of the Crown Federation of Recon

Federal Regulation on Congressional Poll
- As administrator of Congressional Poll, the default poll duration shall be set at 1 week.
- Exceptions may be granted by the Speaker for special circumstances.
- There shall be no minimum vote requirement, and a simple majority shall rule Congress.

Federal Regulation on Congressional Discipline
- To ensure smooth proceedings, the Speaker reserves the right to revoke a member's voting right upon the 3rd warning.
- Members shall not insult another member, CFOR country, or citizen for their virtue and morals.
- Members shall not seek to conflict with superior legislation by Royal Charters, Decrees and Treaties.
- No bills shall be proposed to seek to conflict with superior legislation by Royal Charters, Decrees and Treaties.

Federal Regulation on Weighting of Votes
- As listed in the Royal Charter, universal suffrage is not granted to the Federal Congress.
- As such, the Federal Congress shall take into account weighting of votes from the following entities:
a) Federal Office of Recruitment Rebates

c) transformed into Congressional Statutes if a simple majority is observed.
d) compliant with all existing or future superior legislation (Royal Charters, Decrees and Treaties)
- Congressional Statutes shall take into account enforceability.
- The Empress of Recon reserves the right to veto all Congressional Bills and Statutes.
- To recognize the various level of contributions to the region by voters, suffrage will not be universal and be weighted fairly.
- The Speaker of the Federal Congress shall be provided by The Recon Empire, and shall
a) impartially organize polls for all Congressional Bills in a timely manner.
b) break all ties in Congressional polls.
c) To evaluate weighting of votes.
d) To enforce proper debate in Congress.

Thus concludes the Royal Charter.

- CFOR nations shall recognize that access to internet is a universal human right.
- The right to Internet access and freedom to connect act (RIA-FRECOM ACT)

Opening of Embassies with The United Nation of Earthlings

Having been offered by The United Nation of Earthlings the establishment of an embassy and formal diplomatic relations with the same-
a) The application by The United Nation of Earthlings and The Crown Federation of Recon shall be accepted.
b) A High Commissioner or Ambassador representing The United Nation of Earthlings shall be accepted by The Crown Federation of Recon.
c) A Viceroy-Ambassador representing The Crown Federation of Recon shall be appointed to The United Nation of Earthlings.

Federal Congressional Statutes of Recon

Upon the powers vested by the Royal Charters, the Federal Congressional Statutes shall be as follows.

Right to Education Act, Montague, 12 Oct 2017 (7-0-0)
- CFOR nations shall recognize that access to education is a fundamental right of all citizens of CFOR.
- Minumum of 6 years of formal education shall be afforded equally to citizens of CFOR, based on merit, regardless of the ability to afford.

- Recognising that the region of The NewsStand regularly updates on the regional RMB irrelevant information from outside of the Federation,
- Proposes the immediate break-up of ties and closure of embassies to prevent future spam and distractions to our regional community.

- Having been offered to establish diplomatic relations with the region of Union of Royalists,
- Proposes accepting to construct embassies with the Union of Royalists,
- Proposes accepting a Friends of the Federation Observer Mission from the Union of Royalists,
- Proposes assigning a Viceroy-Ambassador to Union of Royalists.

- CFOR nations shall recognize that access to internet is a universal human right.
- CFOR nations shall ensure all citizens be entitled to a mandatory internet connection.
- Net neutrality shall be enforced region-wide.
