Griffindor's 20th Fortnightly Update

It has been 19 days since my last Fortnightly Briefing! It turns out that moving and starting a new job (in RL) takes up a lot more time and energy away from NationStates than I thought. Now, without further ado, it is time for another fortnightly briefing! The region has seen an uptick in activity since the last Fortnightly Briefing came out, so let's discuss it!

First: The Assembly has seen a flurry of activity following a particularly long absence of consistent activity.
The first item was the nomination of Your Most Benevolent Cakeness to the Citizenship Committee, which is tasked with processing applications for citizenship. The nomination passed with an overwhelming majority. Some controversy was stirred up following the vote as the method of selection of the candidate was contrary to traditional procedure.
The second item of interest in the Assembly is the resuming of discussion on the proposed changes to the World Assembly Act. Further changes to the legislation were minor compared to what I presented in prior briefings, and then the legislation was motioned to a vote. The updated World Assembly Act passed the Assembly and is now law within the region!
The third item of interest is a proposed amendment to the Charter. This amendment seeks to close an apparent loophole in the law that allows members of the Council on Regional Security (CRS) to conduct raids and still remain eligible for the body. This is contrary to the region's tradition over the last several years. Discussion over the scope and definition of such actions are being discussed as we speak. Stay tuned for further updates!
The fourth item of interest is once again the question of who leads the South Pacific Special Forces (SPSF). The proposed amendment seeks to place the Prime Minister within the Board of Admirals instead of commanding outright. This change has once again stoked some divisive debate. Time will tell if this amendment settles the debate once and for all. Stay tuned for further updates!
Ironically enough, the fifth item of interest is a discussion within the Assembly on the decline of activity within the Assembly and region as a whole. The discussion mostly centers around the lack of attention to integration and engagement that existed in years past. The discussion is ongoing and will certainly evolve in the coming days, so stay tuned for any word on this item of interest!
Better yet, you should get involved in the discussion yourself! Apply for citizenship and, after that, legislator status so that you can help shape the future of the region!
Second: Prime Minister PenguinPies is facing some criticism for their apparent "hands off" approach.
It certainly seems that way! However, criticism is a healthy and vital part of democracy, and the South Pacific is all about democracy!
The Prime Minister's critics contend that they have largely been absent from the region and have not actively led their cabinet or coordinated the activities of their ministers. Related but also independent of this is the midterm polling! The midterm polling seeks to determine how the Cabinet as a whole and each minister are viewed. The poll will shed some light on how the region views the term thus far and whether there is any merit to the argument that the Prime Minister is too hands-off for the region's liking. Stay tuned!
Third: Elections for Prime Minister and Delegate are approaching!
Every three months, the Citizens of the region gather to elect a Prime Minister. Every six months, the Citizens (and then members) of the region gather to elect a Delegate.
For Prime Minister, incumbent Prime Minister PenguinPies will determine if they will be running for reelection to a second term. Any other interested citizen must also determine if they have an interest in running for Prime Minister in just a month's time!
For Delegate, any eligible citizen may choose to decide if they would like to run for Delegate! If you are considering running for Delegate, you must meet the eligibility requirements and, most importantly, a high number of endorsements!
Registering for Citizenship is done on our regional forums, and it is best if you do it sooner rather than later since the Citizenship Committee can take some time to process those applications. Don't wind up on the wrong side of the application process because you applied too late!
Fourth: Speaking of elections... Make sure you are endorsing the Delegate (Ebonhand) and Coral Guard members! This will help ensure that everyone is able to get their endorsement counts up!

The South Pacific Coral Guard (SPCG) is a group of trusted nations who maintain a high-endorsement count and are one of the most crucial lines of defense against external and internal security threats alongside the Council on Regional Security (CRS).
For the safety and security of our region, we ask that all World Assembly (WA) member nations in the South Pacific endorse the members of the SPCG, as well as the Delegate. There is no requirement to do so but endorsing the SPCG and the Delegate will make those who do a SWAN Knight.

Duties and privileges of the SPCG
Member nations of the SPCG are permitted a higher Endorsement Cap than that provided for the general World Assembly membership. The current endorsement cap for SPCG members is set to be 60 less than the endorsement count of the delegate. (Currently Ebonhand at 560 endorsements)
A member of the CRS will be appointed to act as a liaison for SPCG members and, in times of emergency, SPCG members might be called upon to support or otherwise work with CRS members.
Joining the SPCG
Requirements
In order to become a member of the SPCG, one has to:
Have maintained citizenship for at least six consecutive months prior to the date of their application to the Coral Guard; and
Meet the requirements for influence and endorsements set and published by the Council on Regional Security
Process
Step 1: Ensure that you meet all the requirements listed above.
Step 2: Write up an application which provides:
The name of your WA nation;
Your history in NationStates including any aliases you are using or have previously used; and,
One (or several) paragraphs arguing why the Council should appoint you to this position of high trust.
Step 3: Send your application to a member of the CRS. You can do this by a variety of methods (a telegram, a private message on the forum, or a direct message on Discord).
The CRS will review your application. This can take a number of days to three weeks. The Council will likely have additional questions which they will communicate to you via the method of your application. Following a formal vote within the Council, it will decide whether to appoint you to the Coral Guard and notify the Assembly of its decision.
Please be advised that meeting the requirements does not automatically guarantee that the application will be successful. These mechanical conditions are one of several factors which the Council considers in its determination.
