Esmerel is an economic and technological powerhouse to the direct south of Esterlon and direct east of the United States and Canada, otherwise surrounded by the North Atlantic Ocean, and a member of the political bloc of New Hyperion. The nation's landmass is sized at approximately 88,240 square kilometers and has a population of 394,080,602 inhabitants. Esmerel is notable within New Hyperion for its high levels of scientific advancement, average income, intellect, industrial sectors, and irreligious peoples, and is also a member of the World Assembly. The Esmerelian government, governing its citizens with a strong but fair hand, heavily focuses on developing the economy, technological development, and the citizens' personal freedoms.
Policy, Relations and Additional Info
It is relatively unknown where the name Esmerel came from. Some say it was randomly chosen or given the name after decades of being listed in the maps without one, though the most likely explanation is based in the French who first landed here in 1844 CE, whose lead explorer, Guinivere Deschamps, perhaps named it for his wife Esmerelda. It is also likely it was named in such a way to sound like its neighbor nation Esterlon. Citizens of Esmerel are referred to as Esmerelians.
Much of Esmerel's domestic and foreign policy could be classed as progressive, such as granting universal healthcare, equal rights for all genders, allowing previously nonstandard gender identities and partnerships, and giving citizens a major voice in the government at all times. Esmerel has not secured many international friends because of these somewhat radical beliefs, though it stands stoic by itself in that regard.
While the uppermost echelons of government are restricted to the technological elite, it is still a position anyone is able to achieve, as the ĒeliteĒ status is not too difficult to reach.
Motto and Flag
The design of the Esmerelian flag (as seen in the upper bar) is a cross between the insignia of the region of New Hyperion, the national colors of Esmerel, and the national emblem. The emblem, a trident striking green and blue wreaths, symbolizes the balance and connection between the lower and upper classes. Meanwhile, the motto of Esmerel, Corvus oculum corvi non eruit, is a Latin term translating to ďA crow will not pick out the eye of another crow.Ē This stands to represent Esmerel in a very particular way- despite its radical policies compared to the rest of the world, its citizens and politicians stand up for themselves and their friends against any sort of criticism.
Esmerel was first discovered by French explorer Guinivere Deschamps in May 1844. After the events of the French Revolution, which included releasing Esterlon as an independent state in an attempt to save resources, the French were initially eager to try again, given that the Esterlonians had failed to recognize the existence of a large southern island. Deschamps, however, not wishing for history to repeat itself, decided to simply inform the Esterlonian Council of the existence of Esmerel and allow them to settle it as theirs.
Esmerelís first Esterlonian city, Rochelle, was founded on the northernmost peninsula of the island on 25 June 1844. As what seems to be the common case with North American settlements, however, the Norwegians had made it to Esmerel first, settling the town of Solstice just twenty kilometers east of Rochelle, and just five days earlier, on 20 June 1844. Minor disputes were quick to follow, with limited fighting, before the Norwegians gave in and allowed the Esterlonians to control the entire island as long as the Norwegian settlers were treated fairly in the nationís new territory. The Esterlonian council, grateful for the Norwegiansí decision not to go to war, promised them they would indeed be treated fairly. (And they have been.)
During the two great wars of the early 20th century, Esmerel and Esterlon both remained neutral to the warring powers- in fact, they only prospered from the events. It was in 1922 that Esmerel reached a population of 10 million, a far cry short of Esterlonís 84 million.
Esmerel would gain semi-sovereignty from Esterlon in 1949 as part of a trade deal between the two islands, due to its incredible amounts of material wealth and overall want for more power in the region after the Second World War. By this point, only 21 million people lived there, further a small comparison to Esterlonís population of now over 118 million.
On April 5, 1977, however, the citizens of Esmerel were shocked to find the daily report to the regional Esmerelian government had not been delivered, due to an Esterlonian national emergency no one could have foreseen. A stock market crash led to rapid reductions in welfare from the Esterlonian Council to its citizens. Due to Esterlon's incredible ego and poor sight for anything that didn't increase its economic power, they almost completely forgot about their southern neighbor in the process. After a full week of no legislative contact, on April 12, the Esmerelian regional government made the decision to take over in a peaceful coup d'etat. The sitting council had already been organized, but needed a leader- eventually, 23-year-old Charles Richmond was selected for his incredible charisma and knowledge of world governments. By April 23, when the Esterlonian government had recovered, they were surprised to find their southern neighbor acting independently. The previous eleven days had actually gone well for Esterlon without taking care of everything Esmerel needed, and the same way for Esmerel managing itself better than Esterlon ever did. The two nations chose to begin the process for full independence, which had been officially recognized by most of the nations of Earth by the end of 1977.
The 1980s: The First Pax
Esmerel managed to present a rapid growth. It built factories, highways, and stores, bringing in jobs at record speeds. Its elections were simple and clear, and it remained peaceful with the nations of the Atlantic region. By the year 1987, over 100 million people had moved to Esmerel, still so far away from the population of Esterlon (188 million) but no longer small. Its government power was one of the highest in the world by 1988, as it joined the WAís predecessor, the United Nations.
The 1990s: Change
The Pax, Latin for peace, lasted well into the 1990s. Technological advancement began to speed up, while Esmerel slowly began to drift away from its neighborís policies- no longer ignoring the world around them in the name of economic growth. Charles Richmond was re-elected in both 1990 and 1995, as his policies continued to support a prosperous Esmerelian state.
The peace did not last for much longer, though. In 1998 came a rather odd diplomatic incident. During a deal with Esterlon, at the time still Esmerel's superior, diplomats on both sides were killed. While the incident was later found to be a complete accident and at nobody's fault, the government ensued a 3-month manhunt for the proposed assassin. During this time numerous rash policies went into effect in Esmerelian law, and its once venerable reputation was no longer. Even today many nations around Earth are skeptical of the many things it does, earning it few friends. Today, it only has 3 allies- Canada, Esterlon, and the Former Citizens of the Nimbus System, all of which are staunch friends.
The 2000s: Time Goes On
The early years of the new millenium were rather quiet without anyone else to deal with. Despite the rash actions of the late 90s, though, Charles Richmond remained in power after the 2000 and 2005 elections.
This was also the time Esmerel began to resemble its modern self- with the population now passing 200 million, the massive amount of new cultures entering the country began to melt into the culture of Esmerel. By 2007 much of the nation had forgotten their old heritage, now identifying themseles as only Esmerelian.
While after the collapse of the former United Nations, Esmerel joined the world stage as part of the Assembly, it garnered little support for its interpolitical decisions, many nations across Earth and the Verse citing Esmerelís rather odd decisions. Whether it will ever gain favor in the future remains to be seen.
At the same time, technological advances began to skyrocket, granting the citizens of Esmerel incredible power and material wealth. This would set the stage for a vastly different nation entering the new decade.
The 2010s: A New Direction
In the months leading up to the election of 2010, many citizens began to support a rapidly growing political party known as the Scientistsí Union Party. The party called for the reshaping of the Esmerelian government into a technocracy, a government led by the scientific elite. Their rationale was often that if they could better the lives of the citizenry as much as they already had, they deserved to do so even more. Except this time, it would be with government assistance.
The party rapidly gained momentum, with many more citizens choosing to support it- but at the same time many citizens opposed it, as it removed power from the common man and restricted it to the elite. Several marches down the streets of Esmerelian cities would occur, leading to mass protest and debate.
The whole system was thrown for a loop when Charles Richmond, now campaigning for his eighth straight term in office, gave his support to the SUP, but with a compromise: the scientists would comprise of their own legislative chamber, while the common citizen could still be elected to the soon reformed Peoplesí Council. The proposal rapidly gained support, and was declared constitutional law on August 19, 2010. Richmond would win yet another term in office, except he now presided over a vastly different legislature.
With the new Upper Council in place, technological advancement completely exploded. Infrastructure was maximized. The environment was saved and restored to its former glory. Speed limits on highways were vastly increased as cars became much safer and more affordable. More people could say they had a voice in the government, both local and federal. Looking back at the historic election, many Esmerelians say that it was a good choice.
Charles Richmond would be re-elected as Chancellor yet again in 2015, leaving many to wonder if he would ever leave office. At the age of only 61, however, it seemed time would allow him to lead for much more if he so wished. It was during the year of 2016 that many new policies went into effect, to prove Richmond was still a capable leader. A Deputy Chancellor position would be added to the legislature, however, to ensure checks and balances would remain in effect.
It was in 2017 that everything would change. Esmerelís neighbor of Esterlon suffered numerous errors within its government, eventually leading to a complete shutdown of the automatic systems that led its people. With Esterlonians completely useless to save their country, they pleaded to Esmerel to save them instead. On February 27, 2017, an entirely new government, now led by a human council rather than left to AI, would be installed within Esterlon, led by former Peoplesí Lead Councilor Daniel Falkner. Esterlon has since served as a vassal to Esmerel, a reversal of the nationsí relationship so long ago.
The Present Day
Today, Esmerel has never been in a better position. Technological advancement could not become any faster. The population is approaching 400 million. Economic and political strength is approaching the absolute maximum possibility.
What lies next, you might ask? Certainly, many things. What they are, though, remains to be seen. Only time will tell.
Geography and Environment
The Esmerelian landscape was originally a box standard palette of New England geography. However, it quickly became a wild mix of nearly every climate in the world- through Esmerelís rapid development, many environmental laws had formerly been cast aside to aid in said development, leaving many areas free of trees, and even a deserted area in the lower middle. Since then, however, the government has capitalized on this, terraforming the land into a safe place but maintaining its new characteristics- the reason why in Esmerel you find a sandy desert at 45 degrees latitude, surrounded by a massive mountain range and river in the middle, along with massive plains, plateaus and even a Curonian Spit lookalike.
Within Esmerel lie seven major freeway routes, along with several auxiliary routes. These roads are famous within the nation and across the Verse for both their safety and their incredibly high speed limits, often surpassing 200 km/h or more, along with some areas not enforcing a limit at all.
Esmerelís admittedly small landmass, at only 88,240 square kilometers (about the size of Serbia) is separated into seven political regions, usually divided by major geographical features. These are:
Provincial Capital: Lapiz Point
Named after the first true explorer to the Americas, Amerigo Vespucci, this province is the most heavily populated, with nearly 25% of the Esmerelian population living within it. However, in terms of size it is one of the smaller provinces. Vespucci, geographically, is popular for its bustling cities (Lapiz Point and Ruhr Beach), tourism spots, beaches, entertainment, and safe neighborhoods. Officially, Vespucci is the nation's Capital District.
Provincial Capital: Harvard
Rainier is the most financially based province. Numerous banks and other financial firms lay in the city of Harvard, home to the tallest building in the country, the Aeternum Bank Tower, at 922 meters. The rest of the province is full of large forested areas, including the city of Vertress, home of the Forest Cross Raceway, so far the only Esmerelian sports venue to host a top-level international event.
Provincial Capital: Bayview
Rosetta is the most arid region of the nation, as well as the smallest in terms of boundaries. However, it is the most densely populated and largest tourist destination. Its capital of Bayview heavily resembles the American city of Las Vegas.
Provincial Capital: Messina-Cosenza
Corda Dracon is the region most influenced by other culture, representing many cultures of the Balkan states, Sicily and Iberia. The cost of living is the lowest in Cordra, as the locals call it, however its GDP is also lesser than all other provinces.
Provincial Capital: Saint Michael
Orleans is culturally the province most like Esterlon (mostly due to its proximity) though its architecture also resembles French buildings, as it is the home of the city of Rochelle, the first colony on the island, founded by the French in 1844. Geographically the province is a mosh pit of European landscapes, which attracts many immigrants. Orleans also lays claim to the large Calani Strip, a land bridge between Saint Michael in the north and Messina-Cosenza in the south, with a few openings for shipping routes to the Gulf of Aetheri. Discussion has occurred on making Calani its own province, though the logistics of creating the smallest province by far (with a population of just 1.82 million) have not yet been thought out.
Provincial Capital: Rockford
Enera is the largest province in terms of square kilometers. Its landscape is prime territory for the nation's large agriculture district, needed to support such a large population. Within its center, though, lies a massive mountain range, home to easily the lowest density of citizens within the nation (with an average of just 115 people per square kilometer), though also some of the most beautiful views on offer within Esmerel. As with Calani, though, some debate has occurred in recent years to make the mountainous region its own province. Potential names for this new province include Olympia, Febrera, Altunia, and Thulum Nova.
Provincial Capital: Silver Coast
Concord is the metropolitan province, where many an office worker and high-standing buildings reside. Its geography resembles Enera, though its agriculture district is far smaller as more of the province is consumed by metropolises. Silver Coast, Concord's capital, is home to many rich men and women similar to Harvard, though it's more of a gambler's retreat than a businessman's town. The popular Silver Strip also lies in this city.
The population of Esmerel is spread out through the entire landmass though it tends to gravitate towards the coast of the island. Esmerel's population, as of March 25, 2019, is 394,080,602 inhabitants. The census is a compulsory entry by every citizen, that takes place every 5 years (concurrent with the national elections), though it doesn't ask for too many details. About 92.6% of the population are Caucasian whites, the remaining split up into 3.5% African American, 1.8% Hispanic, and 2.1% other. The overwhelming majority do not see race as a factor in everyday life, though, and are easily free to befriend anyone they come across regardless of their background, sexual status, or genetic makeup, sans anything deemed too ridiculous, also by an overwhelming majority.
English is the official language of Esmerel, and although not compulsory, anyone born an Esmerelian citizen is socially expected to have learnt it sufficiently by the age of eight. 83.1% of citizens report to have learned English as a second language, while 11.3% have learned it as a secondary or additional language. Other languages learned in Esmerel include French (22.4% of citizens can speak it clearly), German (12.9%), Scandinavian (Norwegian, Swedish, Finnish, Danish, 8.5%), and even Latin, known well by 7.6% of the population. Numerous other scripts are offered as school courses as well as government-offered programs.
Religion is a bit of a sensitive topic in Esmerel, with most citizens choosing to believe in science or reality rather than deities, and the government supporting no national religion or other belief system. Less than 0.21% of all Esmerelians are reported as openly religious, and less than 1.6% believe in any form of religion at all.
The government of Esmerel is a democratic technocracy. While led by a democratically elected chancellor and deputy chancellor and several representatives in the Peoplesí Council, many of its leaders are the scientific elite.
The Peoplesí Council is a chamber of 1,000 Esmerelian representatives from across the island, each and every one of them partaking in intense verbal discussion on how to better the lives of the people of the nation. Most of the representatives are elected to the position, though roughly 100 of them are standard citizens that are temporarily nominated, similar to the concept of jury duty. Peoplesí Councilor terms last for 3 years, and are limited to three terms in office, with the exception of the Nominee positions, limited to six months and one term (but may run for an elected position immediately without penalty).
The Deputy Chancellor, elected to the position similar to the Chancellor, is the priority leader of the Peoplesí Council and is present at all sessions. The Peoplesí Lead Councilor is instead a figurehead appointed by the sitting Council, rotated between Councilors once per year. The Lead Councilor and Deputy Chancellor serve similar purposes, though the DC has the power to supersede the PLC. Deputy Chancellor terms last for five years, for a maximum of two terms.
The new Upper Council, meanwhile, is a large group of scientists leading various important fields of study. The Council is spearheaded by a Lead Councilor, usually the Major Councilor of the Department of Oversight (DoO) though nominated by the Peoplesí Council, and its departments each led by a Major Councilor and usually 5 Minor Councilors per department (but potentially more). Upper Council terms last for four years, with each Minor Councilor limited to two terms and each Major Councilor limited to three. Upper Councilors must have a full term of education and a minimum grade to be nominated, appointed or elected to the position, along with experience with some form of public office.
The executive administration is comprised of just the Chancellor of Esmerel, elected by the citizens for five-year terms though not restricted by the term limits imposed on most other government positions. Its current Chancellor, Charles Richmond, has been in office due to citizen popularity since the nation's independence. Future Chancellors must serve at least one full term in the Peoplesí Council or Upper Council, or a term as a Governor of one of Esmerelís provinces to be elected to the position.
Proposals submitted through the Peoplesí Council must be approved by the Upper Council by a simple majority. In the event any proposal is not approved, the dismissal may be overruled by a two-thirds majority of primary Councilors. The Chancellor, however, reserves the power to dismiss any proposal for any reason, though it has seen incredibly limited use since its inception, and generally without controversy (such as on a proposal with overwhelming public support).
Term limits for government positions are on a position-by-position basis, meaning a citizen could serve a Nominee term, before serving three terms as an elected Councilor, then running for Deputy Chancellor. However government Councilors are given a hard limit of 20 years in public office, at which point they may no longer run for any federal position. This limit does not apply to the Chancellor position, who may serve for as long as the public wishes he or she should.

Major Councilor: Stephen Reynolds
The DoA deals with military hardware, such as new and improved weaponry, vehicles, and defense, and also has secondary command of Esmerel's armed forces. This department has often struggled with finding suitable Councilors due to Esmerel's passive nature, and is the only one not to have at least 5 Minor Councilors, instead only having 4.
Major Councilor: Dieter Juric
The DoC deals with the betterment and maintenance of Esmerel's economy. Under its current MaC, Dieter Juric, the department has seen a surge of efficient operations in both domestic and foreign markets.
Major Councilor: Malcolm Ryder
The DoE is in charge of keeping together Esmerel's energy needs while keeping the needs environmentally and economically friendly. The DoE and DoI tend to work in tandem on environmental issues.
Major Councilor: Xavier Daniels
The DoG has control of the government processes within Esmerel, dictating control over the people, making legislative processes more efficient, and making easier the peopleís involvement in the government.
Major Councilor: Ryan Walker
The DoI is considered by some to be the lifeblood of Esmerelís strength, what with incredibly high quality construction, efficient machines, and popular build styles that donít detract from the environment. The DoI and DoE tend to work in tandem on environmental issues.
Major Councilor: Julia Barrow
The DoJ is in charge of the judicial processes in Esmerel, giving prisoners their fair punishments and dictating the abilities of the rehabilitation centers and the extents of the law.
Major Councilor: Edith Ray
The DoK prioritizes the knowledge of every citizen of Esmerel, and ensures that not one incorrect belief goes rampant within the nation.

The DoL handles the employment situations of Esmerelian citizens and regulates businesses to ensure fair labor laws and wages.
