It shall secure the rights of each nation member, the regional safety, peace, and upholding of the democratic ideals, all of which therein, are crucial for constructing a perfect democracy. [/box] [box][center][font=georgia][size=120][b]Definition of Terms[/b][/size][/center][/font] [list][*]Region: it is a group of nations that shares common goals and that contains a unique culture on its own [*]Alliance/Pact: it is a group of regions coming together for a particular purpose [*]Member Nation/s: it is a nation that joined the region [*]Policies, Legislations, and Resolutions: they are laws that is applied within the region[/list] [/box] [box][center][font=georgia][size=120][b]The Region[/b][/size][/center][/font] This is a democratic region inviting all players not just from south east asia but also from all around the world and beyond. The region aims to achieve peace and safety through collective determination, build a democratic government, and enforce law and order with a pursuit of recognizing the basic human rights and the sovereignty of each member nation. [/box] [box][center][font=georgia][size=120][b]The Government[/b][/size][/center][/font] The region shall have its Regional Government. It shall be the sole body who shall govern the people. [list][*]There shall enact policies, legislations, and resolutions. [*]There shall protect the Regional Constitution, which shall be the most vital legislation each member nation has to follow. [*]There shall have three branches, namely, the Executive, the Legislative, and the Judiciary.[/list] [/box] [box][center][font=georgia][size=120][b]The Executive Branch[/b][/size][/center][/font] a. The executive branch is where the highest officials belongs. It includes the: [list=i][*]Founder [*]co-founder [*]president [*]vice-president [*]world assembly delegate (WDA) [list][*]The Founder is the member nation that founded the region. It has all the powers in the regional government. [*]The Co-Founder is the member nation who help the founder building the region [*]the president is the member nation that will lead the region. They have the power to sign or veto policy, legislation, and resolution; make executive orders; propose constitution amendments; appoint ministers and the head of judiciary; coordinate with the Cabinet; declare war and the next heir of WA delegate if the WA delegate is ceased to exist or inactive. To obtain, the member nation shall run and win in the region-wide election. It can be held by a member nation for up to two terms, with each term lasting four (4) months. [*]The WAD shall be the representative of the region in the World Assembly. It shall only be occupied by the Founder, or the president, or the vice-president [*]The Vice President is the member nation that will help the President to execute their platforms. They shall be the President in case if the current President have not completed their term due to inactivity, impeachment, or resignation. They have the power to: suggest new legislation; be a tiebreaker in passing legislation; suggest constitution amendments; suggest the appointment of ministers; have a position in the Cabinet, and coordinate with the Cabinet. To obtain, the member nation shall run and win with the tandem President in the region-wide election. It can be held by a member nation for up to two terms, with each term lasting four (4) months. [*]The Cabinet shall be the main executive officials who will mostly govern the whole region. [list][*] The Minister of Foreign Affairs shall enforce the region’s foreign policy. They have the power to assign ambassadors to other regions; establish embassies; make international treaties, and suggest changes in foreign policy. It can be obtained through the President’s appointment. [*]The Minister of Internal Affairs and State affairs shall oversee the events within the region and ensure the region’s safety. They have the power to: recruit; finalize appointments; review international treaties, assist in technical and administrative support. enforce protocols; lead press briefings and releases; change the factbook entry and the welcome telegram, and monitor news reports regarding the government. It can be obtained through the President’s appointment. [*]The minister of security and justice shall enforce international law and order and defend against raiders. They have the power to: consult the President’s declaration of war; border control; record violations of member nations; enforce the Constitution; shall assist in technical and administrative support. enforce protocols; lead press briefings and releases; change the factbook entry and the welcome telegram, and monitor news reports regarding the government. [*]The Minister of communication and welfare shall lead the government news media and remind member nations of events and new legislations. They have the power to conduct polls; regulate the RMB; make news reports; send a region-wide telegram; change the world factbook entry, recruitment telegram, and the welcome telegram; make dispatches for the government, coordinate with the Minister of State, enforce the region’s social policies. consult member nations; conduct surveys and questions; improve social policy; and suggest making new legislations in social welfare.[/list] [/box] [box][center][font=georgia][size=120][b]The Legislative Branch[/b][/size][/center][/font] a. The legislative branch,known as the house of representatives (HOR), is where the people's voice is heard. It is where policies, legislations, and resolutions are made. It comprises: [list=i][*]the house of representative speaker (HORS) [*]the house of representatives deputy-speaker (HORDP) [*]representative [*]the house of representatives member [*]observers [/list] b. Here shall explain the powers and duties of each legislative position [list][*]the house of representatives speaker is the leader of the legislative branch. They have the power to: finalize policies, legislations, and resolutions; make a dispatch on passed laws; propose constitution amendments; suggest appointments of ministers; suggest declaring war, and maintain peace during a house of representatives session. To obtain, the member nation shall run and win in the region-wide election. It can be held by a member for 2 terms, with each lasting five months. [*]the house of representative deputy-speaker is the one who will lead the congress session. They shall assume the 'acting' house of representatives speaker if the current HORS has resigned, been impeached, or been inactive. They have the power to: make the schedule of house of representative sessions; make a dispatch on passed laws; propose constitution amendments; and suggest declaring war. To obtain, the member nation shall run and win in the house of representative voting [*]The Representatives are the member nations who will have the final say in policies, legislations, and resolutions. They have the privilege to debate a particular issue with other Representatives, propose new legislation, and repeal the President’s veto by getting a ⅔ of the votes. There shall be one Representative for each ten (10) member nations. To obtain, the member nation shall run and get a sizeable amount of votes in the region-wide election. It can be held by a member nation for up to two terms, with each term lasting five (5) months. [*]The house of representative Members are the member nations who have the privilege to suggest ideas and help the Representatives make new legislations. They cannot vote in passing policies, legislations, and resolutions; they can praise and condemn any officials through a statement. To obtain, the member nation shall ensure he/she/they participate in the government at least twice a week. [*]The Observers are the nations who want to only observe a parliement session. This position is open to all member nations. [/list] [/box] [box][center][font=georgia][size=120][b]The Judicial Branch[/b][/size][/center][/font] a. Also known as The Supreme Court, its role is to review all legislation and shall have a say when it comes to constitutional amendments. It can propose new legislation but with the approval of the President. It only consists of the president of the supreme court, deputy president of the supreme court, and supreme judges. [list][*]The president of the Supreme Court can be obtained through the president appointment. It can be held by a member nation for up to three terms, with each term lasting five (4) months. [*]the deputy president of the supreme court is the member nation that will help the President of supreme court to execute their platforms. They shall be the President of supreme court in case if the current President have not completed their term due to inactivity, impeachment, or resignation. they can advising with the president of supreme court and can coordinate with the supreme judges can be obtained by president of the supreme court [*]The Supreme Judges is a group of 3 judges aiming to help in times of trials of an accused. It can be obtained through the Prime minister appointment and it can be held by a member nation for up to three terms, with each term lasting five (4) months.[/list] [/box] [box][center][font=georgia][size=120][b]The Bill of right[/b][/size][/center][/font] section 1. They shall have a right to be independent. section 2. They shall have a right to choose what they desire. section 3. They shall have a right to express their thoughts freely. [list][*]It shall be exercised within reason. [*]Harassment, insulted the president, founder, co-founder, vice-president, WA delegate and the regional minister slander, racial epithets, insubordination, or promotion of extreme ideologies (such as Nazism and satanism) are strictly not protected within this provision.[/list] section 4. They shall have a right to freely establish assembly with other member nations. [list][*]It shall be exercised within reason. [*]Assembling for overthrowing the Government or hate against another race or gender is strictly not protected within this provision.[/list] section 5. They shall have a right to a fair trial. [list][*]They are entitled to a legal representative. [*]They cannot be tried twice nor be ejected/ banned without a reason. [*]They can request a retrial, should they choose to.[/list] section 6. They shall have a right to vote in the region-wide election. section 7. They shall have the right to participate in democratic activities. section 8. They shall have a right to be treated with dignity and respect.[/list] section 9. They shall have the right to information. section 10. All right have limitations [list][*]They shall not state nor publish any dispatch, statements, or media that is relating to any form of discrimination, or false information. [*]They shall not be permitted to obtain any confidential information that shall be limited to The Government. The Government Roleplay is a part of The Region’s roleplay which focuses on answering issues, proposing policies, influencing politics, and addressing regional events. Here shall place the basic rules for this roleplay: [list][*]It shall perform almost the same as the actual government. [*]It shall be following the Constitution of South east asia. [*]It shall be part of the World Assembly. [*]It shall be not taken too lightly nor too seriously. [*]It shall get events that may significantly change the roleplay situation.[/list] [/box] [box][center][font=georgia][size=120][b]Election Code[/b][/size][/center][/font] [list][*]There are two types of elections: the region-wide election and the house of representative-wide election. [*]In a region-wide election, all member nations must vote on their preferred president and vice-president, speaker of the house of representative, and Representatives. They can only vote for one President, one vice-president, and one speaker of the house of representative. For the Representatives, make sure they shall only vote depending on the number of current voters (for example, if we have 70 nations in the region, they shall vote only 7 or fewer representatives). The President together with their tandem and the the house of representative speaker who garnered the most votes wins the election. For the parliement Representatives, the top 7 candidates (for 70 nations) shall win the election. [*]In a house of representative-wide election, all officials, which includes the vice-president, the house of representatives speaker, and the Representatives shall vote on their preferred house of representatives vice-speaker. They can only vote for one RVS.
