Kanzlia, formally recognised as Reformed Kanzlian State since the civil war, is an island country on the outskirts of Roses Without Thorns. The country is divided into 7 provinces. Its main island, Kalta, consists of nearly 85% of the country's population whilst the smaller island of Farioli makes up the rest. Its island country status means that Kanzlia shares no land border with any other nation. It is instead bordered with the Northwestern ocean. The Lethinian colony of New Alaie is the nearest country to Kanzlia. Kanzlia does not have an official language, but Kanzlian and Albanish is the most widely used language in the country with most Kanzlians being able to speak both languages.

Kanzlia literally means "Sacred Society" in ancient Kanzlian, a reference to a creation myth of Ancient Kanzlian civilisation. The geographic characteristics of Kanzlia can be described as hilly and forested. Much of Kalta is forested with only the western region of the island being the exception. The dense forests of Kalta perpetuated the growth of the Kanzlian timber industry. Meanwhile the island of Farioli is largely dominated with hilly plains centered around Mt. Vyktoria, a now dormant volcano. For much of Kanzlian history, Szbedansk located on the southernmost point of Kalta, by the Great Kaltan River, served as the economic hub of the island. The Port of Szbedansk is the largest port in the country and itself holds a large shipbuilding industry. The now defunct Szbedansk Shipbuilding Corporation was the largest civilian shipbuilding company in the world.

Kanzlia is currently facing a population crisis due to the recently concluded Kanzlian Civil War. Its population dropped by 12.5% from around 27 million in 2009 to 24 million in 2014. The Kanzlian Civil War casualties were relatively minimal with 500,000 killed but the Diaspora had forced nearly 3 million Kanzlians to flee. Prior to the Kanzlian Civil War, Kanzlia had a large agricultural industry, mainly concentrated on the flatter west. The countrys cold climate had historically forced Kanzlia to import grain to the country; the reliance on imported grain culminated with the grain crisis of the 60s. When Kanzlia was unable to import grain to the country and caused the complete collapse of Kanzlian society, resulting in a famine which killed 10 million Kanzlians. However after the invention of Kanzlian Wheat which is cold-resistant, Kanzlia was able to rely on domestic wheat ever since the 1970s.

Kanzlia had been under a transitional council since the end of the civil war. Kanzlia was initially formed as a constitutional monarchy until the Kanzlian Collapse when a new unitary republic was formed. Kanzlias large primary and secondary sector had influenced Kanzlia as a technological and industry-based economy. It has a long tradition of maritime trade and today it is reflected with the shipbuilding industry.

Etymology

The name Kanzlia could be traced back to the 17th century with its first use in a local prince's logbook. The name Kanzlia has its roots in ancient Kanzlian mythology. It literally translates to Sacred Society in Ancient Kanzlian. This name originates from the creation myth of the Ancient Kanzlian Civilisation.

According to the myth, the cosmic entity which controls reality, called Zed, decided to create humanity with the sole purpose of bringing prosperity amongst each other. Zed created the Earth as their home, the Sun as their light, and the Moon as their night. Zed created all animals and plants for humanity to enjoy themselves. However humanity decided to divide themselves among arbitrary lines and began to destroy each other's work. Zed initially warned them by creating volcanoes, earthquakes, and tsunamis. However humanity continued to prevail and a world-wide war named the War of Destruction erupted amongst the divided world. Zed was enraged as humanity failed their purpose and struck divine punishment on every single human who was corrupted in power and sin. The details of the divine punishment is left vague in the Kanzlian Mythology Sacrament, but nearly all humans were killed as a result. Zed created a new island for humanity to start over and ordered the remaining humans to begin civilisation there. That island is what is now known as Kalta, which means Restart. The first civilisation in Kalta was blessed by Zed and that's how the name Sacred Society, or Kanzlia in Ancient Kanzlian, was born.

History

The Empire of the North entered Kalta and ruled it since 1066. The expansion of Szbedansk which culminated in the port city into a major trading hub in the North and in the empire led to massive prosperity to the island. Kalta was so immensely prosperous that even the Emperor of the North expressed jealousy at the prosperity of Kalta that in 1112, Szbedansk was razed out of spite in the hopes that the major trading hub would shift to the Empire's capital. However the economic collapse of the Empire as a result of the loss of a trading hub on the north proved to the Empire that Szbedansk is best not to mess with. Szbedansk was rebuilt in 3 years and its status as a major trading hub was restored. Throughout centuries, the prosperity of Kalta was taxed heavily by the Empire to which Kanzlians had never once complained (as long as grain continued to be imported for cheap) about it. Eventually Kalta and the Empire sort of developed into a mutually beneficial relationship where the Empire provides Kalta with cheap grain and the Empire receives taxes from Kalta. As a result the Empire left Kalta with their own matters granting them a huge amount of autonomy.

In the early 17th century, the Empire of the North faced increasing internal turmoil and dwindling resources. Its economy was failing even with increasing taxes to Kalta. As a result the hegemony of power continued to shift to Kalta where through the bureaucratic navigation of the Szbedansk nobility was able to continue exerting control to the Empire of the North. The nobility of the Empire became afraid of economic repercussions if they messed with their counterparts in Kalta. When the Empire was at the brink of collapse on May 9th 1637, Kalta informed the Empire that the new Kingdom of Kanzlia would secede, the Empire of the North actually accepted and wished them well. Shortly thereafter the Empire collapsed. The Szbedansk Royal Family became the ruling monarchy and in 1711 relinquished much of their political power to the Kanzlian Parliament. Effectively turning the country to a constitutional monarchy.

In 1816 the Kingdom of Kanzlia locked horns with the neighboring Kingdom of Sybersyn over the control of Cape Azouin. The war was a culmination over years and years of heightened diplomatic tension and finally broke on December 5th, 1812 when Kanzlian firefighters refused to salvage the burning manor of a Sybersyn lord. That lord just happens to be friends with the King of Sybersyn, King Letov II. This is a popular myth regarding the cause of the Kanzlian-Sybersyn War and has birthed the misnomer name for the war, the Manor War. The real cause of the war stemmed from the suspicious death of King Letov II's niece, Prince Alexei Letov.

The war was entirely fought on Cape Azouin and was notable for the rise of Kanzlia's greatest admiral, Michiel de Wijter. During the First Battle of Cape Azouin the then Lieutenant de Wijter rescued Admiral Peter Sierhuis from total destruction after his fleet was caught entrapped by the Sybersyn Admiral of Jan Wylkesth. De Wijter's rise would only continue and subsequently took command of the Navy after Peter Sierhuis resigned due to ill health. Michiel de Wijter employed hit-and-run tactics to slowly erode Sybersyns naval strength as Sybersyn boasts a larger navy. By 1819 Sybersyn lost nearly 30 ships compared to Kanzlia's 3. Sybersyn shipyards were also destroyed by Kanzlian agents, thus preventing Sybersyn from adequately replacing their losses.

On May 5th 1820 Michiel de Wijter successfully provoked the Sybersyn navy to a large battle. The Second Battle of Cape Azouin broke out just before sunset. Michiel de Wijters and Banckerts force of just 30 vessels managed to defeat Sybersyn's force of nearly 50. De Wijter lost 8 ships compared to Sybersyns 19. The next day Michiel de Wijter and Resselier launched an unauthorised raid on Sybersyn capital city of Syber where a further 20 ships were sunk compared to his losses of 3. This sparked a crisis back home where Kanzlian Prime Minister Crysencio te'Kotr dismissed Michiel de Wijter and after the intervention from the King got Michiel de Wijter promoted to Admiral of the State (highest rank in the Navy). The war was officially concluded with the Treaty of Kotr.

The cold climate of Kanzlia had historically forced Kanzlia to rely on imported grain to feed its population. However for most of its history Kanzlia had never encountered a problem with that reliance, being able to continuously import grain to the country through economic relations with other countries. However this reliance on imported goods turns out was only held by a thin string and could collapse at any moment. That collapse occurred in the 60s which is now known as the Kanzlian Collapse.

The exact cause of the collapse is still a subject of debate among historians. Events such as the harsh winter of Boxing Day 1960 is usually referred to as the start date of the Kanzlian Collapse. But prior events such as the breakdown of trading relations with neighbouring countries and the Szbedansk shipyard fire which brought the shipbuilding industry to a halt, are also contributing factors. Regardless, a culmination of events spiralled into the complete collapse of the flow of grain to Kanzlia. At this time, the national reserve of grain was disbanded earlier in 1951, which meant Kanzlia could not sustain its population when no grain was entering the country. A nationwide famine was exacerbated with the lack of policy to combat famine by the government. By the time the first grain export arrived in March 1962, an estimated 10 million Kanzlians had starved to death, with nearly all of them in Kalta. It was in March 1962 which many historians consider the end of the Kanzlian Collapse. The Szbedansk Royal Family abdicated on January 4th 1961 as they sold nearly all of their property to raise funds for the first grain export.

On December 12th 1962 the Republic of Kanzlia was declared as a successor to the Kingdom of Kanzlia. It was declared in Szbedansk to an audience of nearly 200,000. In the 1970s the Kanzlian Agricultural Institute successfully developed Kanzlian Wheat. This strain was revolutionary, as it possessed the resistance to cold temperatures and matured at an accelerated rate. Its only downside was its water-hungry and susceptible to polluted water. However it was perfect for the Kanzlian climate and an economic shift in the 70s expanded the Kanzlian agricultural sector massively. The size of which allowed Kanzlia to be self-sufficient and the last grain imported was on June 19th 1979.

The presidency of Jacob Hretsk from the year 2000 saw a remarkable development in infrastructure improvement. Most notably the Szbedansk-Kotr High Speed Rail was completed under his rule. However the immense cost of his infrastructure project put the country into a lot of debt. In an effort to restructure the country's finances, in 2008 President Hretsk opted to cut funding to several sectors. This includes the Ministry of Religion, Ministry of Fisheries, the Police, and notably the Armed Forces. The slash in funding affected all branches of the Armed Forces, with the Army taking a large hit with 10% of their budget gone. The Army was furious at the decision and began to accuse the president of corruption and nepotism. The commander of the Kanzlian army, under General Brendann Wiel, personally funded a public smear campaign of President Hretsk and also funded his electoral rival, Major-General Marc Letos. When Marc Letos was found guilty of murdering his wife in 2009 a further investigation uncovered General Brendann Wiel's funding destinations. As a result he was also arrested. The rest of the army staff was furious and in a desperate attempt to contest Wiel's arrest on September 1st 2010, launched a rescue operation of General Wiel's prison escort vehicle. However that rescue attempt failed and in a panic the army staff ordered their troops to occupy the Szbedansk Parliamentary Building. However they met heavy resistance from Kanzlian Police and Kanzlian Marines stationed in the city. The army would then declare a new government the following day.

The Kanzlian Civil War progressed slowly. The Kanzlian Navy and Air Force became the primary adversary to the rebelling army. The forces fighting against the Army became known as Government Forces. Unfortunately for the Kanzlian Army, the Navy and Air Force held much of the larger cities in the country, meaning that the Army had to resort to guerilla fighting in the forested regions of Eastern Kanzlia. As a result the civil war was slow as most of the actions were no larger than skirmishes. The Army did have an advantage by fighting in the forest, which the Air Force was not allowed to bomb in any circumstance. Meaning much of the work was given to the highly professional Kanzlian Marines and Navy Special Forces. This constant skirmishes and battling in the forest prolonged the civil war and it was only until December 31st 2013 when the Army launched an offensive at Port Montgomery. The Army failed to take the city and suffered heavy losses. With depleted resources the Army began to lose ground and after the Air Force was permitted to launch bombing raids on known Army strongholds, the Army suffered further heavy losses. On May 5th 2014 both sides agreed to a ceasefire and by June 1st the Army surrendered.

Just a day before the Army's attack on Port Montgomery, the previous government under Hretsk was dissolved due to his presidential limit already exceeding legal limits. In its place the Navy under Admiral Resov established the Transitional Council for the Reformation of Kanzlia (TCRK) as a transitional government. The TCRK dissolved the Republic of Kanzlia and formed the Reformed State of Kanzlia. Currently the government is still suspended with the Navy under Admiral Resov with the TCRK running the country. Elections are expected to take place later in June 2014.

On the 10th of June the Technoratic Empire of Querteria sent an ultimatum towards the Kanzlian Government and subsequently kicked off the Kanzlian-Querterian War 3 days later. The Kelbanian Empire would join on the Kanzlian side and later on Brasienburg and Carahue. The war culminated in a nuclear attack to Kanzlia, Brasienburg, Carahue, and Kelban Island where Kanzlian casualties is estimated to reach 300,000.

The Kanzlian Armed Forces is largely known for the Kanzlian Navy, which historically is the most influential component of the armed forces. While its navy is powerful, it is strictly a coastal defence and regional waters navy, solely focused on defensive operations. Therefore, the Kanzlian Navy does not currently have a vessel capable of travelling long distances.

As of recently the Kanzlian Army was disbanded following their defeat in the Kanzlian Civil War. Beforehand, the Kanzlian Army was a small professional force. Whilst the Kanzlian Air Force is a modest force, notably possessing a largely interceptor-based arsenal.

Kanzlia also possess the largest integrated air defence system in Roses Without Thorns with 12 different major sites. It consists of advanced radar networks monitoring 24/7 capable of long-range detection, early warning capabilities, and high-precision tracking. It also integrates a vast network of air defence systems including stationary and movile surface-to-air missile systems capable of short range point defence to long-range interception.

Economy

Since the 17th century, shipbuilding, trade, and banking have been the leading sectors of the Kanzlian economy. It's economy, prior to the civil war, was highly competitive; regularly recording 10% GDP growth per year. Today the largest sector largely consists of the secondary sector with the maritime industry being the crown jewel of the Kanzlian economy. A long history as a trading hub and a skilled seafaring population had culminated in a long legacy of shipbuilding. Their marine engineering expertise also plays a large role.

Kanzlia, especially on the eastern half of Kalta, holds large natural gas fields with an estimated 2 billion cubic metres of recoverable natural gas. The Azuin sea itself holds nearly 200 million barrels worth of recoverable oil. However the most important oilfield is the Fariolian oil field, which is estimated to hold 250 million barrels worth of recoverable oil. Kanzlian oil extraction is still relatively underdeveloped with only 50,000 barrels extracted every day. As of recently Kanzlia is only concerned with securing access to the oil fields. The steel industry is also one of the largest as Northern Kalta holds a large iron ore reserve. Steel production accounts for nearly 40% of all secondary sector work.

Prior to the civil war in 2009, the key trading partners were nearby nations such as Lethinia, Brasienburg, Abarc, and Carahue. The largest companies in Kanzlia include shipbuilding conglomerates Szbedansk Shipbuilding Corporation and Centraal Shipyards, financial institutions ABNK and Centraalbank, maritime engineering firm Hollowpoint, industrial conglomerates VAT and Tergtheim Industries, and steel manufacturer Farioli Steel and Kalta Steel.

Kanzlia's main export largely consists of manufactured goods, from vehicle parts to tractors to airframes and to cruise liners. Kanzlia's Szbedansk Reformation Corporation (the successor to Szbedansk Shipbuilding Corporation) alone accounts for 1% of all exports in terms of revenue. The export of ships accounts for 7% of the country's export in revenue. The second largest, steel, accounts for 5.1% followed by wheat at 4.9%.

Recently the Kanzlian Corporations Act had been passed which allows certain Kanzlian Corporations such as VAT, Centraal and Szbedansk Reformation Corporation to operate territories outside of Kanzlian borders. The Kanzlian-Querterian war has sped up the colony project and the Szbedansk based corporations (VAT and Szbedansk Reformation Corporation) formed the United Szbedansk Trust whilst Kotr based corporations (Centraal and Kalta Steel) formed a similar trust in the name of Kotr Trust. The United Szbedansk Trust would form a corporate-colony of West Serentia, named after the historic region of Serentia which Szbedansk was the westernmost city. Whilst the Kotr Trust would form a similar corporate-colony of East Serentia.

As of the Kanzlian Corporations Act both West and East Serentia are fully self-governing nations but foreign and diplomatic ties is entirely handled by Kanzlia. They are legally known as seperate countries from Kanzlia proper but still part of the country and under the reformed state.

The dissolution of the Republic also meant the restart of diplomatic relations of Kanzlia. Kanzlia had received reconstruction funds worth 120 million Gelders from Plajevo and as of recently concluded an Arms deal worth nearly 10 billion Gelders with Brasienburg. Notably the Kraken-class frigates KNS Charybdis and KNS Leviathan is transferred to Brasienburg as part of the deal.

Kanzlia is also a member of the GCN and the Talcaraiso Pact.
