The Commander of the Pemuda Pancasila is the highest-ranking officer in Bineka's military structure. In practice, the presence of the these commanders is limited to the front of the screen. The one in power behind it is still Da'i Bachtiar who was almost killed by his former vice president, Nicolae Carpathia and then faked his death to continue to control the Super Greater Dharmasya universe through the Pemuda Pancasila. Openly in 2110, Khamidullin said that he was a legitimate descendant of Da'i Bachtiar who controlled Commanders before himself. Khamidullin also said that two commanders Clarice Fonk and Teddy Indra were just puppets of Da'i Bachtiar alias Reza Matutina to keep controlling the universe. He also said that the Supreme Commander of the Pemuda Pancasila could only submit to the Commander in practice because Khamidullin's position as Assistance Institution although this institution is not mentioned expressively..
