Prohibition of nuclear weapons testing during times of peace

Republica-Argentina ,

Concerned by the latest evidence which confirms the occurrence of an unannounced nuclear weapons test in the the US state of Alaska.

Alarmed by the continuity of provocative and perilous military actions carried out by the armed forces of the United States of America throughout this year, including but not limited to:

A military intervention in the Indian subcontinent, deliberately ignoring the purpose of the UAN GA for the peaceful resolution of conflicts and recognized international principles concerning sovereignty, independence, and diplomacy.

A previous nuclear weapon test carried out roughly in the same aforementioned location, potentially endangering normal commercial activities or the sustenance of native populations (Chukchis, Inuit) in the vicinities of the Bering Sea, without any consideration for the economic, social, or environmental consequences caused by the detonations.

Hereby:

1. Requests the Governments of the United States of America, and the rest of the Member States of the UAN General Assembly, to refrain from performing additional nuclear weapon tests in times of peace, for the purpose of preserving the current pacifist status-quo and avoiding unnecessary and irresponsible consequences.

2. Reiterates to all member states of the UAN General Assembly, that the purpose of the United Assembly of Nations, is to preserve freedom, self-determination, and sovereignty for each country, through comprehensive diplomatic negotiations with the sole objective of preserving World Peace.

3. Exhorts all Member States of the UAN to endorse the following proposition, in accordance with the objectives of this organization.

1. All UAN State Parties undertake, during times of peace, not to carry out any nuclear weapon test explosion or any other nuclear explosion, and to prohibit and prevent any such nuclear explosion at any place under their jurisdiction or control.

2. Each State Party undertakes, during times of peace, to refrain from causing, encouraging, or in any way participating in the carrying out of any nuclear weapon test explosion.

3. The United Assembly of Nations General Assembly will be a forum for consultation, cooperation, and implementation of the dispositions set forth by this document among States Parties.

4. A State Party shall have the right to request the UAN GA to obtain clarification from another State Party on any matter which may cause concern about possible noncompliance with the basic obligations of this resolution.

The requested State Party shall provide the clarification to the UAN GA as soon as possible, for its evaluation.

5. Therefore, the UAN GA will have the power to convene and discuss any and all necessary measures to ensure compliance with this document and to redress and remedy any situation that contravenes the provisions of this resolution in the event of a transgression of any article.
