The Constitution of the LCRUA

We, the people of LCRUA, write and approve this document in order to establish a place for the sharing of culture and the preservation of freedom.

Section I - Living Together

    1. Every nation that has moved into the region must telegram the President to apply for citizenship. By doing so, every citizen engages to respect the Constitution.

      A. No citizen shall be granted any privilege of any sort for any reason.
      B. Every resident nation must declare all puppets of theirs residing in the region; any nation who doesn't risks a ban.
      C. Every citizen must obey the law.

    2. All nations are to respect each other and their opinions, even in disagreement. Healthy debate is good; however, it must be done sensibly and respectfully.

      A. No racism, sexism, ageism, or discrimination based on religion, beliefs, sexual orientation, gender identity, or country of origin will be tolerated.
      B. Nations may not make slanderous accusations without proof.

    3. The LCRUA is open to everyone, whatever their political beliefs, as long as they conduct themselves with dignity. We ask our members to be sensible of others.

      A. You must not make another nation feel unwelcome for their political views, no matter how much you may disagree with them.

    4. Nations must conduct themselves with dignity and decorum when representing the LCRUA abroad. This will improve our diplomatic reputation, win us friends, and encourage others to join.

Section II - The Executive Power

    1. The executive power in the LCRUA is held by the government. The government consists of a democratically-elected President and Worker's Council.

      A. Interpreters and advisors are a part of the government as well.

    2. The President is elected by the citizens via regional poll once every two months.

      A. Members of the Worker's Council who have expressed their intention to run for this office are eligible to stand as a candidate for the election.
      B. A President may continue to run for a maximum of three straight terms. At the end of their third consecutive term, the President may not run for a fourth.
      C. Upon leaving office, the former President will become a normal Councillor again.
      D. A former President may run for the Presidency again after having left office, provided that they are still a member of the Council.
      E. The President possesses authority over the region's Appearance, Border Control, Communications, Embassies and Polls.
      F. The President has executive power through authority over the Founder.

    3. The Worker's Council is elected by the citizens via regional poll once every two months.

      A. Citizens who have expressed their intention to run for Council are eligible to stand as a candidate for the election.
      B. The six candidates with the most votes become Councillors.
      C. The Worker's Council consists of six Councillors. Each Councillor, whatever their role, has authority over Polls.
      D. Each Councillor, whatever their role, has authority over Polls and Communication.

    4. Elections are to occur on a monthly basis, alternating between Presidential and Worker's Council elections.

      A. Elections use a system of simple plurality; whichever candidate/candidates receive the most votes wins/win the election, respective to how many positions are open.
      B. When the result is indecisive, the duration of the election is extended.
      C. All elected officials have the power to propose legislation.

    5. The Councillor for Legislation shall be chosen among the members of the Worker's Council by the President, and has authority over Appearance.

      A. The Councillor for Legislation's role is to write approved legislation down, keep the factbooks on legislation in line with the changes, and notify the Council if legislation is outdated.
      B. The Councillor for Legislation must ensure the safety of this democratic system and investigate members accused of violating the law.

    6. The Councillor for Defence shall be chosen among the members of the Worker's Council by the President, and has authority over Border Control.

      A. The Councillor for Defence's role is to make sure no possible enemies enter the region, watch for threats to this region's allies, and be the General-in-Chief of the LCRUA Military.

    7. The Councillor for Information shall be chosen among the members of the Worker's Council by the President, and has authority over Communications.

      A. The Councillor for Information's role is to police the RMB, maintain the regional newspaper, and inform everyone of any changes.
      B. The Councillor for Information must ensure the region's laws are followed.

    8. The Councillor for Diplomacy shall be chosen among the members of the Worker's Council by the President, and has authority over Embassies.

      A. The Councillor for Diplomacy's role is to manage diplomatic ties with other regions, promote peace and cooperation, and choose which embassies to accept, which ones to refuse, and which ones to propose.

    9. The Councillor for Culture shall be chosen among the members of the Worker's Council by the President, and has authority over the Interpreters.

      A. The Councillor for Culture's role is to take care of the regional RP, promote regional culture, organize regional events, animate the RMB, choose the Interpreters, and encourage residents to become Interpreters for their native language.

    10. The Councillor for State shall be chosen among the members of the Worker's Council by the President, and has authority over Communications.

      A. The Councillor for State's role is to organize recruitment and take care of the internal affairs which don't fall under the other Councillors' areas of authority.
      B. In case another Councillor has either said to be unable, or is unable to function due to absence, illness, or any other reason for inability to function, and that Councillor has not appointed one of their own Advisors to be their Vice Councillor, the Councillor for State is allowed to take over the authorities and responsibilities of the unable Councillor.

    11. The Interpreters are a supplementary power in the LCRUA, chosen by the Councillor for Culture among nations interested in translating back and forth between English and the language of their choice.

      A. Every Interpreter is in charge of one language.
      B. Every Interpreter is responsible for welcoming and helping people who speak the same language.

    12. The Advisors are chosen by the Councillors from amongst the citizens who don't already have a position in the government to advise the Council on regional affairs.

      A. There is no limit on the amount of Advisors a Councillor can have.
      B. Each Councillor can appoint one of their Advisors to be their Vice Councillor. A Vice Councillor is in no way different from any other Advisor except that they are allowed to temporarily take over the responsibilities and authorities of the Councillor they advice, in case that Councillor has either said to be unable, or is unable to function due to absence, illness, or any other reason for inability to function.

    13. The purpose of the region's World Assembly Delegate, and rules surrounding the Delegacy, are as follows:

      A. All members of the World Assembly, including the WA Delegate, are free to propose, support, and vote on resolutions however they see fit. The Delegate shall represent the region's views in the WA by approving proposals that there's a great amount of support for.
      B. Residents may ask the Delegate, preferably via telegram, to vote for or against a proposed resolution, or to put the issue to a poll.
      C. The Delegate may make a poll asking citizens whether or not they agree with a proposed resolution if that proposal is of importance to the citizens, or if the delegate deems it otherwise necessary to do so. The Delegate must vote according to the poll's results.
      D. The Delegate's responsibility is to ensure that that the region is safe from outside agents and will work with the Councillor for Defence to inspect resident WA members to make sure that they don't go over the endorsement cap.
      E. It is the duty of all WA nations to endorse the delegate, thus ensuring the stability of our region.
      F. No citizen should seek more than 25% of all possible endorsements within the region, unless they are an elected Councillor - who may seek a maximum of 50% of all possible endorsements - or the President - who may seek a maximum of 75% of all possible endorsements.
      G. No citizen may endorse another citizen who already has achieved or passed their endorsement limit.
      H. If a citizen finds themselves with more endorsements than their limit, they must take action to get rid of them. If they cannot, the offending endorsees may face punishment from the Council.
      I. A Delegate may only be selected by the Worker's Council from its members, and must have been in the region for at least six months.
      J. To appoint a Delegate, the entire Council must vote on the matter. They may vote for any member they see fit provided that they meet the above criteria. The member with the most votes is appointed to the position.
      K. A Delegacy term is indefinite; the Delegate position may only be changed if the Council feels that the current Delegate is doing a bad job. The Delegate may keep their post even if they lose their position on the Worker's Council.

Section III - The Legislative Power

    1. Legislative proposals can be made by the President and any Councillor.

      A. Proposals written or approved by the President can be submitted to the people.
      B. Proposals not approved by the President can be submitted to the people if at least five of the six Councillors approve.

    2. Once a proposal has been approved, a poll must be created by the President or a Councillor so that the people may democratically vote on the proposal.

    3. Each citizen has one vote, and every citizen has the right to vote.

      A. They are allowed to vote with either their main nation or one of their puppets, provided they only cast one vote in total.
      B. If a citizen controlling multiple nations uses those nations to vote multiple times in the same poll, all his or her votes in said poll will be counted as blank. This practice is also considered a crime.

    4. Voting is not compulsory.

    5. The duration of the poll must be adapted to the importance of the legislation by the President or Councillor who made the poll.

    6. Polls made by someone other the President or a member of the Worker's Council are unofficial.

    7. Each citizen has the right to propose legislative changes, including the changing, adding or removing of legislation, to the President or any member of the Council.

      A. The President or Council must approve it before a vote can be held on whether or not the change is applied.
      B. If the President and Council disapprove of the proposal, they can be bypassed by a referendum.

    8. Each citizen has the right to call for a referendum on any law or article. A referendum will include a vote for all citizens on whether or not they allow changes to that article or law, and if they allow that, a second vote for all citizens on the new proposal.

    9. Votes of citizens who joined the region less than seven days prior to the start of a legislative or elective poll will be considered blank in said poll in order to prevent cheating.

Section IV - The Judicial Power

    1. Any member of the LCRUA can accuse any other other member of violating the law. The Councillor for Legislation will then investigate whether the accusation is indeed correct.

    2. If the accusation is deemed correct, a public vote will be held on the punishment. Every member of the LCRUA, including the accused, has the right to vote on this. Possible punishments can be found in the guidelines, but are not limited to the ones mentioned there.

    3. The President and Councillor for Defence have the right to ban a member from the LCRUA, regardless of public opinion, if that member has effectively crossed the law on more than three occasions, and if five of the six Councillors agree.

    4. A ban can be repealed by a public referendum. Any citizen has the right to ask for such a referendum. If the people repealed that ban, the banned will be put back on the members list, and can be allowed back into the region. However, the Council still reserves the right to keep the previously banned member out of the region. A previously banned member has the same rights as any other member, and will be judged the same. The member's previous crimes are not void, however.

Section V - Guidelines

    1. The following rules are in place regarding the establishment of embassies:

      A. Embassies are not to be established with dedicated raider regions.
      B. Embassies with defender regions are permissible.
      C. Before establishing embassies with any region, they must be investigated thoroughly.
      D. Embassies with peaceful regions are to be encouraged.
      E. Embassies are not to be established with fascist regions unless said regions abide by the criteria below.

    2. The following rules are in place regarding embassies with fascist regions:

      A. The region in question must not tolerate racist remarks.
      B. The region in question must respect basic human rights.
      C. The region in question must not support the Nazis.
      D. The region in question should respect the ideologies of others.
      E. The region in question should strive for peace.

    3. The following punishments are recommended for those who violate the law:

      A. For a first offense, the accused is to receive a stern warning from the Councillor for Legislation.
      B. For a second offense, there is to be a regional vote on condemning the accused. Condemnations become void after two months of remaining on the right side of the law.
      C. For a third offense, there is to be a regional vote on banning the accused.
      D. For any further offenses, the accused is to be banned without public trial.
