Xenophobia

Naqil has an interesting relationship with outsiders.

Tourists are welcome- but leave your amusing cultural foibles in your homeland and don't expect anyone to speak English.

Immigrants are welcome- but be sure to integrate quickly or you'll find the welcome wears off fast.

Missionaries are welcome- but you had better be the ones listening and Naqil the one talking.

Naqil has no interest in pandering to foreigners, and less than no interest in integrating ideas from outside cultures. The people will defend their horrific mishmash of mores (the tribes united in a somewhat less than perfect way) to their dying breath, or more likely your dying breath, should you do something stupid like rail against slavery or government corruption or argue against human sacrifice. Encouraging social progress is like pulling teeth without the benefit of anesthesia or even a competent dentist.

For the most part, their particular brand of xenophobia extends exclusively to cultural ideals. It doesn't matter if you look foreign, as long as you don't act foreign. Though of course, it helps if you're liberal with the bribes- corruption is just another part of Naqin culture.
