[size=150]Section I: [i]Preamble[/i][/size]

[i]NOTICING[/i] the current precedent that provides vague rules involving regional citizenship.

[i]REALIZING[/i] the lack of legislation in the union that officially codifies rules around citizenship, may cause confusion during elections and legislative votes.

[i]HEREBY[/i] establishes rules and regulations regarding citizenship. 

[size=150]Section II: [i]Provisions of Citizenship[/i][/size]

[size=115]Sub Section I: [i]Primary Citizenship[/i][/size]

[list][*]Primary Citizenship shall be defined as a player whom has had a main nation in the region for at least 30 consecutive days.
[*]Any nation with primary citizenship shall have the following privileges:

[list][*]The privilege to vote in an election or by election
[*]The privilege to vote in any legislative matter
[*]The privilege to run for any office within the region.
[*]The privilege to propose legislation.
[*]The privilege to vote in a regional poll.[/list][/list]

[size=115]Sub-Section II: [i]Secondary Citizenship[/i][/size]

[list][*]Secondary citizenship shall be defined as a player who has had a nation in the region for at least 15 consecutive days. 
[*]Any nation with secondary citizenship shall have the following privileges:
[list][*]The privilege to vote in an election or by election
[*]The privilege to vote in a regional poll that does not deal with any legislative or electoral matter.[/list][/list]

[size=115]Sub-Section III: [i]Ambassador[/i][/size]

[list][*]Ambassador status shall be granted to any player selected by the region that they represent and approved by the cabinet of the Union of Democratic States.
[*]Any nation with the status of ambassador shall not be granted any privileges within the region, although they may partake in regional affairs. [/list]

[size=115]Sub-Section IV: [i]Foreign Envoy[/i][/size]

[list][*]A foreign envoy shall be defined as any player, coming from another region, without ambassador status.
[*]Any nation defined as a foreign envoy shall not be granted any privileges within the region, although they may partake in regional affairs.[/list]

[size=115]Sub-Section V: [i]Immigrant[/i][/size]

[list][*]An immigrant shall be defined as a player present in the region, who resides in the region, without having yet met the requirements of primary or secondary citizenship.[list][*]An Immigrant shall have the basic rights of any nation under the law, but will not be granted any privilege, although they may partake in regional affairs.[/list][/list]

[size=150]Section III: [i]Legal Provisions[/i][/size]

[size=115]Sub-Section I: [i]The Minister of the Census[/i][/size]

The Minister of the Census shall be appointed by the Prime Minister, to any qualifying member of the Council of State. There must always be a Minister of the Census at any given time. The Minister of the Census may, with the consent of the founder and Prime Minister, provide exceptions to citizenship for individual nations.

The Minister of the Census shall have the following duties:

[list][*]The duty to monitor the status of all nations, and to establish an apparatus that shall pursue that goal. 
[*]The duty to monitor all regional polls, votes or legislative matters (especially in regard to the GA) for any and all voter fraud.
[*]The duty to monitor regional elections for any and all voter fraud. The Minister of the Census shall work closely with the Founder and the Supreme Court to ensure the validity of regional elections.[/list]

[size=115]Sub-Section II: [i]Transition of Status[/i][/size]

[list][*]Any newcomer in the region shall by default be classified as an immigrant, afterwhich they may advance to secondary or primary citizenship once they qualify. 
[*]Any player from another region shall, by default be classified as a foreign envoy, afterwhich they may be promoted to ambassador, if selected by the region that they represent and approved by the cabinet of the Union of Democratic States.[/list]

[size=150]Section IV: [i]Acts of Implementation[/i][/size]

[size=115]Sub-Section I: [i]Amending Legislation that Conflicts with this Bill[/i][/size]

[list][*]HEREBY Amends CL-020 Section II, Sub-Section II, Clause II to read as the following:

[hr][pre]A nation must hold residency in the Union of Democratic States for a period of 20 consecutive days, previous to the election date, before being eligible to vote, exempting members of the UDSAF. This clause does not apply to the By-Elections Act 2016. This clause does not apply to UDSAF members who joined during the election period, as defined by the Electoral Regulations and Standards Act 2016.[/pre][hr]
