Regional Income Tax rate applies to Provinces and Independent Cities
Individual Regions, i.e. North or South Pacific, North or South Atlantic, Indian Oceanic Provinces, Arctic Provinces are taxed very scarcely by the National Government, who tax them for the following:
-Expenditure, Whatever they spend, they pay up to 1.67x the Original Expenditure, the final Price is at the discretion of the Taxation and Loans Administration. Rarely the price may go below 1.0 if the Government decides to pay partially.
Individual Provinces file for taxes of The People on various reasons or prices with no set limitations, the Taxes are for the following:
-Income, varies, the lowest one Province has had was 1.2% in 1984 the highest was 79.6% in 2006
-Expenditure/Sales Tax, taxes are on the individual product and can vary on a store-to-store basis, however, Provinces do have a limit for how much and how little the stores can tax.
-Commerce, This includes Trade conducted by individual businesses.
-Industry, Includes Production and Imports, taxes facilities for production and for imports from other Provinces or Countries
-Border, A border tax can be established for a Province if the Local Legislation Approves, if it is Approved it must be paid on entry and is not dependent on a percentage but rather on a price, it varies on the Class of the Person. It can apply to International or Provincial Borders
-Customs, A Customs Tax may be established to charge persons for having their property checked.
-Sovereign/Independent Cities fall under the Provincial Taxation Category.
-National Law requires a minimum tax rate of 3%, adjusted accordingly individually.
-Provinces are allowed 100% tax rates if citizens accept, provinces of this type typically have a 'Socialist' or Communist lifestyle.
Special Exceptions

Coronation of a New Member of the Royal Family
Reason for Celebration
The General Cause for the Celebration is to welcome a new Member into the Royal Family.
Celebratory Procedure
The first people to arrive are the citizens of the Provincial Union, following them; the Lower Government Officials, the Middle Government Officials, and finally the Upper Government Officials. After all of the Non-Top Government Officials, the general Clergy will arrive. Next to arrive are the Top Government Officials; i.e.; the President, Vice President, Commander-in-Chiefs, and Oceanic Heads. The Royal Family arrives next in the order of; the Wives of the Hereditary Members, Youngest to Oldest Dukes/Duchesses, Youngest to Oldest Princes and Princesses (non-heirs), the Heir to the Throne (per Agnatic Ultimogeniture; the Youngest Male), the Queen of the Provincial Union, and finally the King of the Provincial Union. Presently the order goes; Audrey, Duchess of the Atlantic; Alexander, Duke of Oceania; Queen Grace; and finally King Alexander. Following the arrival of the King the Higher Clergy will arrive to present the Crucifix and conduct the regular mass process.

The image was taken for the Coronation of the Queen of the Provincial Union so the seating was different.
The King will always be seated in the Throne, unless he is the one being coronated in which case he will be seated in a seat placed in the aisle to the right of the Queen's Seat. The Current King, if alive, will be seated in the Throne and will swap after the crowning of the new King. If the King is replacing a dead predecessor then the Seat will have a black silk woven cloth with the Royal Seal stitched into the cloth in dark blue and black, no bright colours are involved. The cloth will cover the cloth portion of the seat completely however will not be tight to the seat, it will be placed so it lies tight from the seat back to the seat cushion so it appears to be elevated over the seat.
In every circumstance of Crowning a New King the Highest Priest of the National Church will be called to Crown the New King, even if the preceding King is still alive, if so they will remain seated until the Crowning when everyone stands.
Following the Prayer for Longevity and Prosperity; the Ceremony for the arrival of the new member begins.
The new Member will walk slowly down the aisle surrounded by Clergy and Security (w/ the R.P.A.) headed by a Colour Guard with the National Colours and the Colours of the Royal Family. The Colours are posted first while everyone present stands and afterwards the Clergy will post the Crucifix and continue the Mass Ceremony with Mass Prayers for Longevity and Prosperity.
During the Ceremony the Member will stand before the King's Throne and during prayers will kneel and bow their head, the King will turn around and also kneel and bow his head until the end of the prayer. Once the prayers end the member will remain kneeling and bowing while the King steps down the steps slowly to the new member to crown, if it is the King who is being coronated then the Head Priest will step around the Shrine to Christ to do the rest of the King's Duties for the Ceremony. The King will first receive the Crown from a priest, likely the Head Priest in order to crown the new member. At this point the King will step and kneel slowly to Crown the individual then he will stand and step back to the foot of the steps. The member being Crowned will then recite a prayer for Prosperity of the Union and for the Royal Family. (The prayer should not be audible to the King nor to the crowd.)
Upon completion of the prayer the member will stand slowly and turn towards the reserved seat and will take a seat in it. If it is a new King then the new King will return to the seat protruding into the centre aisle.
The return ceremony is similar to the entry ceremony; the King leaves first followed by the Queen and the rest of the Royal Family and in reverse order of the entry. The Colours and Crucifix will leave last after everyone has left, including the civilian attendees.

Frequency and Cause
Private Coronation of a New Member of the Royal Family
Reason for Celebration
A Private Coronation often occurs ahead of the Official Coronation in order to maintain technicality and legality if something unprecedented has occurred. The most likely cause for a Private Coronation would be an unexpected pregnancy, such as with the current King and Queen in 2010.
Celebratory Procedure
A Private Coronation would mostly happen in the Throne Room.
A Private Coronation is much simpler than an Official Coronation in execution, however the short period of time for planning makes it difficult to accomplish correctly. In the case of the only Private Coronation of a Senior Member of the Royal Family; King/Queen, the National Government had determined that it was best to wait until they were 'confident' that the Queen would have to become the Queen. After confirming that nothing would occur that would allow the celebration to be cancelled, the National Government then arranges for a Private Coronation while Officiating a private wedding ceremony for the King and Queen. These ceremonies must occur quickly as in the case of the current Queen; if the new prince and princess were born prematurely before the ceremony then a great deal of controversy would occur with still having the King unmarried and with children.
The process is nearly identical to the Official Ceremony process, with the King standing in front of the Queen as she kneels before him and recites a private prayer, likely the same as what she'd say in the official ceremony a few months later. After her prayer, she will look up to the King and he will take her Crown from a member of the Guard, unlike the official ceremony where he'd get it from a priest, and place it on her head. Afterwards, the new member will stand and bow, or curtsy depending on their gender, and the King will step forward to them and recite a custom oath/prayer he's made for the individual to say. After the oath/prayer, the individual will then step back again, bow/curtsy, and turn to leave the room.
History
There have been several instances of Private Coronations, however most only happen with Dukes and Duchesses at their personal requests. Only one instance has ever occurred with the King and Queen which was in 2010 after the soon-to-be Queen was discovered to be pregnant. A private ceremony was conducted for the King and Queen on the 2nd of August, 2010 while the official ceremony occurred on 25 December, 2010.
