    Marshals: Appointed military officials that have the rank of Marshal or higher (or highest rank of their branch or corps), is allowed to vote

    Electors: Land owning civilians or soldiers who are not nobility or a minister, is allowed to vote.

    Observers: Non-land owning civilians or soldiers, is not allowed to vote.
