Information for World Assembly Voters: Repeal "Restrictions on Hydraulic Fracturing"

This repeal resolution concerns a General Assembly resolution limiting the practice of hydraulic fracturing in or within close range of land populated by sapient beings. The repeal points out other resolutions protecting a safe water supply and regulating oil drilling. It identifies that the target resolution only aims to limit liquid fracturing and not other fracturing methods and technologies. The repeal lists several important qualifiers in the target resolution that are left without definition, such as "close range", “demonstrably significant threat” or water resources “demonstrably necessary” for health, and what constitutes “strongly detrimental health effects”. Lastly, the repeal criticises that the target resolution prevents negotiations between member states on transboundary solutions, and does not adequately address situations where a member state borders a non-member state that might practice fracking at will.
Ministry Analysis:
The repeal correctly highlights the various ways in which the target resolution is imprecise and ineffective. Unfortunately, the target resolution gives no consideration to the potentially harmful effects fracturing methods other than liquid fracturing, and encourages their use, blindly trusting that the energy sector will avoid any potential environmental hazards. Even where it does limit hydraulic fracturing, the target resolution misses in effectiveness, because it provides neither adequate definitions for its qualifiers, nor alternatively an authority that could determine and define those qualifiers. The repeal provides a clean slate for new and enhanced attempts at restricting hydraulic fracturing. Therefore, the Ministry of World Assembly Affairs recommends a vote FOR this repeal.
