Subnational divisions of the Grand Duchy of New Educandi

In the year 990, the Year of our Lord, the Grand Principality of Exukændì- the polity that would become New Educandi- the Decree of Divisions was made, allowing the codification of areas into sub-national entities to be governed by local officals.
The Principality was the first area. Originally to be cities on the frontier and away from the Capital, these were to be sizeable cities with high population density. The next were Counties, intended to be stratigic military outposts with civilian populations. Then there was the Lordship, which was a private property and entity, to be owned by a Lord and passed down like property. Lordships were to be sold, and in return, the Lord would develop the land, create a population and make their own law enforcement and protection.
due to that clause, the fedualistic nature of Educandi rose as it's territory grew, as with other nations. Eventual heads of state attempted to centealize the powers of gevernment into the office of the Grand Prince (and later, Grand Duke.) However, this has caused quite a few wars in the nations history, each with mixed results.
As of right now, the Grand Duchy is divided into 14 Principalities, which are in turned divided into 108 Counties. Lordships, as private political properties, no longer exist in the same local lord style- however, a person can purchase a Lordship tied to their family name, which in turn has certain benifits to inheritance, as well as other applications. To have a seat on the House of Lords, however, requires the traditional Lordship with property- which can no longer be sold. These Lordships are also unable to apply serfdom or collect taxes in their own names, and usually must secede civil duties to elected officers.
