TRLs are based on a scale from 1 to 9 with 9 being the most mature technology. The movement of technology between levels may be appealed to and left to the mod team. Considerations for a nation or an international research organization to mature technology to a higher level are GDP, Budget dedicated to civilian research, and percentage of a military budget dedicated to R&D(10-15%, Max.).[/size][/font]
