To endorse a nation, it is first necessary that the nation you are endorsing is also from WA, otherwise this option will not appear either. 
Your nation must also be a WA nation, otherwise this option will not appear.
If your nation meets the above requirements, a new button at the bottom of the nation will appear.
Now just click this button and... You are finally endorsing a nation! You can endorse as many nations as you like! (mainly the delegate)
