OWL recommends voting $FOR$ the at-vote resolution, Repeal "Rights of Sapient Species". The Delegate has been asked to cast their vote accordingly.

The Office's Analysis

This proposal intends to repeal "Rights of Sapient Species", a resolution passed in 2016 to guarantee rights to non-human sophonts across the World Assembly. In general, the repeal makes one argument: that the target is overly vague in terms of defining "mentally ill" and "normal", which are used as qualifiers in various clauses.
We believe the repeal does identify a significant flaw in the target; notably, malicious interpretations of "normal" would allow member nations to make the sapience tests established in the target excessively onerous. Additionally, the target grants sapient rights on a per-individual basis, as opposed to a per-species one; this is problematic as it could allow member nations to discriminate against sapient beings who are not "normal" or have not been individually tested for sapience.

There are some concerns around how this resolution would be replaced; two competing replacements, one by the repeal's author and another by Second Sovereignty, are currently in circulation. Nonetheless, the flaws of the target are sufficient to justify repeal and therefore, the Office of WA Legislation heartily recommends voting FOR the at-vote resolution Repeal "Rights of Sapient Species".
