Constitution of the Confederation of Allied States

Preamble

Section I

A. This Constitution of the Confederation of Allied States will serve as the basis of all government. This document is to be interpreted by the Supreme Court in any rulings which draw to question the legality of a circumstance.

B. This document is for the best functioning of the Confederation of Allied States, specifically addressing key issues and allowing flexibility to address further if applicable.

C. Amendments to this constitution may be written and submitted by any member of the Regional Council or the World Assembly Delegate and require a 4/5 vote in the Regional Council to be ratified. Once an amendment has been ratified it is the job of the Founder in the person of the World Assembly Delegate or Regional Secretary to amend the constitution. Failure to do so is an impeachable offense to both the World Assembly Delegate and the Regional Secretary as both have the opportunity to amend the constitution.

D. This document spells out the minimum duties of all elected officials and Supreme Court Justices. All elected officials and Supreme Court Justices must prove they are an active member of the region by participating in the RMB and staying in contact with the other elected officials at least thrice per week. Failure to do either is an impeachable offense.

Section II

A. The Confederation of Allied States exists primarily to unite nations of different beliefs and political backgrounds into one region where political freedoms allow all nations to participate in government

B. The Confederation of Allied States secondarily exists for any other purposes that may be democratically elected, which will be listed below.

Section III

A. Throughout Nation States, there is a delicate ambiguity between the individual nations played and the player(s) behind the scenes. Throughout this document, therefore, all language about players, nations, individuals, and the like shall be interpreted as referring to the unique combination of a player + nation, unless it is made explicitly clear that the text refers to one and not the other.

B. “Majority” in reference to voting means “a majority of those present and voting” unless stated otherwise in this Constitution.

C. One nation may hold only one major office, have one vote, and otherwise only be entitled to one action at a time. Regional Council will determine the penalties for persons caught violating this law.

D. If, for any reason, a nation exits the Confederation of Allied States, that nation will be stripped of all titles and/or office and placed on probation from holding any title and/or office for one month.

Article I: The Founder

Section I

A. The Founder shall be held on behalf of the Region by the World Assembly Delegate and the Regional Secretary. The Regional Secretary shall have the password, but seldom use the Founder save cases of death/disability/disinterest/impeachment of the Founder/World Assembly Delegate or in case of a time-sensitive emergency, such as an invasion of the Confederation of Allied States by raiders.

B. Should the elected Founder/World Assembly Delegate surrender or lose duties such that the Regional Secretary has sole possession of the password, the Regional Secretary shall change and share the new password with the President Pro Tempore of Regional Council until such time as a new Founder/World Assembly Delegate can be elected.

C. The Founder can change the password at any time, but must notify the Regional Secretary within 24 hours and generally at the time of the change.

D. With the change of administrations, the new Founder MUST change the password from the previous password (notifying the Regional Secretary), so that at all times exactly and only two people in the region will know the password. The previous Founder/World Assembly Delegate is NOT entitled to know the password unless they have become the new Regional Secretary.

E. The Founder’s primary purpose is the security and prosperity of the Confederation of Allied States. So long as the Founder is active (and the World Assembly Delegate is non-executive), raiders cannot seize control of the Confederation of Allied States. Should a person crack the password of the Founder or the Regional Secretary unlawfully seizes control of the Founder, the World Assembly Delegate may suspend parts of this Constitution as necessary to regain control of the Founder.

F. The Founder/World Assembly Delegate must log onto the game at a minimum of twice per week, preferably every day.

G. The Founder in the person of the World Assembly Delegate but not the Regional Secretary, shall use the ban, eject, and suppress buttons with utmost caution, primarily against raiders and/or persons disrupting the region. The Regional Secretary is not to use these functions at all save in case of a time-sensitive emergency.

H. From time to time, the Founder/World Assembly Delegate may modify the World Factbook Entry so long as it reflects the values of the Confederation of Allied States. They may seek advice, but are not required to do so. The Regional Council may force a change of portions of a WFE that do not reflect the values of the Confederation of Allied States by a majority vote.

I. The Founder may answer game dilemmas at their discretion, so long as civil rights and political freedoms are both 'good' or higher and their game dilemma choices shall reflect the ethos of the Confederation of Allied States. Likewise, the World Assembly Delegate must also maintain civil rights and political freedoms at both 'good' or higher and game dilemma choices shall reflect the ethos of the Confederation of Allied States.

J. The Founder, in the person of the World Assembly Delegate but not the Regional Secretary, shall from time to time negotiate embassies with other regions that share the values of the Confederation of Allied States. An embassy may be revoked by a majority vote of Regional Council, but not the Founder in the person of the World Assembly Delegate or the Regional Secretary.

K. The Founder/World Assembly Delegate has the power to veto illegal/unconstitutional/unwise legislation within 72 hours of its passage by the Regional Council. Said veto being subject to being overridden by a 4/5 majority of the Regional Council. The vote to override must begin within 72 hours of the veto.

Article II: The World Assembly Delegate

Section I

A. The World Assembly Delegate is an elected official and constitutes the Executive Branch of government along with the Founder and Regional Secretary. The World Assembly Delegate must (obviously) be a member of the World Assembly to receive the delegates to be elected.

B. The World Assembly Delegate will be non-executive, that is, shall not have the power to ban/eject people or change the World Factbook Entry.

C. The World Assembly Delegate shall vote on World Assembly issues as directed to by the majority vote of Regional Council. The World Assembly Delegate may cast a vote as part of the Regional Council when the Regional Council votes to determine how the World Assembly Delegate should cast their vote at the World Assembly.

D. The World Assembly Delegate will announce on the Regional Message Board the results of all World Assembly votes and the advent of new votes.

E. The World Assembly Delegate may use their own best judgment to vote (or not vote at all) on World Assembly Proposals in the queue looking for Approvals to reach a quorum, keeping in mind the best interests of the Confederation of Allied States and open to suggestions from members thereof.

F. The Founder/World Assembly Delegate shall be allowed to play a part in Regional Council discussions but shall not have a vote. The Founder/World Assembly Delegate shall be allowed to author legislation in the Regional Council.

G. Unless this Constitution is amended otherwise, the World Assembly Delegate and the Founder shall always be represented by the same game player, the nation elected to be the World Assembly Delegate.

H. The Founder/World Assembly Delegate shall log into NS at a minimum of frequently enough to keep track of World Assembly votes, twice per week or more. The Founder/World Assembly Delegate is encouraged to sign in daily to help maintain order on the RMB, answer TGs, etc.

Article III: The Regional Council

Section I

A. The Regional Council shall be a council of five members elected by nations of the Confederation of Allied States. Regional Council members must be eligible to vote in the World Assembly.

B. The Regional Council will be responsible for all legislation in the Confederation of Allied States. Any member of the Regional Council or the World Assembly Delegate may put forth legislation to be voted on.

C. The Regional Council will also be in charge of impeachment and removal proceedings. Any member of the Regional Council or nation of the Confederation of Allied States who feel they are not properly represented may file for the impeachment of any elected official or Supreme Court Justice. Any impeachment and removal proceedings require a 4/5 vote from the Regional Council.

D. The Regional Secretary will be a technical member of the Regional Council. Once members of the Regional Council have been elected, the members of the Regional Council must vote to decide which other Regional Council member shall become the Regional Secretary. Regional Council members may not vote for themselves. In any case of a tie, the World Assembly Delegate will break the tie.

E. The Regional Secretary shall be an executive position more than legislative. The Regional Secretary may still provide legislation to be voted on, but will not be allowed to vote excepting the case of a tie, which the Regional Secretary will break.

Section II

A. Four members of the Regional Council who are not the Regional Secretary will be appointed by the Founder, in person of the Regional Secretary (the President of the Regional Council), as ministers of Appearance, Internal Affairs, Foreign Relations, and Communications.

B. The Minister of Appearance shall have authority to change the World Factbook Entry, Dispatches, Flag, and Tags, and may do so at will. Any and all changes must be for the benefit of the region, and no powers listed above may be abused. The World Assembly Delegate and/or the Regional Secretary has the right to veto any changes made by the Minister of Appearance and may change them to their previous setting.

C. The Minister of Internal Affairs shall have authority to change the password to the region and eject/ban a nation from the region. Passwords should only be enforced in the case of sever threat to the region, such as invaders raiding the region. The eject/ban feature should not be used on elected officials or Supreme Court Justices unless in cases of severe corruption and on normal nations unless in case of severe disruption.

D. The Minister of Foreign Relations shall have authority to create and accept embassies with other regions, and set foreign permissions to post on our Regional Message Board. All embassies created and accepted by the Minister of Foreign Relations should be beneficial to the region, and should not be regions that support Nazi views or any other views known to be non-humanitarian.

E. The Minister of Communications shall have authority to issue region wide telegrams and set the welcome telegram for the regions. The Minister of Communications should not, in any way, spam the region, and should only send telegrams that will benefit the region. The World Assembly Delegate or Regional Secretary may request the Minister of Communications to send a telegram on their behalf, in lieu of doing it themselves through the Founder; however, the Minister of Communications may refuse this request. The Minister of Communications is not to, in any way, to edit recruiter settings, as these settings are controlled by Statute I.

F. The abuse of power by any minister is an impeachable offense and is the duty of the World Assembly Delegate, Regional Secretary, Regional Council Members, Supreme Court Justices, or any non elected nation to file charges of impeachment on said minister.

Article IV: The Supreme Court

Section I

A. The Supreme Court will be a court of five justices appointed by the World Assembly Delegate. The Regional Council must approve these appointments before they become official justices of the Supreme Court.

B. The Supreme Court will reserve all judicial authority in the Confederation of Allied States. Any decisions made by the World Assembly Delegate, Regional Secretary, or Regional Council may be brought to the court to judge their legality under the Constitution of the Confederation of Allied States.

C. A majority vote of 3/5 must be achieved in order to overturn any decision made by the World Assembly Delegate, Regional Secretary, or Regional Council. Once the court has made a decision, and said decision is to overturn an action, it is the job of the World Assembly Delegate, with use of the Founder if need be, to carry out the court's order. Failure to do so is an impeachable offense and is the duty of the Regional Council or the people to file charges for impeachment and removal.

Amendment I: Civil Rights

A. The Regional Council declares, holding the wellbeing and status of all citizens within the Confederation of Allied states in the highest regard, that the nations of the Confederation have consented to the resolution that all nations within the region must maintain a Civil Rights level of "Below Average" or higher.

B. Nations in violation of Amendment I. shall be left to the mercy of the Regional Council. Nations with inexcusably low Civil Rights ratings shall be subject to scrutiny, and may not serve in any official capacity until the issue of human rights has been remedied. The Council may invoke trade sanctions against any violator, and persistent violation may result in impeachment/ban hearings.
