Section I:

E1. Elparia is to be defined and recognized as an independent community and government. Elparia is not to be defined as an annex existing nation and/or region. Nor is it to be identified as any other NationStates region.

E2. Following usual merger standards, the Founders of both the previous merger regions, New Ducklands and The Cavian State are officially recognized Founders of Elparia. The Founder of Elparia is not recognized by whoever may hold Founder Puppet access at the time, as this does not define as founding the region, but simply having regional executive powers. Also, the current Prime Minister of Elparia is recognized as the official executive head of staff of Elparia, and to represent Elparia as such.

E3. Elparia is only to be represented by it's maiden flag, the Elparian Unified Tricolour. Or it's secondary, the Elparian Triad. This can be displayed in any format, however. But may not be modified or changed in anyway unless changed via legislation. This should be accessable and useable for free by any Elparian resident.

Section II:

E1. The Cabinet of Elparia, hereby known as the Cabinet, is the executive body of the Elparian Government. The Cabinet normally acts as advisors to the elected Prime Minister, and is comprised of the officers appointed by the Prime Minister. Each cabinet member, as well as serving as an advisor, head their own department, of which they were appointed to lead.

Members of the Cabinet are the highest officers in the region, and therefore represent Elparia as a whole, due to this, each Cabinet member shall be appointed as a regional officer of Elparia, as represented in NationStates. The Cabinet is comprised of:

- The Prime Minister.

- The Minister of Culture & Domestic Affairs.

- The Minister of Foreign Affairs.

- The Minister of Security.

- The Minister of Roleplaying.

- The Poll Master (or Minister of Recreational Polls).

Prime Minister: The Prime Minister of Elparia, an elected office under EES, also abbreviated as "PM" is the head of the cabinet and the government. Responsible for appointing the cabinet, representing the region to the World Assembly, and representing the region to the international community.

The Prime Minister is a WA Delegate, though his power will be given to him via a separate officer position. He will contain Appearance, Border Controls, Embassies, Communications, and Polls. As well as gain W.A. Powers from his Delegate position. This position also contains the ability to legally eject or ban and eject any nation from the region.

The term for Prime Minister is exactly four months. Exactly after the poll ends electing the Prime Minister, he has a four-month term to serve. After this on the exact date of being elected, elections shall begin to be organized. Once the elections are over, the cycle restarts.

The Minister of Culture and Domestic Affairs: The Minister of Culture and Domestic Affairs of Elparia is an appointed office in where the Minister is responsible for organizing events, and handling public relations between the government and the people. This while holding any unofficial competitions, and assisting the poll master with recreational polls. This position may also create roleplays for the region, however this is mostly handled by the Minister of Roleplays. The position comes with appearance, communications, and polls.

The Minister of Foreign Affairs: The Minister of Foreign Affairs of Elparia, an appointed office, is responsible for handling regional embassies as well as working on foreign relations internationally. This will include the duty of recruiting for the region, legally. As well as establishing and enforcing foreign policy of the region. The position comes with appearance, communications, and embassies. The position also contains the ability to eject or ban and eject any nation from the region with approval from the Minister of Security and/or Prime Minister.

This position comes with a four-month term that ends with the Prime Minister.

The Minister of Security: The Minister of Security of Elparia, an appointed office, is responsible for working on and improving regional security. Monitoring enemies, handling raiding and defense operations, handling intelligence missions, and anything related to security domestically and/or foreign. This position also includes reporting on foreign and domestic threats. The position comes with border control, communications, and embassies. This position comes with the ability to eject or ban and eject any nation.

This position comes with a four-month term that ends with the Prime Minister.

The Minister of Roleplay(ing): The Minister of Roleplaying of Elparia, an appointed office, is responsible for creating and advertising regional Discords. Not only this, but comes with the duty of promoting embassy region roleplays and assisting in the regional map. The position comes with communications, appearance, and polls.

This position comes with a four-month term that ends with the Prime Minister.

The Poll Master: The Poll Master of Elparia, an appointed office, is responsible for creating recreational polls. As well as establishing elections and handling official and unofficial surveys/censuses/elections/competitions. This position only has the poll power.

This position comes with a four-month term that ends with the Prime Minister.

E2. The Judiciary of Elparia, a highly important honour and service, is a position that grants work in both judiciary and legislative works. Judges will have the duty of running court cases and moderating the RMB. This position comes with communications, embassies, and polls. The positions are elected under the regional EES system.

E3. The "Hidden Officers" of Elparia, as they are referred to at times, are a group of officers handling the smaller jobs of Elparia. These positions are not officially given officer positions in the region, however, they are jobs nonetheless. These jobs are to be created and handled by the Prime Minister and include jobs such as; Cartographer, Newspaper Writer, Regional Historian, etc.

These positions can be advertised in any way, and are handled as desired by the Prime Minister.

Section II:

E1. Elparia contains of three systems for creating legislation. A simplistic and quick survey system, mainly for deciding basic matters and creating legislation under Secundariorum is known as the ESS. An election system for electing a Prime Minister, Judges, and replacing inactive officers known as the EES. As well as a larger, more important system for passing new legislation, amendments, and changes to the constitution known as the ELS.

E2. The Elparian Survey System (ESS) is a simplistic system that can be run in either two manors. Either an NS Poll can be run in which all the guidelines can be defined by the Minister of Polls, Prime Minister, or Minister of Culture & Domestic Affairs so long as it meets these guidelines; It is under a closing of four days, it is understandable and accessible by all regional Residents or regional Natives, it must contain at least two options, and it must either be run in the region itself or a regional poll center that can be easily redirected to. The other option is for either Minister of Polls, Prime Minister, or Minister of Culture & Domestic Affairs to use the two endorsed outside programs for regional surveys. Google Surveys and SurveyMonkey are both allowed, including using the domain research.org under SurveyMonkey. Any guidelines made be set as long as the survey lasts a minimum of 12 hours, and is easily accessible to all including mobile platforms.

E3. The Elparian Election System (EES) is a system used to run elections for both regional Prime Minister and Judges.

First regional elections are announced at least four days before they begin. This is done via announcing on the Discord and sending out Regional Telegrams. Other options are optional. These will be done clearly and carefully, to make sure as much as possible of Elparia knows about this in time. It will be announced that these are about to begin, the date of the elections, and asking for candidates for both Judge and Prime Minister.

Both share the same system, which works as such; To prevent puppet frauding, a regional election is created under SurveyMonkey with an IP Monitoring invite link. After doing this, three questions in any order should exist. One of these should be a short text response asking for the nation's name, the second one should list all the candidates for Prime Minister and be multiple choice. The third should have all candidates for Judge and allow three options to be selected. This survey should be created by the regional election organizer or the current Minister of Culture & Domestic Affairs. If neither are available, this duty falls under the Minister of Security.

The election results shall be interpreted as such; Screenshots and evidence of the results after a forty-eight-hour run period shall be taken and released. The Prime Ministerial candidate with the most votes wins the election and shall replace the current one immidiently, in both endorsements and executively. The top three Judge candidates with the most votes shall win their positions also, and replace the current ones on the spot. The Prime Minister then has another forty-eight hour to pick new appointments for executive officers in the cabinet as defined under Section II Entanglement I. Elections are run exactly one hundred and twenty days after the previous Prime Minister is elected.

E4. The Elparian Legislative System (ELS) is currently not running under this temporary constitution.

Section III:

E1. Defining regional citizenship as:

- Residing in the region.

- Having filed and received regional citizenship applicant papers (CB1, CB1S, CBMSY, and/or EC2).

- Logged into the nation within thirty-two days.

- Meeting the defined requirements in Entanglement Two, Section Three, Title One.

E2. To file a regional citizenship, telegram either the current citizenship officer (a "hidden" officer), current Minister of Security, or current Minister of Culture & Domestic Affairs to apply for a citizenship. To do such, you must fill out the application defined below:

However, additional questions may be added. But none that may prevent or severely delay a nation from retrieving a citizenship in Elparia. Also noting that this is not limited to being filled out in the Regional Message Board, or a NationStates Telegram. But a form can be created in any system that does not prevent and/or severely delay a nation from finishing the form. Nor distort any of the text in any format.

E3. During citizenship, the deciding officer may choose to decline a nation for the following reasons. However, this must be backed up by evidence, two or more witnesses, and/or confident judgement.

- "Puppet Nation". Defined as a nation that is a secondary NationStates nation to any given player after creating their first "main" nation. However, Puppet Nations that are created with proper care is to be accepted, as there is no policy directly saying that all Puppet Nations are banned from getting a regional citizenship.

- "Abuse of Citizenship/Malicious Intent". Defined as using the citizenship to abuse of the citizenship's any amount of purposes in any sense not intended and/or against the region.

- "Origin of Nation". Defined as the nation coming from a region that is declined/voided of immigrating into Elparia legally and obtaining a citizenship.

- "Inactivity". Defined if the nation does not log in within eighteen days or above on a normal basis (within every two months or more common).

- "Inappropriate Nation Inset". Defined if the nation has an inappropriate nation name, motto, pretitle, flag, the national currency, national animal, leader name, the capital city, or national religion.

- "Breaching of Regional Law". Defined as having breached regional law in anyway before obtaining citizenship.

E4. The citizenship paperwork/records that are kept are the CB1, CB1S, CBMSY, EC1, and/or EC2. Though, not all these documents are required for every nation that complete citizenship. All citizenship paperwork/records must be kept by the region and be accessible by the Elparian public (and cannot contain any way to prevent such).

- CB1: Basic citizenship application outlining. Must contain information including; Nation name, application submitted, approved or disapproved (if so the reason why), emigrating from what region, and date of processing. Required for all citizens. Cannot be applied for after having a citizenship denied once or more.

- CB1S: Basic citizenship application outlining. Must contain information including; Nation name, re-application submitted, approved or disapproved (if so the reason why), emigrating from what region, and date of processing. Required for all citizens who have been denied citizenship CB1 and/or CB1S previously.

- CBMSY: Specialized citizenship application that can only be applied for with permission of the Prime Minister. This citizenship is used for multiples of nations immigrating all from one specific region that possibly could have merged or agreed to be absorbed by the region. The application is also created by Minister of Foreign Affairs or the current citizenship officer. It must contain information including; Application submitted (only has to be submitted by one of the applicant nations), approved or disapproved (if so reason why), emigrating from what region, date of processing, and list of nations applying.

- EC1: Citizenship form defining the revoking of a nation's citizenship due to regional ejection or banjection (ban and ejected from Elparia). Must contain information; Nation name, the reason for ejection or banjection, former CB1 or CB1S, date or ejection or banjection, and date of processing.

- EC2: Reserved for classified government processes, upon request with security clearance (C2 or above), contact regional Prime Minister.

E5. Also noted, that any nation that has been denied more than three times may not re-apply for citizenship in Elparia without a specialized pardon from the Prime Minister.

Section IV:

E1. The position, W.A. Delegate, is not to contain any powers other than the non-removable W.A. Power. Other than this, it cannot contain any powers at any time, including; Executive, Polls, Appearance, Communications, Border Control, or Embassies.

The Prime Minister usually inherits this position, but if for any reason the Prime Minister cannot use his/her World Assembly power. The Minister of Foreign Affairs will take this place, if he/she cannot, the Minister of Security will do this. If once more, the Minister of Security cannot take over. The Minister of Culture and Domestic Affairs is at the bottom of this chain of command.

E2. Elparian elections, as previously outlined, take place every four months (120 days) after the previous Prime Minister is elected, which is the end of the Prime Minister's term. Candidates are to be elected as such as outlined in Section II Entanglement III.

Section V:

E1. Elparia, as a free democratic region, has defined rights for all nations that join the region. These cannot be legally taken away unless any law contradicts such.

E2. Defining "NationStates rules" and "NationStates standards" as the rules contained in this forum thread.

E3. All Elparian citizens have right to free speech that follows within NationStates standards. This is contained everywhere that is considered Elparian grounds. Including the Regional Message Board, Discord, regional website, and more.

E4. All Elparian citizens have the right to assembly and press that follow NationStates standards. This is contained everywhere that is considered Elparian grounds.

E5. All Elparian citizens have the right to a fair trial, following NationStates standards.

E6. All Elparian citizens have the right to reside in the region, any regional grounds, or territories/annexations following NationStates standards. Unless proven to break any regional laws or barred from the region by the Prime Minister, Minister of Security, and/or Minister of Foreign Affairs.

E7. All Elparian citizens have the right to vote following NationStates standards. This excludes using puppet voter fraud.

E8. All Elparian citizens have the right to modify and/or damage the Elparian flag in any digital or physical sort following NationStates standards. However, this right cannot be used on any given regional holiday legally.

E9. All Elparian citizens have the right to appeal to any regional action against their nation following NationStates standards.

Amendments:

A1. Puppet Voter Fraud is a violation of the lawful processes of Elections. A residing nation in Elparia uses a “puppet” nation in order to influence the political campaign race, and help the desired candidate to win via using such to vote for a nation illegally. Puppet Voter Fraud is punishable in all election voting circumstances.

A2. For every day the region is not on fire, Ducky get's a cookie. This, as tradition goes under the merger negociations. Transfers from the Elparian Constitution with minor rewording.

Secundariorum:

E1. Defining the Secundariorum section of the Elparian Constitution as a section that shall hold bills only for matters, not on a basis of law. But simply to define the region's culture and expand it. The place may only contain bills based on regional culture, citizenship, guidelines to culture, RMB and Discord laws, and other basic interior matters.

E2. On the eleventh of January, the Elparian peoples suggested and voted upon regional representative popular. These include regional animal, regional colour, regional food, regional drink, and regional sport.

- The Official Regional Animal: The Lion.

- The Official Regional Food: Cheesecake.

- The Official Regional Drink: Tea.

- The Official Regional Colour: Royal Elparian Blue.

- The Official Regional Sport: Association Football (Not to be confused with, American Football).

To recognise every citizen as an equal partner in government, and offer equal opportunities.

To affirm that each citizen is entitled to fair and equitable treatment under the law.

To establish the principle of equality of opportunity for all citizens.

To protect and cultivate community identities within the region.

To safeguard freedom of thought, conscience, and assembly; and to facilitate peaceable dissent; and to protect these fundamental rights against the encroachment of tyranny and the abdication of reason.

Through this undertaking, we remind one another of the benefits and duties of citizenship enshrined in membership of Elparia, challenging ourselves to enact these principles throughout society.

Let our example stand as an inspiration to the peoples of the world, and to their rulers and their governments.

Let our principles animate our dedication to peace and justice in international affairs.

And let our united resolve grow ever-stronger under the enlightened auspices of this Constitution.
