His Imperial Majesty Emperor Thales XIII, born Thales Sanford Kylian on 15 February 1997, ascended the throne on 14 July 2012 upon the death of his father, the late Emperor Thales XII, at the age of 15, becoming the youngest reigning Emperor in the history of the nation and the 18th monarch from the House of Thales. The Grand Duchy of Alephescia recognises the reigning monarch of Imperial Royal Union as its head of state (Grand Duke of Alephescia), and as such the Emperor is also the ex officio Co-Prince of Altessa by virtue of being the Grand Duke of Alephescia.

HIM Privy Council
The HIM Privy Council is a council appointed at the sole discretion of the Emperor. It meets to discuss matters of the state at the highest level before delegating responsibilities to the rest of the government. Members of the HIM Privy Council are the Lord Superiors of the Great Lords of the State. The five other Lord Superiors, the Lord Grand Chambrier (HIM Principal Private Secretary), Lord High Justice (First Chief Justice), Lord High Commander (Chief of Combined Armed Forces), Lord High Steward (Head of the Household) and the Lord High Protector (Commander of the Household Guards) are not part of the HIM Privy Council.

HIM Special Branch
The HIM Special Inspectorate is responsible for the protection and the security of the Emperor and the Royal Family, inclusive of the political, economic, social and identity security of the Emperor. Apart from its protective responsibilities, it is also responsible for supervising and inspecting all government departments and ensuring that the government is clean, transparent and accountable to the Emperor at all levels. The power and authority of the Inspectorate is unrivalled by the police and intelligence forces combined, owing to the nature of its authority derived from the Emperor. It is considered the paramilitary arm of the Emperor's personal guard, with the Household Guards being the military arm of the Emperor's personal guard, responsible for the protection of royal residences and the garrison in Port Imperial.


Grande Palais Secretariat
Running parallel to the advisory functions of the HIM Privy Council is the Grande Palais Secretariat. It is directed by the HIM Principal Private Secretary, His Highness Nichols Limatt. It is responsible for welfare and assistance of the Sovereign in his administrative and ceremonial duties, as well as the management of the Household.

Key Events
Coup d'etat 1840, 18 June 1840
Aldrin II took advantage of Thales VII's frequent absence from the capital to consolidate power. Due to the warring situation on the frontline where as a militarist and tactician, Thales VII's presence was required. When Thales VII returned after a year's absence, Aldrin II's ministers forced the house arrest of Thales VII.

Coup d'etat 1842, 15 March 1842
Aldrin II neglected to fully incapacitate Thales VII's supporters. With help from their sister Rothsanna I, who was 14 years younger than Aldrin II, Thales VII was freed from house arrest and with further support from his compatriots in the military, seized the capital and had Aldrin II placed under house arrest under heavy guards.

Chateau Malhensborg Incident, 14 July 1852
Unlike Thales VII, Aldrin II had much popular support from the lower classes. He was sprung out of house arrest and with his co-conspirators prepared for an armed rebellion. He held Rothsanna I hostage on her way to the Chateau Malhensborg, the summer residence of Thales VII, and after entering the compound a deadly massacre occurred in which Thales VII was killed. Fighting continued for 5 hours before Aldrin II surrendered. Aldrin II remained Emperor, but only in name, while Thales VII's ministers continued to act as regents. In 1853 Rothsanna I forced his suicide and with his death claimed the throne as Empress on September 11.

July 4 Insurgency, 4 July 1881
A year after Rothsanna I's death, insurgents faithful to disgraced Aldrin II attempted to seize power to install a new ruler in defiance of Rothsanna I and her legacy. The insurgency was detected early by Lord Anctilliane, commander of the Royal Household Guards. His troops, under orders of Thales VIII who was determined to continue his aunt's legacy, intercepted the first wave of insurgents at the Solstice Palace gates. The ensuing battle was bloody, and even Lord Anctilliane himself had to personally bring in cannon and join the battle on foot. 257 guardsmen were killed, another 1,362 injured, along with more than 12,000 armed insurgents. The guards were subsequently renamed the Royal Anctilliane Guards in honour of Lord Anctilliane's bravery and July 4 declared as a day of national mourning.

Solstice Palace Incident, 22 January 1897
Aldrin III had full control of the military as Imperial Marshall d'Royale, a post in which his father had created for his military genius. 10 years after Thales IX ascended the throne, Aldrin had the palace guards overwhelmed with an entire army situated in Port Imperial. Fearing bloodshed, Thales IX surrendered and was put under house arrest. Some of Thales IX's generals were even poisoned to prevent reinforcement troops from reaching the palace. The Solstice Palace then remained as the "Palace for House Arrests" when Aldrin III immediately switched his official residence to the newly completed Grande Palais.

Coup d'etat 1900, 1 November 1900
Thales IX while under house arrest masterminded the greatest coup in the entire history of the nation. Using the civilian population and the consuls who still remained loyal, he had several of Aldrin III's most able ministers impeached while instigating civilian unrest. Left with only military power, Aldrin III committed most of his troops fighting civilian insurgents, which were often exhausting and time-consuming. With Aldrin III distracted, Thales IX regrouped the government and using political manipulation, freed himself from house arrest while having the consuls devolve powers from the military, including the palace guard. With Aldrin III disorganised and exhausted, Thales IX orchestrated the death (assassination) of Aldrin III as a natural occurrence and the government overnight had smoothly transited back to the situation 3 years ago without any hiccup.

Beauharnais Gardens Incident, 31 October 1903
Thales X during his ascension was highly unwilling. During his reign he had bankrupted the nation and there was much unrest amongst the government. In his trip to the Beauharnais Gardens, his spies had uncovered a plot by Rothsanna II to overthrow him. When the troops came for Thales X, he had fled and escaped the city. His entourage was massacred publicly without any objection. His death was unreported, only to be found that a year after the incident, the ship he was on was sunk by multiple ironclads from the Greater Imperial Navy fearing it was a pirate ship. Much of Thales X's remaining compatriots and government officers were executed or tortured and exiled. The incident was the last bloody transfer of power in the nation.

July Regency, 14 July 2012 – 16 July 2012
Prior to the death of Thales XII, a power vacuum had formed owing to the unpopular then Premier Jack Eason Granwick dissolving the Estates-General without royal assent and inefficiencies of the bureaucracy that had been exposed as a result of a temporarily incapacitated Thales XII (fever). A power struggle ensued between the consuls (a group of senior advisors to the Emperor) and Princess Rothsanna, younger sister of the Emperor and consort of Prince Gabriel of the Recon Empire. In a series of political manoeuvres before and after the death of Thales XII (suffering both a heart attack and a stroke), the Princess declared regency over Thales XIII prior to his coronation and sidelined the consuls. In multiple challenges against the Supreme Court and other state institutions, the Princess attempted to usurp the throne with threats to Thales XIII. In a surprising twist of events, Thales XIII unexpectedly mobilised the ceremonial Household Guards, and successfully forced the Princess to back down. The Princess voluntarily exiled herself to the Recon Empire following the incident. The incident also highlighted the weaknesses of the administration of Thales XII, which was massively reformed into today's current system.
