This Act establishes the Citreon Defence Force as a guardian of freedom and liberty within the region.

1.This act establishes the Citreon Defence Force (CDF)
2. The CDF comprises of 2 parts:

    1. Members- members are nations that join the CDF, and are protected by the CDF in a similar nature to NATO members.
    2. The CDF Army- members must contribute manpower towards the CDF for which the Regional Government can use in peacekeeping missions.

3. The CDF's main purpose is to combat terrorism, bring militaries together and promote peace and security between all nations.

1. All nations are automatically included in the CDF unless they opt out.
2. Members are guaranteed military support by the Regional Government and other CDF Members in the event of aggression or war. There is an "attack on one is an attack on all" policy.
3. If two members attack one another, they are both suspended from the CDF by the Commander-in-Chief, and the action taken thereafter is decided by the Commander-in-Chief.
4. If a member attacks a non-member without CDF support, they can be suspended.
5. Non-members are not protected by the CDF, and the Regional Government can take military action through the CDF if non-members break regional laws or fall under the grounds for military action.
6. Members can be suspended if they do not meet their required commitments

1. Commander-in-Chief: The Prime Minister

  • The Prime Minister, as the elected Head of Government, is the Commander-in-Chief of the CDF and decides when, where and how the forces are used for peacekeeping missions or deployments.

  • The PM requires the support of the Founder and Opposition Leader to deploy forces, unless one of those nations is the location of the deployment.

2. Commander of Operations: Defence Secretary

  • The Commander of Operations (CO) is responsible for coordinating and organising the deployment of forces.

  • The CO can advise the PM to deploy forces, yet cannot order the deployment themselves.

  • The Defence Secretary has the power to alter the required contribution of each nation

3. Air Commander: Deputy PM

  • The Air Commander is responsible for all combined air forces and coordinating air strikes.

  • With permission of both the PM and Defence Secretary the Air Commander can order air strikes

4.Ground Commander: Foreign Secretary

  • The Ground Commander is responsible for all ground forces once they have been deployed and coordinates all ground movements.

5.Naval Commander: Home Secretary

  • The Naval Commander is responsible for all combined naval forces and their movements once deployed.

1. Member nations should contribute to the CDF for their own protection and for the protection of the region.
2. Each member nation is recommended to contribute:

  • 5,000 soldiers

  • 50 tanks

  • 25 fighter jets

  • No less than 100 armed vehicles

3. Furthermore, members could also contribute:

  • RM 10 billion per year for membership, facilitating deployment and investment in naval forces, RM 20 billion during war time

  • Minimum defence spending set at 2.5% in peacetime, and minimum 5% during times of CDF deployment.

  • A commitment to share at least 25% of the surface fleet when required.

4. As established in Article 3.2, the Defence Secretary can alter these requirements
5. Smaller nations can issue a request to the Defence Secretary and PM to lower the contribution requirements in a special case that requires founder permission.
6. These are the minimum requirements for membership, and nations can exceed this amount if they want to contribute more.
7. The Budget of the CDF, (from the 10 billion per nation per year) is used to purchase additional equipment and for research. At the end of a year the remaining money in the budget is split equally between all members.

1.The Commander-in-Chief (PM), as specified in Article 3.1 requires the Founder and Opposition Leaders permission before CDF forces are deployed.
2. Deployment can only be requested if:

  • A non member nation has broken regional laws intentionally and explicitly

  • A non member nation has invaded a member nation

  • An aggressive non member has invaded a non member

  • A member is attacked by terrorist forced

  • Separatists secede from a member nation without permission

  • A member nation is victim of a humanitarian or natural disaster

2. A member nation can be suspended if:

  • They break regional laws intentionally and explicitly

  • They violate the sovereignty of a non member nation

  • They invade a fellow member nation

3. There are two types of deployment:

    1. Governmental Deployment: the Regional Government deploys its forces contributed by member nations
    2. Membership Deployment: member nations deploy their forces at the permission of the PM (who needs Founder and Opposition Permission)
