Rationale & Analysis

Limiting Animal Pathogens is a flawed piece of GA legislation crafted with the best of intentions. Sadly, the bulk of language in the repeal is unconvincing. While it does rightly note that Section 4's requirement to "...test every animal intended for import to or export..." is a heavy financial and logistical stress for individual member states, Limiting Animal Pathogens nevertheless allows for the World Assembly General Fund to finance said sampling.

Additionally, there is no other GA legislation which covers this topic and no replacement has yet to be proposed. Therefore, upon repeal there is no plan to ensure this topic is adequately covered by the World Assembly.

As such, the Ministry of World Assembly Affairs has directed Kethania to vote AGAINST "Limiting Animal Pathogens", and urges the Bloc's World Assembly nations to do the same.
