Governing Charter of The Source

Preamble

We, the Faithful Few, establish the The Dominion of The Source of All Things to act as witness, jury, and executioner across all time and space regarding matters of The Source for all eternity. May The Dominion and its successors be forever resilient as we commit ourselves to these articles of governance.

Article I – Structure

0. The Founder

The Founder is the non-executive, ceremonial title given to the first citizen of the Source and cannot be succeeded. This title bears no authority in any and all matters and merely confers respect to the First to Witness The Source.

The Founder is such named The Source of All Things.

1. The Will of the Source, The End-All Be-All, Head of State

The Will of the Source, The End-All Be-All is the sovereign head of state of the Source and from which all power is derived for the effective running of state. Barring exceptional circumstances, the Will will not serve as the World Assembly Delegate. As the final and absolute authority within the Source, the Will of the Source maintains veto privileges for any and all legal, operational and functional matters. The Will will retain office for life or until abdication, upon which their successor, the Ascendant Nebulae, takes their place among the heavens.

2. The World Assembly Delegate

The World Assembly Delegate is a non-executive, democratically elected position by the citizens and residents of the Source. The Delegate may also hold any of the following positions, but can not simultaneously hold the position of the Will.

3. The Quinstellar Authorities

There are five positions of authority derived from the Will referred to as the Quinstellar Authorities. These positions are permanent and when vacant, the authority returns to the Will where it is executed until another is appointed. The five authorities are:

— The Black Hole: Head of Internal Affairs
— The Supernova: Head of External Affairs
— The Stars: Head of Intelligence
— The Sun: Head of Communications
— The Moon: Head of Security

The Quinstellar Authorities can create, alter, or abolish any office; appoint or dismiss any member of the Source to any office; and delegate power to any office to the extent they deem appropriate. Such offices may, at the Will's discretion, create subordinate positions, delegate power to said positions, and appoint members of the Source to them.

4. The Ascendant Nebulae, The Successor

The Ascendant Nebulae is the titled the Successor to the Will in the event of cessation of existence or abdication of the position. The Nebulae is a non-executive official that assists all other officers. While official successor, the Nebulae can also serve as World Assembly Delegate if chosen.

5. Citizens and Residents

Any nation residing in the Source for more than 14 days are considered to be citizens through residency. Unless an exception is granted by the Government, citizens will be required to maintain membership in the World Assembly and endorse the World Assembly Delegate. In rare circumstances, such as a transition between delegates, citizens will also be expected to endorse the Delegate-Select.

Article II – Legislature

1. The Union

Laws are done through the Union, a unicameral body. All citizens of the Source are members of this chamber and all laws, whether enacted, amended, repealed, or nullified, must receive feedback before it is can proceed for ratification.

The Union is headed by the President of the Union who is elected among the citizens and seats in every chamber. The President also holds the position of the Keeper of the West Wind as a government officer representing the legislature in day-to-day affairs. The Government will maintain a public record all laws and decision made of the Source.

2. Expulsion

Any member of the Union can submit a motion to expel a fellow member for just reason to the Union. For a motion to carry, a supermajority (75% + 1) of the voting members must vote in favour of the expulsion. Expulsion votes will last for 3 days (72 hours) and requires at least 10% +1 of the Union to vote to carry. Before any voting begins, there will be a discussion period of 3 days (72 hours), during which time the Union will discuss the merits of the motion and the member may have the opportunity to defend him or herself.

The Will cannot be expelled from the Source by Union vote. Appeals can be made to the Defender of the Peoples.

Article III – Executive

1. Ministers in Government

The Ministers in Government conduct the day-to-day executive functions of the Source. Elections are held for each office and appointed by the Quinstellar Authorities. From among the Ministers, the Prime Orator, Head of the Executive is chosen to be the head of the government.

2. Enforcement of Laws

It is the responsibility of the Government under the laws of the Source to punish anyone who may be in breach of them. When the Government identifies nefarious actors, it will notify the Union and government officials of affected regions.

Article IV – Judicature

1. Checks and Balances

It is the responsibility of the Judicature to ensure that the laws passed by the Legislature and the actions of the Executive are keeping with standing laws, and if not, provide council to have them rectified. The Judicature is headed by the Defender of the Peoples, Primer Justice of the Source.

2. Appeals

If anyone believes they have been unfairly treated, they can appeal the decision to the Defender. The appeal will be judged by the Defender, and the Moon. All decisions are final.

The Will can pardon any member that is expelled via this process. The will can expel any member without a vote.

Article V – Electoral

1. Continuity

For the effective running of state, there is to be an Electoral Commission to ensure the fair and proper election across all bodies within the Source.

Article VII – Amendments

Any member of the Union can submit a motion to amend the Charter to the Union. Discussion will take place for a period of 5 days (120 hours). For an amendment to be ratified, a supermajority (75% + 1) of the voting members must vote in support of it. Amendment votes will last for 3 days (72 hours). A motion to amend the Charter requires at least 10% +1 of the Union to vote on it to be ratified. Each proposed change to the Charter in an Article VII amendment motion requires a separate vote within the Article VII amendment thread to be ratified.

The Will must consent to all amendments to the Charter. If the Will vetoes an amendment, he or she must publicly explain the reasons for the veto to the Union and the Source at large.
