Overview
Repeal: "Protection of Biomedical Research" targets a repeal of GA#425 for its insistence on testing for sapience, arguing that testing for sapience as such is a test that should not be made.
Recommendation
It is certainly true that tests for sapience should be made more carefully, while it is true that no sapient species should be test on in biomedical research. Additionally, the author of the target, 
Second Sovereignty, is 
sanctioned by The North Pacific as a citizen of and the former First Minister of the Communist Bloc, and we are obligated to vote for a repeal of any of her resolutions.
For this reason, we recommend a vote FOR Repeal: "Protection of Biomedical Research".
