Any additional offices established by the Government.

The Governor serves as Head of Government and is responsible for the administration, diplomacy, security, and long-term direction of Aurora League.

Government officials shall perform their duties professionally, honestly, impartially, and in the best interests of the region.

Appointments to government positions are made by the Governor unless otherwise specified by this Constitution.

Section 1 – Office of the Governor

The Governor is the elected Head of Government and chief executive of the Aurora League. The Governor shall administer the affairs of the region, safeguard its security, enforce this Constitution, and represent Aurora League in domestic and foreign affairs.

The Governor derives their authority from the democratic will of the member nations and shall exercise all powers in accordance with this Constitution. No authority granted to the Governor shall supersede this Constitution or the democratic rights of the region.

Section 2 – Powers of the Governor

The Governor may:

Appoint, supervise, suspend, and dismiss Ministers and Regional Officers.

Establish, reorganize, or dissolve government departments, ministries, and administrative offices.

Conduct diplomacy and maintain official relations with other regions.

Negotiate treaties, alliances, and embassy agreements.

Issue Executive Directives consistent with this Constitution.

Suspend government officials pending investigation where regional security or integrity may be at risk.

Call elections, referendums, or official regional votes where required.

Appoint temporary officials to vacant offices until a permanent appointment or election is held.

Take lawful executive action necessary for the administration of Aurora League, provided such action does not conflict with this Constitution or powers specifically reserved to elections, referendums, or the Government.

Section 3 – Responsibilities of the Governor

The Governor shall:

Uphold and faithfully enforce this Constitution.

Protect the security, stability, and democratic principles of Aurora League.

Act honestly, fairly, impartially, and in the best interests of the region.

Promote transparency and accountability wherever reasonably possible.

Respect the rights and opinions of all member nations.

Remain reasonably active and capable of fulfilling the duties of office.

Exercise executive authority responsibly and refrain from abusing the powers of the office.

Serve as the primary representative of Aurora League in regional and international affairs.

Section 4 – Constitutional Limitations

The Governor remains subject to this Constitution and the democratic authority of the member nations.

The Governor may not:

Suspend or disregard this Constitution.

Interfere with the lawful conduct of elections or referendums.

Exercise powers not granted by this Constitution.

Use executive authority for personal gain or to unfairly target any nation.

Any action taken by the Governor contrary to this Constitution may be reviewed through the constitutional procedures established elsewhere within this Constitution.

Section 5 – Removal of the Governor

The Governor may be removed from office if they:

Become inactive for an extended period without notice.

Commit serious misconduct.

Abuse the powers granted by this Constitution.

Repeatedly violate this Constitution.

Removal shall require either:

A two-thirds majority vote of the Government, followed by a majority vote in a regional referendum; or

Automatic succession where the Governor resigns or permanently leaves the region.

Upon removal, resignation, or vacancy, the Vice Governor or Successor shall immediately assume the office until a new election is held or for the remainder of the term, as provided by law.

Section 1 – Office of the Vice Governor

The Vice Governor serves as the deputy executive officer of the Aurora League and shall assist the Governor in the administration of the region.

The Vice Governor is appointed by the Governor and serves at the Governor's discretion unless otherwise provided by this Constitution.

Section 2 – Duties of the Vice Governor

The Vice Governor shall:

Assist the Governor in carrying out the responsibilities of the executive office.

Perform any lawful duties delegated by the Governor.

Support the administration, security, diplomacy, and day-to-day operation of Aurora League.

Promote activity, cooperation, and stability within the region.

Section 3 – Acting Governor

Whenever the Governor is temporarily absent, inactive, or otherwise unable to perform the duties of office, the Vice Governor shall serve as Acting Governor and may exercise the powers and responsibilities of the Governor as necessary for the continued administration of Aurora League.

The authority of the Acting Governor shall cease immediately upon the Governor resuming the duties of office, unless the office of Governor has become vacant under this Constitution.

Section 4 – Succession

If the office of Governor becomes vacant through resignation, removal, permanent inactivity, or departure from the region, the Vice Governor shall immediately assume the office of Governor until a new election is held or for the remainder of the term, as provided by law.

To be eligible for appointment or election to any government office, a nation must:

Be a member of the World Assembly (mandatory).

Endorse the Governor while serving in office. (If possible)

Have no history of raiding, griefing, espionage, or hostile gameplay.

Have no serious moderation record or repeated misconduct.

Be an active member of Aurora League.

Demonstrate consistent activity, respectful conduct, reliability, and an ability to work cooperatively with others.

Support and uphold the democratic values of Aurora League.

Not hold a senior government, military, or intelligence position in a region whose interests conflict with Aurora League.

Successfully pass any background or security review conducted by the Governor.

Failure to maintain these standards may result in immediate suspension or removal from office.

1. Any nation wishing to serve in the Government of the Aurora League must submit a formal application.

2. Every applicant must submit a personal statement of at least 200 words addressed to the Governor explaining:

Why they wish to serve in Government.

The experience, qualifications, and skills they possess.

How they intend to contribute to Aurora League.

Why they believe they are a suitable candidate.

3. Applications may be submitted by:

A public Dispatch.

The Regional Message Board (RMB).

Telegram (TG) directly to the Governor if the applicant wishes their application to remain private.

4. Submission of an application does not guarantee appointment.

5. All applications shall be reviewed based upon activity, conduct, qualifications, regional history, security, and the needs of the Government.

6. The Governor reserves the right to request additional information, conduct interviews, or reject any application deemed unsuitable.

7. Appointment to Government is a privilege, not a right.

8. Government appointments shall be made on the basis of merit, activity, qualifications, and the needs of Aurora League rather than favoritism or personal relationships.

All Government Officials shall:

Uphold this Constitution.

Protect the interests, reputation, and security of Aurora League.

Enforce regional laws and policies fairly and consistently.

Remain reasonably active while serving in office.

Maintain confidentiality regarding sensitive governmental matters where appropriate.

Treat every nation with professionalism and respect.

Avoid conflicts of interest.

Refrain from abusing the authority entrusted to them.

Promote cooperation and activity within the region.

Government officials who fail to perform their duties may be suspended or removed by the Governor.

Aurora League maintains a zero-tolerance policy towards raiding, espionage, sabotage, infiltration, and any hostile activity against the region.

Regional security shall always take precedence over individual office or status.

Government officials are expected to report immediately any suspected threat to regional security.

Any official found:

Leaking confidential information.

Assisting hostile regions.

Participating in espionage.

Abusing Government powers.

Acting against the interests of Aurora League.

may be suspended immediately pending investigation.

Where sufficient evidence exists, the Governor may permanently remove any official from office and prohibit future appointments.

Aurora League believes in diplomacy built upon mutual respect, trust, and cooperation. Diplomatic relations are considered a privilege rather than an entitlement.

Embassies may be granted, suspended, or revoked solely at the discretion of the Government.

Section 1 – Eligibility

Regions requesting an embassy must:

Be active and properly maintained.

Respect the sovereignty of Aurora League.

Support peaceful diplomacy.

Have no history of raiding, griefing, organised hostile gameplay, or espionage.

Not promote hate speech, discrimination, fascism, extremism, terrorism, or anti-democratic ideologies.

Not be blacklisted or sanctioned by Aurora League.

Maintain respectful diplomatic relations at all times.

Section 2 – Conduct of Embassy Representatives

Embassy representatives shall:

Conduct themselves professionally.

Respect the Government and laws of Aurora League.

Refrain from interfering in internal affairs.

Not recruit within Aurora League without prior Government approval.

Not spread misinformation or propaganda.

Not gather intelligence using embassy status.

Not attempt to influence elections or internal politics.

Cooperate fully with any request made by the Governor regarding diplomatic matters.

Failure to comply may result in immediate suspension of diplomatic privileges.

Section 3 – Suspension or Closure of Embassies

The Government may immediately suspend or permanently close an embassy where:

The partner region engages in raiding, griefing, espionage, or hostile gameplay.

Diplomatic representatives repeatedly violate the laws or policies of Aurora League.

The partner region promotes fascism, extremism, terrorism, hate speech, or anti-democratic ideologies.

The embassy becomes inactive for an extended period.

Continued diplomatic relations are considered contrary to the security or interests of Aurora League.

The Governor determines that maintaining the embassy presents an unacceptable security or diplomatic risk.

The decision of the Governor regarding the status of any embassy shall be final unless reviewed by a future Government.

1. This Constitution may be amended only with the approval of the Governor and a two-thirds majority of the Government.

2. Amendments affecting the democratic structure of Aurora League, the rights of member nations, or the powers of the Governor shall additionally require approval by a majority of votes cast in a regional referendum.

3. Proposed amendments should be publicly announced and made available for discussion for at least three days before taking effect, except where immediate correction of clerical errors is required.

4. No amendment may abolish the democratic nature of Aurora League or remove the fundamental rights established by this Constitution without approval by referendum.

Every member nation has the right to:

Be treated fairly and respectfully.

Participate in regional discussions and activities.

Vote in elections and referendums where eligible.

Apply for Government office, provided they satisfy all constitutional requirements.

Express opinions and respectfully criticize the Government without fear of retaliation.

Equal treatment under regional rules.

Receive fair disciplinary procedures whenever reasonably possible.

Appeal disciplinary decisions to the Governor or another authority designated by law.

Access publicly available Government decisions and announcements.

Nothing in this Article shall prevent immediate action where necessary to protect regional security.

Every member nation has the responsibility to:

Respect this Constitution.

Follow regional rules.

Help maintain a welcoming and active community.

Respect the authority of the Government while it acts within the powers granted by this Constitution.

Protect the reputation and security of Aurora League.

1. This Constitution is the supreme governing document of the Aurora League.

2. Should any provision of this Constitution become invalid or unenforceable, all remaining provisions shall remain in force.

3. Matters not expressly addressed by this Constitution shall be determined by the Governor in accordance with democratic principles, regional security, and the best interests of Aurora League.

4. By remaining in Aurora League or accepting appointment to Government, every nation agrees to uphold this Constitution and its principles.

Failure to comply with this Constitution may result in warnings, removal from office, ejection, banning, or any other lawful action deemed necessary by the Government.

This Constitution was adopted by the Government of the Aurora League and shall remain in force until amended or replaced in accordance with Article IX.
