Griffindor's 25th Fortnightly Update

It has been 16 days since my last Fortnightly Briefing! So, you know what that means...? It's obviously time for another Fortnightly Briefing! There is much to report in this fortnightly briefing, so let's not waste any time! Without further ado...

First: The Assembly has continued its busy streak with several active topics under discussion!
First: Please give a warm congrats Telegram to Esfalsa/Pronoun and Sporaltryus/ProfessorHenn for being confirmed by Assembly to the Council on Regional Security (CRS). Both nominees achieved their appointments by comfortable margins and entered a body that recently lost three members. One was due to resignation/retirement, and the other two were due to loss of citizenship. We wish them the best!
Second: Speaking of the recent CRS confirmations, a contentious issue emerged during the confirmation debate on the internal deliberations of the CRS. A couple of legislators were concerned about the lack of transparency from the CRS regarding seemingly simple questions. At the same time, members of the CRS, namely Kringalia/Kris Kringle, sought to preserve and emphasize the importance and integrity of private internal CRS discussions. This conflict prompted a renewed debate over the Sunshine Act, which periodically mandates the release of non-public information. Many institutions subject to Sunshine releases are not compliant with the act, which spurred the Assembly to debate how to fix and enforce the Act going forward. Stay tuned to see how the Assembly addresses this debate!
Third: Discussion over abolishing the Citizenship Committee as introduced by Roavin saw debate continue. The debate seems to have shifted mostly away from ending the actual committee and toward ending the citizen/legislator distinction. Overall, the opposition toward ending the distinction appears to have won the debate (for now), as discussion on the whole proposal has since stalled. We shall see if the debate resumes!
Fourth: The Chair of the Assembly, Great Lothian/BlockBuster2k43 recently adopted new policies concerning the archival of inactive or passed topics. Further, the Chair also came up with several discretionary edits that have since been implemented. Nothing too crazy!
Fifth: Virifortis/Silva started this term Cabinet Questions off by asking for progress updates. All Cabinet ministers provided briefings and noted what they had done thus far. A few ministers were not as far along in implementation as some legislators would have liked and were asked to provide further information on when they might have some public release.
Sixth: Last in this update (aside from the super secret stuff, of course), the Prime Minister has nominated our favorite slab of concrete, Concrete Slab to the Admiralty, which is the group of people that lead the South Pacific Special Forces in their day-to-day operations. This comes just a couple of months after Concrete Slab's promotion to the Captain rank. In all likelihood, the nomination is expected to pass the Assembly overwhelmingly.
Second: Speaking of the Assembly, we are approaching the end of the Chair of the Assembly's term!
HOLD your horses, kid! There will not be a formal election for this position. At the beginning of this year, the Assembly changed how the Chair was selected. It used to be that the legislators would vote on candidates in elections, but since January, the Chair has been nominated via a resolution that will state how long, up to one year, the term will be. This will mark the first undisputed official time the resolution needs to be adopted, and it is unknown, as of yet, whether the incumbent Chair will seek another term of office. If you are interested in running for the Chair of the Assembly position, you need only be a legislator! Legislators are required to be citizens, so if you have any interest in running, submit your citizenship application now so you have enough time to get it processed by the lazy bureaucrats on the Citizenship Committee!
Third: Please thank Sporaltryus/ProfessorHenn for their year of service on the Coral Guard!
ProfessorHenn cited a lack of time to commit to endotarting (endorsing all other nations and rasing you and their endorsement counts) as the primary factor for their decision. Further, as a high endorsement count is no longer a requirement of CRS membership, the decision will not affect other parts of their duties to the region.
Fourth: While we are on the topic of the Coral Guard... Don't forget to endorse the remaining members of the Coral Guard, as well as me, your most favorite Delegate ever!
No, seriously, I will! I'll snatch back my polls from the Cabinet.

The South Pacific Coral Guard (SPCG) is a group of trusted nations who maintain a high-endorsement count and are one of the most crucial lines of defense against external and internal security threats alongside the Council on Regional Security (CRS).
For the safety and security of our region, we ask that all World Assembly (WA) member nations in the South Pacific endorse the members of the SPCG, as well as the Delegate. There is no requirement to do so but endorsing the SPCG and the Delegate will make those who do a SWAN Knight.

Duties and privileges of the SPCG
Member nations of the SPCG are permitted a higher Endorsement Cap than that provided for the general World Assembly membership. The current endorsement cap for SPCG members is set to be 60 less than the endorsement count of the delegate. (Currently Ebonhand at 555 endorsements)
A member of the CRS will be appointed to act as a liaison for SPCG members and, in times of emergency, SPCG members might be called upon to support or otherwise work with CRS members.
Joining the SPCG
Requirements
In order to become a member of the SPCG, one has to:
Have maintained citizenship for at least six consecutive months prior to the date of their application to the Coral Guard; and
Meet the requirements for influence and endorsements set and published by the Council on Regional Security
Process
Step 1: Ensure that you meet all the requirements listed above.
Step 2: Write up an application which provides:
The name of your WA nation;
Your history in NationStates including any aliases you are using or have previously used; and,
One (or several) paragraphs arguing why the Council should appoint you to this position of high trust.
Step 3: Send your application to a member of the CRS. You can do this by a variety of methods (a telegram, a private message on the forum, or a direct message on Discord).
The CRS will review your application. This can take a number of days to three weeks. The Council will likely have additional questions which they will communicate to you via the method of your application. Following a formal vote within the Council, it will decide whether to appoint you to the Coral Guard and notify the Assembly of its decision.
Please be advised that meeting the requirements does not automatically guarantee that the application will be successful. These mechanical conditions are one of several factors which the Council considers in its determination.

Sixth: The High Court continues to be busy, having decided one case, received another, and continued to deliberate another!
The Court decided [2404.HQ] Constitutionality of the Resolution to Restore Regional Accountability by determining in its opinion that the Resolution to Restore Regional Accountability was not a Bill of Attainder. The Court continues to deliberate [2405.HQ] Constitutionality of the Resolution to Restore Regional Accountability 2, which seeks to determine if the Resolution to Restore Regional Accountability is an Ex Post Facto Law. Lastly, relating to the Sunshine Act discussion I mentioned earlier, Roavin submitted a case known as [2406.HQ] Government Accountability in Sunshine Releases to determine various questions, including the options the Assembly has to get Sunshine records and whether or not past Prime Ministers were legally liable for not releasing topics due for release.
