The Constitution of the Merchant Republic of Environmental Support

We, the people of Environmental Support, for the purpose of establishing a fair, just, equitable, free, and democratic society; to guarantee the security and sovereignty of our people; to provide a safe haven for all individuals, regardless of color, creed, or affiliation; to uphold the principles of democracy and equality; do ordain this Constitution of the Merchant Republic of Environmental Support.

Article I - The Legislature

Section I - Structure of the Legislature and Parliament
All federal legislative power shall be vested in a bicameral Parliament, consisting of the Council of Representatives and the Council of Reviewers.

Section II - The Council of Representatives
Subsection A - Makeup of the Council of Representatives

The Council of Representatives shall consist of 500 Representatives, each representing an equal share of the Environmentalist population, as decided upon by the Council of Representatives following a biennial national census.

In order to be eligible for the position, a candidate must be an Environmentalist citizen and be at or over 18 years of age.

Each Representative shall serve a term of 2 years, following which, an election for said Representative's seat will be held. Each Representative may hold a position in the Council of Representatives for a maximum of 5 terms, consecutively or nonconsecutively.

The election for all members of the Council of Representatives will be held 7 days following the start of the new orbit of the year of election. This day, will be a federal holiday at it shall be expressly illegal to require citizens to work on this date.

In the event that a Representative is unable to serve their term to completion, a snap election will be called and held within 6 months of the vacancy. A Representative that fills or creates a vacancy will have been considered completing a full term regardless of the length of time served in the Council of Representatives.

The yearly stipend for Representatives will be set at 200,000Δ. This sum can only be changed through the process of a public referendum initiated by the Council of Representatives. Any changes to the yearly stipend of Representatives require a total voter turnout exceeding 50% in order to ensure adequate public support and interaction.

A session of the Council of Representatives cannot commence unless 2/3rds of the Representatives are present.

Subsection B - Functions of the Council of Representatives
All laws created by the legislature must originate in the Council of Representatives. The expressed purpose of the Council of Representatives is to draft bills and policies to govern the Merchant Republic for them to be sent for review and revision to the Council of Reviewers. Following review and approval by the Council of Reviewers, a bill shall be returned to the Council of Representatives for a final vote to pass said bill into law.

Every new bill must receive a majority of votes from present Representatives in order to be passed on for review to the Council of Reviewers. Every reviewed bill must also receive a majority of votes from present Representatives in order to be passed into law.

The Council of Representatives shall have the sole power to elect a Prime Minister through a 2/3rds majority of present Representatives.

The Council of Representatives shall have the sole power to draft articles of impeachment against an elected or appointed official.

Section II - The Council of Reviewers
Subsection A - Makeup of the Council of Reviewers

The Council of Reviewers shall consist of 100 Reviewers, each representing one of the 100 legislative districts of Environmental Support.

In order to be eligible for the position, a candidate must be an Environmentalist citizen, be at or over 18 years of age, and posses an advanced university degree from a university that has been accredited by Environmental Support.

Each Reviewer shall serve a term of 4 years, following which, an election for said Reviewer's seat will be held. Each Reviewer may hold a position in the Council of Reviewers for a maximum of 3 terms, consecutively or nonconsecutively.

The election for all members of the Council of Reviewers will be held 7 days following the start of the new orbit of the year of election. This date shall correspond with the year and date of election for the Council of representatives.
