The Xin-Fael Defense Forces (el: Xin-Fael Varyalë Hossë; xn: 新沷峩臘自衛隊) are the armed forces of the Xin-Fael Federation, encompassing the Ground Force, Navy, Air Force, and Military Police. The XFDF is under the full civilian control of the Ministry of National Defense and the oversight by the Legislative Yuan. Composed of the former armies of the Xanadu Confederation, the Ari Tirith Armed Forces, the lesser people's armies, and the five major Cultivation Clans following the signing Silver Tower Accords, the XFDF is currently undergoing downsizing, modernization, and consolidation of the many diverse forces under its banner. The current mission statement of the Xin-Fael Defense Forces is the "protection of the sovereign state of the Xin-Fael Federation and her people against forces that would wish to do her harm, both internal and external."
The Xin-Fael Defense Forces are lead by the Office of Prime Minister (el: Nóriecáno; xn: 宰相) who is the commander-in-chief. The current position holder, Prime Minister Wei Wuxian (xn: 魏无羡), was a former cultivator from one of the five major Cultivation Clans himself and fought in several conflicts prior to the signing Silver Tower Accords and unification of the Lotus Islands. In addition to the Office of Prime Minister, the civilian leadership of the XFDF also consists of the Minister of National Defense (el: Núromoliëo varyalë; xn: 國防部), the leader of the Ministry of National Defense. The Office of Prime Minister and Minister of National Defense form the National Command Authority which is the ultimate lawful source of military orders for the military services which are subordinate to the General Staff, headed by the Chief of the General Staff (el: Hér hossë alasatya vandl; xn: 參謀總長), the Chief of defense. Each branch of the XFDF is lead by a Branch Commander (el: Hér cáno; xn: 軍司令).

Commander of the Air Force (Hér cáno vilya; 空军司令) | Filegien Renia Northa |

The Xin-Fael Defense Forces number 5,034,950 personnel with 1,725,900 active duty personnel and 3,309,050 reserve personnel. The XFDF is an all-volunteer military force, but conscription laws do exist within the Silver Tower Accords giving the Legislative Yuan the power to implement a draft of citizens age 18-32 for humans and the lesser peoples and 50+ for elves in the event of an invasion or natural disaster. The XFDF is currently reducing its force size in an attempt to better organize the military force. As most of its forces were directly transferred into its jurisdiction following the unification of the Xin-Fael Federation, the military has been plagued with cohesion and logistical problems. Equipment and training disparities plague the Defense Forces, not to mention the continued existence of tensions between different species.
Despite personnel issues, the Xin-Fael Defense Forces' officer corps is regarded as highly competent, displaying a high degree of professionalism and discipline. However, different military doctrines, mindsets, and cross-species mistrust continue to plague the otherwise effective corps. The military also faces difficulties in the recruitment and retention of junior officers and NCOs due to competition with the private sector following the unification.
The Xin-Fael Defense Forces received a budget of 元7.6 trillion in 2108. In FY2108 total of 元3.22 trillion goes towards the Ground Force (42.4%), 元2.181 trillion to the Navy (28.7%), 元2.014 trillion to the Air Force (26.5%), and 元182.4 million to the Military Police (2.4%). A majority of the budget goes towards personnel (38.3%) followed by operation and maintenance (24.1%), procurement (20.8%), research & development (12.9%), family housing (1.1%), military construction (1%), revolving and management funds (1%) and miscellaneous (0.8%).
The Alert State (el: Coiva Hûr; xn: 警備狀態), or LERTS, is an alert state used by the Xin-Fael Defense Forces and is a measure of the level of action and readiness to be taken in a given situation. LERTS can be broken down into the National Emergency State (el: Nór Hûr; xn: 急備狀態) (NATES) which incorporates civilian measures in addition to the CORES military measures and Combat Readiness State (el: Ohta Hûr; xn: 戰備狀態) (CORES) which is used by the Xin-Fael Defense Forces. Other alert states include the Readiness State (el: Ohtar Hûr; xn: 单兵備狀態) (READS) which is used for individual miliary units in judging the unit's readiness to respond to and engage in combat operations. Generally, these alert states use the same system ranging from Level 5 (lowest state of readiness) to Level 1 (maximum state of readiness)
Readiness Condition | Description | Readiness |
Level 1 | Land invasion of the Xin-Fael Federation in progress | Maximum readiness, immediate response |
Level 2 | Land invasion of the Xin-Fael Federation imminent | Armed forces ready to deploy and engage in less than six hours |
Level 3 | Increase in force readiness above that required for normal readiness | Air Force ready to mobilize in 15 minutes |
Level 4 | Increased intelligence watch and strengthened security measures | Above normal readiness |
Level 4 | Lowest state of readiness | Normal readiness |
The Xin-Fael Ground Force (el: Xin-Fael Cemi Hossë; xn: 新沷峩臘自衛隊陸軍) is the land warfare branch of the Xin-Fael Defense Force. The XFGF on 5 August 2108 with the signing of the Silver Tower Accords alongside the Navy, Air Force, and Armed Police Force. It is the largest military branch of the XFDF with 696,655 active personnel and 2,408,750 reserve personnel. The Xin-Fael Ground Force is based at the Lotus Petal (Ministry of Defense Building) in Haijin within the Xin-Fael Federation. The Xin-Fael Ground Force is composed of the former armies of the Xanadu Confederation and the Ari Tirith Army and is thus equipped with varying equipment with varying combat doctrines. Despite its varying degrees of equipment, training, and doctrine, the XFGF can be considered to be a modern land warfare fighting force.[/center]
Organization
The Commander of the Army (el: Hér cáno cemi; xn: 陸軍司令) is the highest-ranking officer and commander of the Xin-Fael Ground Force. The current Commander of the Army is General Nie Mingjue (聂明玦), a veteran of several major conflicts prior to the unification of the Lotus Islands. The Commander of the Army is accompanied by the Deputy Commander of the Army (el: Hér nurmea cáno cemi; xn: 陸軍副司令) and the Ground Force Chief of Staff (el: Hér hossë cemi vandl; xn: 陸軍參謀總長). The Deputy Commander of the Army is Lieutenant-general Mithon Râd Thangur and the Ground Force Chief of Staff is Lieutenant-general Wen Zhuliu (温逐流).
The Xin-Fael Ground Force is divided into two branches: the Regular Corps (el: Sanya sath; xn: 則兵團) and the Magical Corps (el: Sairina sath; xn: 魔幻兵團) which are in turn divided into their own sub-branches. The names of these two branches are somewhat deceiving as elves, who are innately magical, play a role in both the Regular and Magical Corps. Instead, the Regular Corps consists of personnel utilizing "conventional" methods of warfare (rifles, artillery, mechanized warfare, etc.) whereas the Magical Corps utilizes "unconventional" or otherwise magical methods of warfare (flying swords, talisman, arcane arts, etc.). The personnel within these branches form mixed units that are standard to military organization, but due to considerable differences in training and maintenance of specific personnel and equipment, these two forms of warfare are separated into their own branches. Historically, this model was utilized by and more useful for the Ari Tirith Alliance due to their abundance of magically-inclined individuals combined with their continued need to adapt to modern methods of warfare.
The major concerns regarding this method of division lie primarily in the culture of superiority within the Magical Corps often at the expense of actual military ranking and the large species imbalance within the Magical Corps (93% elven) which has led to several discrimination cases being made against the military. However, the method has improved efficiency in regards to the training and maintenance of personnel and equipment respectively. This improvement has resulted in the military becoming focused on breaking down the culture within the Magical Corps and combating speciesism within the ranks rather than replacing the system altogether.
In total, the Regular Corps is composed of 571,530 active personnel and 1,975,250 reserve personnel whereas the Magical Corps is composed of 125,125 active personnel and 433,500 reserve personnel. The Regular Corps receives 76.2% of the budget whereas the Magical Corps receives 21.9% of the budget with the remaining 1.9% going towards a joint-branch budget.
Outside of this division, the Xin-Fael Ground Force is structured into three components: the active component, the Regular Ground Force; and the two reserve components, the Ground Force National Guard and the Ground Force Reserve. Both reserve components are primarily composed of part-time soldiers who train once a month and conduct two to three weeks of annual training each year. While the Ground Force National Guard is organized, trained and equipped as a component of the Xin-Fael Ground Force, when it is not in federal service it is under the command of individual provincial and territorial governors.
