Constitution of the Arab League Congress (OFFICIAL, MUST READ)

Preamble
We, born from the ashes of the Arab League, do proclaim The Arab League Congress as a social, economic, and political union of free Arab states. This region shall be committed to the betterment of the lives of the Arab peoples and to breed a healthy democracy. All members shall be respected and treated with the dignity deserving of all. All voices and welcomed and accepted.
Government
The Region shall be headed by the President, Hatay he shall have the final say in all matters of regional affairs. No policy shall be enacted without the consent of the President. The President is not elected and is to be the founder of the region Hatay. If a majority of the Shura Council votes so, the President can be overruled. The President shall be advised and his government headed by the Secretary General. The Secretary General shall hold significant power in the Arab League Congress, specifically over Communications, Polling, and Security. Executive power placement shall be done so according to the will of the President. The Secretary General will be elected every 60 days. Failure to hold elections within 15 days of the 60 day limit will result in the suspension of powers for whoever holds the office of Secretary-General. Elections shall be the cornerstone of Arab League governance. The Election shall be conducted in a region wide poll upon to all residents. Several Ministries in charge of certain areas will be headed by Ministers appointed by the Secretary General, and approved by the President. If residents petition for an early election, it will be held. The President and Secretary-General have one vote each on the Shura Council which is made up of the Ministers.
Security
The region shall not maintain a password as long as the Founder is active. In the event of invasion by a hostile force, the Founder shall eject and ban all aggressors and place the region on lockdown for one week, under password protection, before resuming normal activities
Any member suspected of being a spy for a hostile force shall be judged and appropriate evidence examined, before the Secretary-General passes judgment. The President shall carry out the decision and eject the spy. However, in the case of emergency, the President may take immediate action.
Legislation
The Congress shall consist of all members, who have one vote in all decisions conducted in regional polls. Any member can propose anything within reason, if it receives a simple majority and is approved by the Secretary General, it shall be carried by the President. The role of the Congress shall be the propose laws, the Secretary General to approve them, and the President to carry them out. Legislation may amend the constitution if 3 residents approve a petition. The Shura Council approves, a majority of residents agree, and if the Secretary-General approves.
Rights and Liberties
All Arab League Congress residents have the following rights and liberties:
-The Right to Free Speech, no RMB post shall be suppressed or the poster receive punishment for unless it is actively hostile against the region, or advertisement for another region
-The Right to Vote, elections shall be held every 60 days, protecting democratic self-management for the region
-The Right to Due Process, not resident shall be ejected without due process of the law, and examination of the case by the government
-The Right to Worship, any religion is permitted in the Secular Arab League, this includes Paganism and the Absence of Faith. No one shall persecuted for their national religion unless it supports genocide or violence against the region. Islam shall have a special voice in the region, has many of the religion are in our region. However, the state will always supersede religion.
-The Right to Free Press, all publications are legal and the government shall have no power to suppress it
unless the government deems it is actively against the interests of the region and its residents
-The Right to Government, all national government types are permitted, as long as they are not genocidal, do not care for the livelihood of their people, National Socialist, or are explicitly anti-Arab league. All governments will be allowed to practice to practice their own economics and social laws, regardless of regional stance.
Regional Flag and Symbolism
The Regional Flag shall always be this:

Unless there is wide public support for a new flag. The flag shall fly at regional buildings and at appropriate places during and day to show how we have withered and endured through all, and shall only be flown at half-staff if the government and people are mourning a regional tragedy. The National Anthem of the Arab League Shall be this:
