The Crockerland terror act of 1976 defines terror as
"Any act of violence by a non-state actor, party, paramilitary, other organization, or individual committed with the intention of promoting a political, religious, or ideological goal, or taking vengeance for counterterror attacks, and with disregard for civilian casualties, or intentionally targeting civilians."
it was this act that founded "Crockerland Terror Watch" to monitor terror. CTW uses a 120-person council which meets once a month to designate and undesignate terrorist groups, state sponsors of terror, and state sponsors of counterterrorism.
