The Union of Arcturus and Lophos, often referred to as the Arcturan Union or Arcturus Novus, is a nation in the Communist Bloc. Positioned in the middle of the Arcturo-Trabardian Peninsula, it is bordered by Theberonka to the northeast, Imporstan to the east, and Trabardia and the Arbard Sea to the south.

Etymology - Arcturus and Lophos both take their names from ancient states within the region. The ultimate origin of Arcturus is unclear; it derives from Old Latin Artouros, which itself is thought to be a derivation of an even earlier term. Lophos (Greek Λόφος) literally means "hill", referring to the rolling hills and valleys of the Lophan Highlands.

The name "Arcturus Novus" (Latin, lit. "new Arcturus") has been a popular name for the combined Union of Arcturus and Lophos since the Revolutionary Era; the first recorded use of the name comes from an 1876 pamphlet Arcturus Novus Surgit, or, A New Arcturus is Rising. The name has since been used to refer to the Union post-revolution.

[national origin and history prior to 1300 to be rewritten] The Arcturan people were ruled by an autocratic emperor and his advising Senate until the Revolution of 1876, wherein Emperor Iacobus II Orsa was overthrown by a coalition of republicans, socialists, and anarchists. The new republic was officially founded on 16 September 1878, where the Constitution of the Arcturan Republic was established, placing control of the government in the hands of the Senate and a popularly-elected President. Thirty years later, under the administration of President Nikolas Delas, the country was reformed into a socialist republic, with the Union Communist Party maintaining control over the legislature and presidency until Delas' death in 1927. His successors would split into multiple factions, most prominently the traditional Leninist Orthodoxy and the revisionist Delasites, with the latter maintaining a stranglehold on the government until the ouster of President Marcus Cantius Dexter in 1945. His successor, the Orthodox Publius Nonius Dorso, would work with other major government figures in writing the June Constitution, replacing the singular rule of the presidency with an elected executive council. This Council of Ministers, with Nonius serving as the pars inter pares First Minister, would serve as the basis for governance in Arcturus Novus today.

The Senate is a multi-party institution, with the Communist Party of Arcturus Novus currently presiding with a supermajority of seats.

The Arcturan Armed Services are officially designated as "the acting defense force of the Arcturan Union"; it has not been involved in a formal offensive campaign in several centuries. The current Arcturan military hosts approximately 170,000 troops located primarily in the Union, but also in neighboring, allied nations. The Arcturan military is comprised primarily of ground troops, but also boasts a sizeable navy due to Arcturus Novus' large overall coastal area. The military is overseen directly by the Chair of the Arcturan Military Command, a member of the ruling Council of Ministers.
