General Information

Victor Vance Larsen (born January 16, 1965) is a Danish-Atlantic politician who currently serves as the 1st First Minister of the Atlantic Oceanic States since August 5th, 2017. He was also the 3rd and final Provisional Governor of the Atlantic from 2014 until 2017.

Larsen was born on January 16, 1965 in the Atlantic Capital City, Atlantic Capital Province. He graduated from James McCarney A.O.S. Military Academia in 1994 with a Philosophical Doctorate in Political and Military Sciences. During his education he was also serving in the Atlantic Regional Militia as a First Lieutenant. Larsen has served in the Pano-Pacifican War and also served during both Atlantic Wars for Independence. During both Atlantic Wars for Independence, Larsen was reportedly not engaged in combat as he refused to fight Pacifican Soldiers. Larsen grew a care for Pacifican Soldiers after he was saved by one while fighting Panomian forces. Larsen was the oldest of three children to Mark and Marilyn Larsen and was also the most tame and well behaved. While his siblings were in boarding schools, Larsen remained with his parents and went to a local military school in the Capital of the Atlantic where he was educated the entirety of his early life.

After marriage, Larsen lived in a small town, his wife's hometown, called Aeriot where he lived with his wife and, at the time, single child. After returning he then moved back to the Atlantic Capital and resumed his military career until 2008 when he was elected for a Parliamentary Chair in the Atlantic General Legislature. Through his time in Parliament, Larsen had experienced many bills and proposals that he stated were "nothing less than horrendous". Following his entry into his political career, Larsen had focused much of his time and effort into reforming the healthcare system after his mother was diagnosed with Colon Cancer in 2016.

Early Life

Victor Vance Larsen was born on January 16, 1965 at Yuri General Hospital in Atlantic City, the capital city of the Atlantic. Larsen was born to Mark and Marilyn Larsen and is the oldest child to the pair. Larsen is of Danish and Norwegian ancestry with some Dutch and German. Larsen's family was often corrupt as his younger siblings would often get into fights so far as to claw at each other until Larsen's parents sent the two to boarding schools in the South Atlantic, leaving Larsen alone to his parents. Soon after graduating High School Larsen chose to enlist in the Armed Forces, even against his parents' will, following in his father's career of logistics and leadership. Larsen then utilised the armed forces to pay for his schooling further.

Larsen was educated throughout his childhood in various integrated military schools, he was the only child to not be sent to a boarding school as he was also the best behaved child of his parents. Following general education, Larsen enlisted in the armed forces and used his income to pay for further schooling from 1985 until 1994. In this time he had met his wife and had his daughter Katie.

Personal Life

In 1989, Larsen met Helen Bond while at a Commissioned Officer Training Corps, in 1991 prior to being split to separate locations, the two married and in 1993 were reunited while in Germany on military leave. A month later Bond was discharged due to pregnancy and moved to her hometown, Aeriot in the East Atlantic. Larsen returned to Aeriot later that year and the two had their first child, Katie. Two years later there second child was born, Joe. In 1995, the two moved to the Atlantic Capital City, however Larsen was summoned by the Atlantic Regional Militia to fight against the Provincial Union, to which he completely repulsed and rejected as he stated he would not fight his "Brothers and Sisters in Arms" and returned to the Capital on a defense mission however he, in turn, was demoted to the rank of lieutenant. In 1997, while touring Barcelona, Spain, Larsen's sister was struck in a drunk-driving collision involving one of his brother's childhood friends, while returning she passed in the hospital on May 9th, at the age of 26. Larsen then severed all ties with his brother and only spoke through his mother and father.

In 2003, following the Atlantic War for Independence, Larsen's father was put in a coma after having an aneurysm, he died later that year on October 23rd. Larsen had taken extended leave from the armed forces in order to mourn for his father, however he was then summoned in order to fight for the second Atlantic War for Independence, which he again, declined and was assigned to the Capital for a background leadership role. In 2008, Larsen had decided to withdraw from the armed forces on regards that he feared that the Atlantic would revolt again and he wished to improve relations between the Provincial Union and Atlantic Oceanic States.

Political Career

In 2008, Larsen ran for an Atlantic General Parliamentary Chair after the chair holder had passed recently, a year after he was assigned as the Chairman of the Economic Committee of the Atlantic Oceanic States. He had run many programs and efforts as the Chairman to increase and benefit the Atlantic including programs to remove limits set in place by the previous administrations. He later resigned and remained a chair for two years before running for National Parliament which he had succeeded and served from 2012 until 2014. While in the National Parliament, Larsen had made many efforts to push motions that would help to limit the power of the government, however he was often out-voiced by higher officials.

In 2013, Larsen was nominated, by previous colleagues in the Regional Parliament, to be the Provisional Governor of the Atlantic Oceanic States, he was victorious in his efforts and succeeded to attain office, he held the shortest tenure over the previous two Governors with only three years, six months, and sixteen days. Larsen was also very controversial in his statements and opinions as he had stated he was against abortion, same-sex marriage, and marijuana which attributed to society's attempt to overthrow him and his administration in late 2016. Larsen had also stated that he intended for the Atlantic Oceanic States to remain a section of the Provincial Union and would no longer secede, although many people strongly opposed this opinion, his government was in full support of his opinions however the people had later in 2016 attempted to overthrow him, however never were successful in removing him from office.

Domestic Policy

Economic Policy
Larsen has been quoted as stating himself for a completely free market system as he has no intentions for the government to intervene on anything that occurs in the daily lives of citizens as he believes that in order to keep the market successful one must leave it to the people to determine whether or not it succeeds and how successful it may be at that.

Education and health
In education, Larsen is a strong supporter for governmental funding to public and private schools as he had attended private military schools himself and believed it necessary for the government to assist in their success. Larsen believes in a strong governmental enforcement over healthcare as he believes it necessary for the government to assist and pay for a majority of the bills that are distributed to people on behalf of hospitals. He has stated that the price of a hospital bill is "outrageous and unbearable" and has put his full support in boosted government funding of the healthcare and welfare systems. Larsen has also focused much of his healthcare prioritisation towards his Cancer research in honour of his mother.

Social services
Larsen is in full support of establishing welfare and disability funds for national or former national representatives and veterans who may need it, he had stated that the removal and nullification of welfare programs by President Neideringhart was "financially crippling" and was in full support for the reinstatement of welfare programs.

Environmental policies
Larsen has stated himself as "living by" the belief that we must repay our environment for its hospitality and not harm it. Larsen has requested increased funds to the Departments of Agriculture and the Interior along with the Environmental Protection Organisation.

Energy policies
Larsen is fully against the belief that in order to recover from a possible 'energy crisis' there needs to be more power facilities installed. Larsen has stated that the installation of any new and unnecessary power facilities would be detrimental to the environment and could possibly cripple the economy from overproduction and over-hiring.

Larsen has not finalised his beliefs on immigration, however it is noted that he has, in the past, supported isolationism-based acts and programs.

Foreign Policy

War on Terror
Being a former member of the armed forces, Larsen has stated himself as against peace offerings to terror-cells and was quoted as saying "send another one" following the nuclear strike by the Provincial Union on ISIL in 2015 following the November Paris Attacks.

Larsen has often advocated the belief that if the people are apathetic towards the government, then the government will act the same. He has motioned himself as being in full support of governmental surveillance however will not ever support private imaging by corporations as he believes they are not fully as trustworthy as the government.

Cultural and political image

Being a native of the Atlantic, Larsen has earned much approval from the government of the Atlantic, however in recent years has been seen with a bad public image as people are not in full support of his beliefs. However his comedy while in office has earned him a lot of favour from the people.

Foreign perceptions
Foreign national leaders have insulted and advocated against Larsen for his opinions however he has retaliated with "You do you, and I do I, stay out of what I believe in and I'll stay out of what you do" leading many world leaders to push for reconsideration of his role, however the National Government has stated against reconsideration for the reason "He represents the beliefs of the Atlantic, don't like him, then you are protesting their beliefs and their freedom of speech."

Public Appearances
Larsen has made few public appearances as First Minister however has stated he intends to be the Nations foremost diplomat when necessary. Larsen has been effective as a diplomat as his fluency in German has benefited relations with Germany.

Larsen was awarded the Regiis Pacem Numisma (Royal Peace Award) in 2015 for maintaining tranquility between the AOS and Provincial Union.


In 1973, when relocating schools, his teachers had all claimed they wished to not see him go as he would keep his classmates in check.

In 1976, when considered relocation to avoid a military-based school system, Dr. Larsen requested not only to stay, but to board at a local barracks in order to “truly taken on military life” although his boarding request was denied, he was able to stay.

When Graduating Junior High, he was asked why he was only an Air Man First Class, at which point he said, “I know the reasons I need to fix, and I will, but for now I am all that I have to blame”

He is acknowledged as being the final influencing factor in the decision that brought an end to staff interference at his High School. He later enrolled in a Prep. Academy, and when asked why he was not Valedictorian, he stated, “I wanted to make the others a bit more… comfortable.”

Following his completion of school, Victor Larsen enlisted in the Atlantic Militia, a decision he later claims he regret. “I never regret anything more than that, supporting the war effort was like telling one of my siblings I’ll help them kill my father, we bit the hand that fed us, and I am glad we learned a lesson.” The claim was made before the A.O.S. ceded back into the Provincial Union.

He did continue enlistment until 2008 when he retired and ran for the Atlantic Parliament, he unfortunately witnessed its destruction in 2010, however he remained provisionally in its Regional Parliament.

Dr. Larsen has raised nearly $12M for charities and hospitals alike. He has a contract with the, former, Atlantic Government, stating that should war break out with another country, he will enlist.

Victor Larsen has made the frequent statement of his position on Abortion, Same-Sex Marriage, and Marijuana, all of which he has been quoted as stating he is against.
While in Parliament until 2014, he had his career focus on the seat of Chairman of the National Armed Services Board, that board was unfortunately cleared out months following his withdrawal from Parliament.

After serving as Provisional Governor, Larsen was removed from office as he was overthrown by the very people that put him there, he apologized for anything he did, the crowd responded that he hated his country and despises their Independence. Although he was never really removed from office legally, he was not paid or awarded the title from late 2016 until his inauguration in August of 2017 as First Minister.

In 2017, Victor Larsen was chosen by the A.O.S. Provisional Government to be the First Minister, he stated he was surprised as he was in fact planning to take on a more independent role as a “professor or something”.
