AUGUST DECLARATION

15. August 1955, Baghdad

Dear citizens,

Over the past several days the security situation vis-a-vis the 'Democratic Republic of Kurdistan' has taken a sharp turn for the worse.

As of this address, Kurdish forces have exploited the border incident of August 6 to illegally and malevolently destroy civilian infrastructure connecting western and eastern Mosul, threatening the peaceful existence of the city's population. This is a bald-face act of sabotage, and we call on the international community to take immediate action by sanctioning the Kurdish pariah state.

We have been warning the Arab League, as well as other members of the international community, about the threat which this malignant tumor poses to the world. The Diyarkabir dictate created an intolerable situation, and though the west may not care, we have to live with it every day. We are on the front lines in the global deterrence of communism. American congressmen, British parliamentarians, democrats everywhere in the world, we need your assistance!

Kurdistan's most recent actions show that the worst is yet to come. Our intelligence services report, and by now the international press already knows from Kurdistan's own declarations, that a massive combined Kurdish and Soviet force is moving into east Mosul and possibly other borders areas.

This is a disproportionate escalation and clear sign of hostile intent, proving that the Mosul Commissioner was right to declare a city-wide curfew and heightened security measures.

In order to safeguard the people of the Hashemite Arab Federation, I'm hereby declaring a state of emergency, effective immediately, across all Iraqi governorates. All divisions stationed on the Hashemite-Kurdish border, including those near Kirkuk and Sulaymaniyah, are placed on high alert. Furthermore, I'm ordering the redeployment of the following center-command divisions to the border areas: 2nd Infantry Division "Ramadi", 1st Infantry Division "Baghdad", 35th Motorised Border Regiment, 36th Border Regiment.

I call on the Kurdish leaders to halt all aggression, to stand down their units and to negotiate in the presence of neutral mediators.
