Government Structure

The Government of the Metarchian Empire is divided into twelve Departments, with each department overseen by a secretary. But since each tallest has command over 1/12 of the entire empire there is a lot of duplication of effort, since each tallest commands their own twelve departments due to...very important and complicated reasons known only to the Council of the Tallest. So in reality there are twelve of each department, for a total of 144 departments, with only twelve actual department names. And to make it worse, each department is divided into agencies, twelve agencies per department, 144 agencies per tallest for a grand total of 1728 agencies. Yes. it's awful, isn't it?

I'll list the Departments here, as for the agencies...well use your imagination, I don't have the time.
