[size=120]The [b]Reiltys Council[/b] is, aside from the [b]Strategos[/b], the [b]highest ranking[/b] political body in Altera, making the [b]majority[/b] of the key decisions relating to [b]laws[/b], [b]defence[/b], the [b]economy[/b] and [b]foreign political[/b] and [b]trade affairs[/b],

The Reiltys is made up of [b]appointed[/b] members, known as [b]Consuls[/b] and [b]Praetors[/b]. A [b]Praetor[/b] is usually a [b]civil servant[/b] who, haven [b]risen through the ranks[/b] of the civil service, [b]leads[/b] and [b]represents[/b] their particular Council. [b]Consols[/b] are appointed by the Straegos and are generally considered the equivalent of a [b]Special Advisor[/b].

Both Praetors and Consols generally are [b]Technocrats[/b], as they usually have work for the government in some capacity, but some Consols are increasingly selected from the [b]Private Sector[/b] in a bid to further [b]appease[/b] and [b]represent[/b] the power of the [b]corporations[/b].

[size=120]The [b]Assembly of the Commons[/b] - also known as the [b]Commons Assembly[/b] - is the [b]second ranking[/b] political body in Altera, second only to the collective powers of the Reiltys. In its actions, it acts as a de-facto [b]Parliament[/b] within the nation, overseeing numerous responsibilities within the running of the nation.

The Assembly of the Commons has two [b]primary roles[/b] in its day-to-day functions. First and foremost, it is the responsibility of the Commons to [b]scrutinize and approves laws[/b] which are made by the [b]Reiltys[/b]. Secondly, it is the duty of the Commons to [b]act as a safeguard[/b] against [b]unlawful[/b] or [b]"unnationalistic"[/b] actions of the Reiltys; to prevent the exploitation of the people it represents; the [b]"Commoners"[/b] (i.e. the voters and inhabitants of the Confederation). The Commons Assembly's duty is to continue to represent the [b]"Will of the Citizens"[/b] - which is represented by the elected members of the Assembly - as well as the [b]Confederate Bill of Rights[/b].

The Assembly is made up of [b]elected[/b] members, known as [b]Delegates[/b]. A [b]Delegate[/b] is usually a [b]civil servant[/b] who, haven [b]risen through the ranks[/b] of the civil service, deems themselves to be [b]responsible[/b] and [b]intelligent[/b] enough to represent the people. Although technically it does not need to be a civil servant, [b]potential delegates[/b] usual come from a professional background, such as [b]doctors[/b], [b]lawyers[/b] or [b]academics[/b]. Similar to other democracies, Delegates are chosen to represent a local region every [b]five years[/b]. During these elections, Delegates can choose to stand as a member of a [b]democratic party[/b], or as an [b]independent[/b]. If successfully elected, their sole responsibility is to represent the people of their elected region - usually foregoing their previous employment.

Only [b]Citizens[/b] can vote or stand for election.

The [b]most senior[/b] person in charge of each department is known as a [b]Praetor[/b]. To become a Praetor, you must have served the department for a [b]minimum[/b] of [b]ten years[/b], successfully [b]apply[/b] and be [b]selected[/b] for the role.

Praetors [b]oversee[/b] each department and [b]decides[/b] the [b]braod actions[/b], [b]decisions[/b] and [b]focuses[/b] of their department.

[size=120]Since the Meritocracy Act in 1808, many aspects of life in the Alteran Confederacy, particularly in political life, have been based upon an increasing complex system of merit; which, in summary, amounts to any service to the state being rewarded with political status and political rights. In fact, the Confederation often referred to as a limited democracy, with aspects of a full-meritocracy in regard to full citizenship. Anyone born, living and/or working in the Confederation belong to one of two statuses: Civilian or Citizen.

Right from birth or emigration to the [b]Confederation[/b], one automatically claims the rights of a [b]Civilian[/b]. All Civilians are [b]protected by[/b], and [b]subject to[/b], [b]Confederation Law[/b] and is protected by these rights both at home and abroad. All Civilians have the [b]right to free speech[/b], to [b]live and work[/b] in the Confederation, are subject to taxation and are eligible to claim some suffrage; the [b]Universal Basic Income[/b]. In order to be able to [b]contribute to political life[/b] (which to most people, means the ability to vote and claim full/wider levels of suffrage), one has to [b]contribute to the state[/b] and [b]service[/b] to the country. However, Civilians are [b]not permitted[/b] to [b]take part in political life[/b], are [b]unable[/b] to [b]vote or stand in elections[/b]. In recent years, laws have been passed to forbid Civilians from participating in political rallies, demonstrations and petitions to parliament, in a bid to further encourage civilians to seek citizenship. Whilst this has been seem as an unpopular move by political rights activists (mainly from abroad), many independent polls have indicated being seen as fair and just.

In order to claim [b]further political rights[/b], one would have to gain [b]full citizenship[/b]. Claiming full citizenship does not gain further civil rights - as everyone in the Confederation enjoys the same rights of free speech, religious freedoms and rights to assembly. Gaining full citizenship only technically grants access to political aspects of Confederation life. However, right from early childhood in schools, Citizenship is often referred to as the ultimate goal in life - to truly serve and contribute to the growth and prosperity of the nation. For many, gaining full citizenship is a highly sort after aspiration. In order to claim full citizenship, one has to have contributed greatly to the nation. For most, this usually means being employed in certain jobs and careers within the state system - usually in the [b]Civil Service[/b], [b]Foreign Ministry[/b], [b]Military[/b] or [b]state-run[/b] aspects of the Health and Education sectors. Civilians who pay [b]Ͼ5,000 or more[/b] in taxation (which usual means anyone who earns beyond Ͼ75,000 per year) are able to claim Citizenship from 1982. Up until 2007, being a leader or holding a position in a prominent Union or corporation would also grant citizenship - however, this was halted as it was seen as an 'easy-way-in' for some more scrupulous members of society who would effectively be buying their Citizenship without truly contributing to the state.

Whilst some nations [b]criticise this style of political system[/b], many in Altera are [b]not persuaded[/b] by foreign media articles, which often focus on the 'negative' aspects of the system. For many, other forms of democracy are [b]seen as inferior[/b] and encourage sloth-like behaviour. [b]Universal Suffrage[/b] is [b]deeply unpopular[/b] in the Confederation, with both Civilians and Citizens seeing such systems as enemies of motivation and national pride, whilst emboldening the "something-for-nothing" culture. As health insurance and education rates are relatively cheap throughout the nation, thanks to competition and laws preventing exploitation, Universal Suffrage is seen as an [b]unnecessary aspect[/b] to Confederation life.

Enforced since 1973, the '[b]Pre-Civilian[/b]' status was enacted by the Assembly after several petitions by [b]hundreds of thousands of signatories[/b]. When one wishes to [b]claim asylum[/b] in the Confederation, particularly for those [b]fleeing political persecution[/b] or [b]violence[/b], [b]potential civilians[/b] have to live and work (albeit whilst strictly and regularly monitored) in the Confederation for a year before being able to claim Civilian status for themselves and their family. During this period, they would only have the rights of refugee status - barring them from many jobs and basic suffrage. [b]Civil rights activists[/b] claimed that it was [b]degrading[/b] and [b]did not encourage emigration[/b] to the country, particularly those who were wealthy and skilled. From 1973, successful refugees were given that new status during their initial 'trial' period in the Confederation, enabling them access to Civilian-status healthcare, education and assistance in finding employment.

Only applied to [b]exiled citizens/civilians and prisoners[/b], the [b]Civilian/Citizen Void[/b] status was introduced in 1891 and has changed little over the past century. This status grants [b]no political rights[/b] to its holders and [b]severely restricts civil rights[/b]. Holders of this status (commonly known as '[b]Void Status[/b]' or the '[b]Voids[/b]') are [b]still protected and subject to Confederation Law[/b], protecting their rights to a fair trial. However, their [b]freedoms of speech[/b], [b]rights of assembly[/b] and similar rights are [b]reduced or cut entirely[/b]. The void status has been [b]carefully changed[/b] and [b]moulded[/b] over the years in order to protect the prisoner's rights to a fair trial in a court of law. Once the prisoner has [b]served their time[/b], or has been [b]issued with a Pardon[/b] (either Judicial, Assembly or Strategos Pardon), they are returned to [b]Civilian status[/b]. Some terms-of-release usually bar ex-cons from being able to claim citizenship, either indefinitely or for a set period of times.
