DRACONONES LUNA IN SANCTUARIUM REGIONAL CONSTITUTION

I. PREAMBLE
We, as Citizens of Draconones Luna in Sacntuarium, establish a responsible government responsible for providing for the social atmosphere of the region, maintaining the peace, and all inherent duties thereof, and in doing so promote the virtues of democracy in our government’s direction.
II. EXTRACONSTITITONAL SUPREMACY AND AMENDMENTS
Our region will follow the NationStates site rules in all applicable media connected to our region, and shall have precedence over all government functions.
The Founder of Draconones Luna in Sanctuarium, Non Datur Respectu Meruit, has the final say over all matters as the regional founder, and may direct any change at any time, because it is his region.
This being said, this document only binds the regional officers and World Assembly Delegate of our region.
This document may be amended only through a majority action of the Senate, as determined by the current Speaker of the Senate’s debate rules, as the closest agents of the people.
III. REGIONAL RULES
Draconones Luna in Sanctuarium shall adopt the dispatch “Rule Breakers Will Be Shot! Then Sent to Gulag!” for all regional rules, as it is written by our Founder and applied to our sister regions.
Violation of these rules will be recorded by the Domestic Business Advisor, and may result in punishment – including regional banishment.
A regional banlist shall be posted at the bottom of this document.
The Domestic Business Advisor stands as the chief moderator of the region.
IV. GOVERNMENT STRUCTURE – THE HIGH DELEGACY
The High Delegacy is responsible for administrating the promises of the preamble to the region, and managing Department officials. The High Delegacy consists of the Regional Founder, World Assembly Delegate, Immediate Past Delegate, Vice Delegate of the Homeland, and Vice Delegate of Administration.
Of the High Delegacy, only the World Assembly Delegate is an elected official.
All other High Delegacy officers are appointed by the World Assembly Delegate, earned upon leaving the office of World Assembly Delegate (Immediate Past Delegate ONLY), or assumed at the time of the region’s founding (Regional Founder ONLY).
V. GOVERNMENT STRUCTURE – DEPARTMENTS
Most government business will be conducted in various standing (permanent) Departments, consisting of a Vice Delegate administrator and an advisory staff.
The foundational standing departments consist of the Department of the Homeland and the Department of Administration. Links to the various Departments’ dispatch “webpages” will be posted at the bottom of this document.
Select/special departments may be appointed, without a Vice Delegate head, from time-to-time if it is deemed necessary to further any program in compliance with the Preamble.
Of the Departments, only the Domestic Business Advisor and the Roleplay and Culture Mentor are elected officials.
All other Department officers are appointed by the World Assembly Delegate.
VI. GOVERNMENT STRUCTURE – THE SENATE
A Senate, directly representative of the region, shall be created, and presided over by the Domestic Business Advisor, and with the elected body’s chosen Speaker.
The Senate may propose new policies for the region to adopt, including amending this constitution.
The Speaker will be tasked with creating rules for debate in the Senate, processing proposals, administrating debates, and conducting votes for the Senate. This will be done with the assistance and counsel of the Domestic Business Advisor.
The Domestic Business Advisor is responsible for feeding the Senate the High Delegacy’s perspective on issues to the Senate, and delivering the Senate’s opinions on said issues to the High Delegacy.
A quorum of the Senate for a scheduled or impromptu meeting shall consist of the attendance of the said meeting within 30 minutes of it's announced time (scheduled) or announcement (impromptu).
VII. REGIONAL ELECTIONS
The four-month election cycle, used for the Senatorial elections and for the Roleplay and Cultural Advisor of the Department of the Homeland. This takes place on the first week of April, August, and December.
The World Assembly Delegate shall be elected every 6 months, and with as best accordance to the standard election cycle as possible.
Non-elected officials are appointed by the World Assembly Delegate, for they have too powerful of an impact to be taking breaks from their duties to engage in regional politics.
VIII. IMPEACHMENT
If the Senate shall be informed that a government official (with the exception of the Regional Founder or Immediate Past Delegate) is not behaving nominally in their office, they can, at any time, propose articles of impeachment as established by the Speaker’s rules.
If the Senate approves the article by a majority, then the officer is removed from power.
IX. EVENTS AND MEETINGS
The High Delegacy, standing and special/select Departments, and Senate may meet at the time designated by the Regional Founder or World Assembly Delegate, or their administrator.
Every month on the night of the full moon, Reigetsusai shall be held on either the inter-regional Discord chat. This event is open to all. Administration of this event is headed by the Roleplay and Cultural Mentor and the Vice Delegate of the Homeland.
X. NATIONAL SOVEREIGNTY
All areas of regional activity not covered by the Constitution, any Constitution-backed Department, and the regional founder are reserved to the individual citizens of the region.
