Further Amendments to Aipotu Ruo's Constitution

Preamble

While great degrees of progress have been made in changing the political system of Aipotu Ruo for the better, there is still work left to be done, and in writing this document, we intend to do some of that work. Various problems have appeared with the current system of Aipotu Ruo's governance, on both large and small scales, and we hope to find solutions to those problems with this.

Amendment XII: International Diplomacy

In our previous system, the entire House of Representatives of Aipotu Ruo took the role of designing treaties and negotiating with other nations. While the House of Representatives was found to be very skilled at doing this, handling both Aipotu Ruo's internal affairs with legislation and external ones with treaties proved somewhat difficult, and many times, laws were unable to be made due to too many Representatives being away to work on treaties, and vice versa. This amendment hereby establishes a separate, though still accountable to the House of Representatives, diplomatic offices, which will be headed by a Chancellor of Diplomatic Relations and Ambassador from Aipotu Ruo to the World Assembly, who will be elected by popular vote. The Chancellor will also take the role of ceremonial head of state of Aipotu Ruo. All other people in the Aipotu Ruo Diplomatic Offices will be there simply by choosing to work there, though specific ambassadors to other nations will be selected by the House of Representatives.

Amendment XIII: Isonomiana

Aipotu Ruo's capital city, Isonomiana, was previously put into a deliberately unclear status, that of being simultaneously part of all provinces and none of them. This unclear status brought about difficulties, such a determining whether or not a crime committed in Isonomiana would be thought of as having been committed in all of the provinces or not. To solve this problem, we hereby do away with the previous description of Isonomiana and give it the specific status of the Municipality of Isonomiana, which is not a province in of its own right but is also not part of any province, and gives the city and surrounding island its own elected, municipal government to create laws on local issues.

Amendment XIV: A Partial Repeal of Amendment III

Amendment III to Aipotu Ruo's Constitution made it so that the universities in Aipotu Ruo would all become part of the public educations system, a move that has enabled many who wished to go to college and has widely proved to be helpful. However, the third amendment also enforced a system of absolute specialization upon each college, which has become troublesome, as students with interests in multiple subjects are forced to either choose between different parts of themselves or travel across all of Aipotu Ruo daily in order to get to some of their classes at different universities. This new amendment therefore desegregates the different academic fields, so that each university may have classes on any subject that the faculty view to be worthy of getting taught.

Amendment XV: Provincial Constitutions

While each province has an agreed upon system of government, there are no official documents which give those specific governments any more legitimacy than any other sort of government which might arise in the provinces. This amendments hereby makes it so that each province, and the Municipality of Isonomiana, has the right to write out its own constitution, so long as nothing in those constitutions directly contradicts the national constitution.

Amendment XVI: The Writing of New Amendments

To prevent the list of Amendments to Aipotu Ruo's Constitution from becoming too long, this amendment hereby declares that rather than being given their own documents, all new amendments shall simply be added to this list, as a measure to save space, and prevent our constitutional amendments from getting too out of hand.

Conclusion

These are all ideas for improvements which we, the humans who inhabit Aipotu Ruo, have agreed upon as being necessary to implement, as shown by our voting for these to become part of Aipotu Ruo's Consitution. Any or all of these Amendments may be repealed or changed through future amendments, as the progression of Aipotu Ruo continues.
