Army Vehicle Modernisation Program | Final Report

Summary Report on Final Awards for Army Vehicle Modernization Program (AVMP)

Pursuant to the instructions of Parliament and with the necessary green lights from the Select Committee for Defence and the Select Committee for Finance and the Budget, the QMG has engaged in a multi-year contracting and bidding process to identify and procure next generation land-based vehicles for use in the defense of our nation and execution of our mission. Based on the industrial and military priorities of Hanover, it was decided to seek licensing opportunities for designs that could be domestically produced, and to open bidding to international manufacturers in allied nations for equipment and components that would pose a challenge for domestic production capabilities. We believe that this decision has resulted in the best possible equipment for our warfighters, at the most competitive prices, while ensuring we adhere to the standards and obligations our government holds to our people and to the nation.

Requests for Proposals were put out for five primary classes of vehicles to serve in numerous roles, and the contracts that have been awarded together fulfill the goals of the AVMP and will strengthen the Hanoverian Army for years to come. Contracts were awarded after extensive multi-year testing of the candidate vehicles, and all purchasing agreements have been fully vetted and approved the Commission for Finance. The five classes of vehicle put out for proposals were 1) a Main Battle Tank, 2) an Infantry Fighting Vehicle, 3) an Armored Personnel Carrier, 4) an Infantry Mobility Vehicle, and 5) a Logistics Support Vehicle. A summary of requirements for each of the classes is outlined below.

Main Battle Tank
A heavily armed and armored vehicle to serve in a front line role with both offensive and defensive capabilities. The vehicle shall be fully operable by a crew of three, and have an operational range of 500km or more, with an improved surface speed of at least 70 km/h. It shall weigh no more than 75t, with maximum dimensions of 15m in length, 5m width, and 3m height. The primary armament shall be compatible with standard 140mm ammunition, and it shall feature both two coaxial cannons and at least one additional weapon system capable of independent 360 degree operation. The armor shall withstand all small arms and automatic weapons, as well as anti-tank rockets, land mines, and should provide survivability in combat with equivalently armed foes. The tank shall be capable of full modern technological warfare, communications, and digital intelligence-sharing.

140mm smoothbore with autoloader (18 rounds). Additional 18 rounds in two internal racks, containing 9 individual fireproof canisters each. Loader and racks equipped with blowouts.

Secondary Armament:
2 x 20mm cannons, with 3,500 shared rounds
1 x 40mm GL, with 1,000 grenades.
1 x 60mm coilgun internal mortar, with 500 rounds.
2 x 8-shot 40mm smoke dischargers

Sensor Package:
26.5–40 GHz active electronically scanned array radar
Ironvision VR camera system with optical, passive, NV, mirror and thermal options.
RWS rangefinding and targeting systems integrated with PABM and PAX guidance system.

Infantry Fighting Vehicle
A front-line vehicle designed to rapidly transport infantry to and around the battleground, and to engage in active combat with both static and mobile targets in support of that infantry. The vehicle shall have a crew of no more than three, and the capacity for at least 8 additional soldiers to ride fully protected to the front, to deploy rapidly, and to return to the vehicle as needed. It shall have an operational range of 500km or more, with an improved surface speed of at least 70km/h. It shall weigh no more than 40t, with maximum dimensions of 10m in length, 3.7m width, and 4.5m height. The vehicle shall carry primary armament suitable for its multi-purpose combat role, and shall include anti-tank missile capability. The armor shall withstand all small arms and automatic weapons, as well as anti-tank rockets and land mines, and shall be equipped to accept future armor kit options for higher threat environments.

Armored Personnel Carrier
An armored combat vehicle designed to swiftly and safely move personnel and equipment in medium to high threat environments, and to survive combat encounters with light to medium armed opponents and irregular forces. The vehicle shall have a crew of no more than three, and the capacity for at least 10 additional soldiers to ride fully protected inside, with the ability to deploy rapidly and to return to the vehicle as needed. It shall have an operational range of 500km or more, with an improved surface speed of at least 80km/h. It shall weigh no more than 45t, with maximum dimensions of 10m in length, 4m width, and 4m height. The vehicle shall carry armament capable of defending against opportunistic attackers, and of ensuring safe passage through unfriendly areas. The armor shall withstand all small arms, automatic weapons, and land mines, with available options to provide additional protection from rocket propelled grenades and heavier classes of weapon. The vehicle shall be equipped to accept future armor kit options for higher threat environments. The basic platform of the vehicle shall be capable of configuration for multiple roles and purposes while maintaining extensive commonalities to maximize maintenance and logistics efficiencies.

The Bär Heavy has several alternate configurations available, including:
Anti-Aircraft: RWS and PAX replaced with SAMs and 30mm autocannon
Electronic Warfare: RWS and PAX replaced with radar, jamming equipment, and interception gear
Medical Transport: Unarmed, space for 4 litters instead of passengers
Medical Treatment: Unarmed, operating suite for 1 patient and surgical team
Technical Services: Heavy winch, towing/lifting system instead of RWS, half passenger capacity

Infantry Mobility Vehicle
An lightly-armored vehicle capable of operating without special consideration on domestic roads and in urban environments, designed to safely convey personnel and equipment in low-threat environments. The vehicle should be configurable with upgrades to expand operability to medium-threat environments as part of a mixed unit with heavier vehicles. The vehicle shall be operable by a single driver, and have the capacity for at least 4 additional soldiers to ride fully protected inside. It shall have an operational range of 600km or more, with an improved surface speed of at least 105km/h. It shall weigh no more than 18t, with maximum dimensions of 8m in length, 3m width, and 2.7m height. The vehicle shall have the ability to mount armament capable of defending against opportunistic attackers, and of ensuring safe passage through unfriendly areas. The armor shall withstand all small arms and light automatic weapons, with upgradability to offer protection from land mines, rocket propelled grenades, and heavier classes of weapon.

Logistics Vehicle
A flexible vehicle capable of operating without special consideration on domestic roads and in urban environments, designed to fulfill numerous technical and utility rolls in low-threat environments. The vehicle should be configurable with upgrades to expand operability to medium-threat environments as part of a mixed unit with heavier vehicles. The vehicle shall have two crew seats but be operable by a single driver, and have the capability to fulfill numerous roles through the use of modular design and interchangeable parts. It shall have an operational range of 500km or more, with an improved surface speed of at least 90km/h. It shall weigh no more than 18t, with maximum dimensions of 8m in length, 3m width, and 3m height. The vehicle shall include options to permit armoring of the crew compartment, and the basic platform of the vehicle shall be capable of configuration for multiple roles and purposes while maintaining extensive commonalities to maximize maintenance and logistics efficiencies.

There are dozens of possible configurations of the U3xxx series, with specific "model numbers" depending on the purpose and modules carried. All are the U3 model, followed by a 4 for the 2.5t two-axle variant or a 6 for the 3-axle 5t model. The latter two numbers indicate the purpose of the configuration – for example, 01 indicates "general purpose cargo." An "A" after the "U3" indicates an armored cab configuration. Other letters on the end may indicate sub-classifications of the configuration.
