (consoles and pc) and possibly some other browser based games such as cards against humanity and the likes and to run some kind of game night. Also running a poll (for fun) every few days or so just to have something to do here on the game side.

Second Question: What other initiatives do we need, aside from the regional roleplay?
Answer: Hm I think I really touched on this as well in the first answer. Regional fun polls, trying to get game nights and then some discussion to get people into the Regional Discord (where most of the active members are). I would also like to explore the possibility of becoming more involved in the World Assembly as a different thing to do here on the gameside of things.

Selene

Selene is a longtime member of the gameside community who is running on a platform of expanding an institution they call the 'Selene Council' and increasing recruitment.

Selene wrote:Thank you! My plans are: To expand The Selene Council, increase recruitment, and to create an equal system that works for everyone.

Camulia

Camulia is a newer member to the region who is running on a platform of expanding 'democracy and capitalism' and strengthening the roleplayed military capabilities of the region.

Camulia wrote:I announce my Candidacy for Prime Minister! I hope to Further Democracy and Capitalism, as well Strengthen our nation through Military and Economics. https://imgur.com/kdggYeP

Camulia wrote:What I mean by "further capitalism" is to Bring Capitalistic Values to all nations in Selene and recognize the working class citizens in all countries.

What I mean by "strengthen our nation through military and economics" is that Strengthening our Economies & And Armed Forces will bring more stability to Selene and nations within it, Therefore Strengthening our nations.

Camulia wrote: I Believe that to entise nations to Move the Selene, they must look at the nations and see strong ones not ones that are falling apart, and part of the problem is that people won't change, people must be open for change to fix problems.

Camulia wrote:The Thrill of Being in a RP community is finding a way to solve these problems diplomatically, and if needed, with conflict, that is what creates RP, trying to find a solution for a problem. My role is to find a solution, others is to find a problem.

Camulia wrote:Justinian Kalominos

I have been on the Chat A few times, But, considering i joined this region 3 days ago, i think it is funny you mentioned active members, because i was looking for those people a few hours ago.

I believe that in order to get more members active ,and for that matter more members overall, we need to talk to the nations that are already active and engage RP to other nations who usually are not involved, which, as long as they are paying attention, will almost be forced to respond, creating a more active and engaged community.

I am not yet sure how to answer your final question.

Thank you for Asking, as i want everything to be clear.

Camulia wrote:I think i said that wrong, If i Was PM i would Promote Capitalism, yes, but part of the fun would be nations resisting it, and conflict rising as a part of that. NOTE THIS MAY BE NOT INTERPRETED RIGHT. if i can create a politcal divide that would be one of the best things i can do.

If someone channels their hatred of a particular ideology(or any issue) into RP that would light this region up.

In order for nations to engage, they must see something they have an opinion on. which creates a Conflict of interest, which must have a Resolution

Do make sure to read all the quotes in spoilers, conduct your own research, and continue questioning all three candidates, so that you vote is an informed one.
