Constitution of The Honorary Allied Nation States

Government Bill 2017

The people of Honorary Allied Nation States proclaim their attachment to their customs and former forms of government, protecting their rights and ensuring constitutional government.

1. Statutory supremacy. All regional citizens are required to abide by any statutory law.

2. Legislative. The legislature of the Honorary Allied Nation States, the Regional Assembly, shall have powers to create, change, and repeal statutory law. Eligibility requirements may be promulgated by the Regional Court.

a. Procedure. For any bill to take effect, the following must occur:

  1. A bill be tabled before the Assembly. It may be put forward for a vote either after the evaluation of the Regional Court for concordance with past legislation or after two weeks have elapsed.

  2. An officer is then required to put the bill to a vote before the Regional Assembly as a motion to enact. The poll shall include three options to vote for, against, or explicitly abstain.

  3. And, the motion passes with a simple majority.

b. Polling requirements. Information must be provided after the explicit statement of the motion before the Regional Assembly. Such information must contain the following.

  1. The long title of the Act before the Assembly.

  2. Provisions relating to the commencement and enactment of all laws emerging from the passage of that bill.

c. Commencement. Unless otherwise specified, all Acts enacted by a motion in the Regional Assembly shall take effect upon passage.

d. Promulgation. All Acts must be publicly promulgated by the Assembly Library.

3. Executive. Executive powers shall be vested in the Founder and those offices that the Founder may endow. The Founder shall be the only office with executive powers.

4. Judiciary. Judicial powers shall be vested in the Regional Court.

5. Legislative enactments. The Regional Assembly hereby moves to enact the Crimes Bill 2017.

Crimes Bill 2017

An Act to regulate officer behaviour, appointment, and resignation.

Whereas management of officer behaviour is necessary for the preservation of freedom and order in the region:

Be it enacted by the Regional Assembly as follows:

1. Short title. This Act may be cited as the Crimes Act 2017.

2. National regulations. Nations may not:

  1. Break rules established in the One Stop Rules Shop

  2. Harass other members of the region.

  3. Send inappropriate messages to other members of the region.

  4. Discriminate against other members of the region or tease other members for political or religious beliefs.

  5. Spam regional communications media.

3. Officer regulations. Officers shall not:

  1. Change the region’s World Factbook Entry, regional embassies, welcome telegram, regional flag, or tags except in exercise of powers granted in Schedule 1 to this Act or by a Security Order to that effect.

  2. Impose a password on the region or eject or ban nations from the region without authorisation of a Security Order under the process described in Schedule 1 to this Act.

  3. Suppress posts on the RMB except in exercise of powers granted in Schedule 1 to this Act or by a Security Order to that effect.

4. Officer selection. Officers shall be selected by a motion to appoint in the Regional Assembly. A regional officer possessing executive authority shall then be required to effect the appointment. Further regulations on officer selection may be promulgated by the Regional Court.

5. Officer resignation. Officers may not resign before tendering their resignation to the Founder and the selection of their replacement.
