[B]Proposal Overview:[/B]

The resolution seeks to establish the "International Criminal Apprehension Bureau" (ICAB) to enhance cooperation among law enforcement agencies between member nations, focusing on combating transnational and domestic crimes. The ICAB would serve as a central governing body which coordinates international criminal investigations, maintaining a shared database of known criminals and provides expertise, training, and resources to national agencies. The resolution also sets limits on ICAB’s operational scope, respecting national laws, and establishes procedures for events like terrorism or war crimes. Primary funding would come from the WA General Accounting Office, with voluntary contributions from member states being accepted.

[B]Ministry Analysis:[/B]

This resolution establishing the "International Criminal Apprehension Bureau" (ICAB) is overstepping national sovereignty and because of this might create security risks. Mandating exclusive use of ICAB channels (Clause 4) would undermine existing protocols between nations with agreements/partnerships, while requiring nations to share extensive criminal data (Clause 5) might expose sensitive intelligence or info about the nations' Intelligence services . The waiver of visa requirements (Clause 7) restricts the power of border control, and ICAB’s ability to take over investigations threatens local authority. Additionally, the lack of clarity on consent for task force deployments (Clause 8) and potential conflicts with due process (Clause 9) make the proposal overly intrusive. While this is a promising initiative, the current issues give too much power to the ICAB without any correctional body being allocated for the oversight for the ICAB. Therefore the ministry urges a resubmission with revisions to better respect national laws and autonomy, and thus  recommends to vote [B][I]AGAINST[/I][/B] it.
