This proposal requires religious institutions to rework their current safety measures to protect minors from abuse. Key requirements include mandatory background checks, continuous monitoring, staff training on abuse prevention, annual refresher courses, and zero-tolerance policies for abuse. Institutions must also provide clear reporting procedures, regular unannounced inspections, safe facility designs, a strict code of conduct, confidential reporting channels for minors, and support for abuse victims. Guardians must receive regular updates on their kids’ well-being, and all incidents must be securely documented.
