Even where it does limit hydraulic fracturing, the target resolution misses in effectiveness, because it provides neither adequate definitions for its qualifiers, nor alternatively an authority that could determine and define those qualifiers. The repeal provides a clean slate for new and enhanced attempts at restricting hydraulic fracturing. Therefore, the Ministry of World Assembly Affairs recommends a vote FOR this repeal.
