Vancouvian Foreign Affairs and Policy
This dispatch discloses the stances of the Vancouvian Congress towards other nations in The Western Isles and outlines Vancouvian foreign policy.
Background
Vancouvia is a pseudo-republic, with a small Congress of Senators who serve a variety of governmental functions. Vancouvia is adamantly capitalist, almost completely laissez-faire with very few business regulations or taxation. Our government primarily influences our citizens through the use of financial incentives. We are interventionist, strongly patriotic, and socially progressive.

Information Program
Vancouvia's informational program serves as a prerequisite for any concrete moves towards positive diplomatic relations. It is recommended that all nations that wish to engage in diplomacy with Vancouvia declare so through this process.
Vancouvia's Current Major Diplomatic Engagements, in order of importance
The Vancouvian Alliance of Cooperation, Efficiency, and Stability (VACES) - We hold our VACES alliances(s) as the top priority, as they are crafted to most effectively suit our needs and goals. These bilateral alliances are entered into when it is clear that our interests significantly overlap with the other signatory.
The Argean Rapid Response Force (ARRF) - Both Noronica and Ostehaar are close, long-lasting allies that we share a common history with. We view ARRF as the most preferential alliance to call upon, if need be.
The Coalition of Free Nations (COFN / The Coalition) - As a founding member of the Coalition, we view it as a collection of nations that we can trust and work with in the future. Many of these nations make up our closest allies and trade partners, or nations we wish to work with more closely.
The Vancouvia-Covonant Cooperative Accord (VCCA) - Although Covonant shares our sense of morality and matches us militarily and economically, it is clear that this agreement is more mutually beneficial than collaborative. Covonant's distance and better use as an ally rather than a rival serves to cement a friendship, however hollow.
Eterna-Argean Friendship Accords (EAFA) - We view the Accords as a stepping stone towards future greater beneficial relationships with our neighbors, and therefore we are unlikely to act in hostility towards any of the signatories without significant justification.
The League of the Western Isles - The League is a necessary organization that we do not hold much faith in. Despite supplementing its existence during the I.D. crisis, we would not be regretful were it to collapse and give birth to a more structured replacement.
Stances
Ally ~ Vancouvia deems this nation to be a steadfast, reliable, and proven ally. Vancouvia most likely has a variety of economic, political, and military deals with this nation. A history of cooperation exists and will likely continue to exist in the future. Vancouvia trusts this nation implicitly, feels a duty to protect them, and will take their wishes into consideration when engaging in international affairs.
Enthusiastic ~ Vancouvia deems this nation to have similar interests and goals, and most likely will seek or has sought mutually-beneficial agreements to further increase relations. A degree of trust and cooperation is present.
Friendly ~ Vancouvia deems this nation to be of value to Vancouvian interests and has most likely worked or will work to establish active trade and/or an alliance.
Indifferent ~ Vancouvia deems any kind of relations with this nation to currently be either insignificant or unlikely, perhaps due to too little information concerning the nation, or too little basis upon which to gauge their intentions.
Cautious ~ Vancouvia deems this nation to have a medium to high probability of operating opposed to Vancouvian interests in the future, but the relationship may still be saved. The nation likely has a governmental or economic structure that is vastly different from Vancouvia's.
Cold ~ Vancouvia deems this nation to possibly be a rival in the near future, but has not yet begun to actively act against the nation. Diplomacy is most likely limited or veiled in an effort to not reveal Vancouvia's full hand.
Rival ~ Vancouvia deems this nation to be either an economic, political, or military rival and seeks to limit their influence at all costs. Threats of violence may be commonplace, and war may be on the near horizon. Propaganda against the nation may be utilized, and the nation's embassy may be revoked in extreme circumstances.
