Telegram to The East Pacific


Telegram Statement on Executive Actions

Below you will find the text of a recent telegram sent to residents of The East Pacific regarding the removal of Regional Officer powers in the region. The statement also addresses the cause of recent Executive law enforcement action.

East Pacific citizens and residents,
This Delegate views the in-game security of The East Pacific as a solemn duty, and will accordingly not tolerate any infractions or impediments to that security. The upcoming election, and any transfer of power, is a weak point in that security which the ill-intentioned would seek to exploit. With such a sensitive time on the near horizon, the Executive will be prosecuting any violation of that security.
The Endorsement Cap is prominently posted on our Region's World Factbook Entry, and the law is available for all to read. Observance of this Act is vital for the continued security of the region, and the viziers are exempted from an endorsement cap, but:

No other nation, including Off-Site Administration are exempted.

With the recent Notice of Violation and enforcement action, two East Pacific forum administrators have been recognized in contravention of the laws of the region- one has been subjected to the Endorsement Cap Act. One such administrator was notified eight days ago of their infraction, yet has failed to reduce their endorsement count below the statutory cap. Further, both administrators were appointed by another off-site forum admin as "Emergency Viziers" during the Vizier action to remove the Delegate in December: positions with no legal status for the purpose of skirting the laws of the land- specifically the Endorsement Cap Act.

The East Pacific forum administration have established a history of inappropriate political involvement such as taking illegal government roles, appointing an Interim Delegate without legal authorization by the Magisterium, active investigation without legal standing, and in-game campaigning to ban a citizen without indictment or proof of guilt.

For clarity, access to Regional Officer powers is not dictated or guaranteed by any regulation or law in the region; but is rather the prerogative of the Delegate.

In recognition of the precarious situation I am placed in by having to take legal action against the off-site forum administration, and with my prerogative over in-game powers, Regional Officer powers have been removed for all off-site administration and moderators in the interest of continued security of this Delegacy and the Region.
